Interpretation of rules & regulations etc. and the remedies provided in respect

of admission policy.

In the event of any inconsistency amongst the rules framed for admission policy etc. or in the event of any clarification with respect to the above said rules, the matter shall be referred to the Chancellor and the interpretation given by the Chancellor shall be final. The Vice-Chancellor is also competent to eliminate any inconsistency and decide as to which provision shall take precedence over the others.

Remedies:

If any applicant or any other person is of the opinion that in his / her case, the rules framed for admission etc. have not been followed, in that event he/she shall make an application outlining clearly the deviation in his/her opinion to the Vice-Chancellor. The Vice-Chancellor shall consider the application in the light of relevant rules and his decision in the matter shall be final.

KVAFSU AT A GLANCE …

The Karnataka Veterinary, Animal and Fisheries Sciences University (KVAFSU) with its Head Quarters at Bidar started functioning from 1-4-2005 following Govt. of Karnataka Act No.9 of 2004 first published in the Karnataka Gazette Extraordinary on 23rd February 2004. The University was dedicated to the State on 17-1-2005 by His Excellency the Governor of Karnataka and Chancellor of the University. The KVAFSU is mandated with development and advancement of learning and prosecution of research and extension in the field of Veterinary, Animal and Fisheries Sciences.

The University has seven colleges located at six different campuses offering degree programmes leading to B.V.Sc. & A.H; B.Tech (D.Tech) and B.F.Sc. In addition, KVAFSU offers Master’s degree in 26 subjects and Doctoral in 22 subjects. KVAFSU has established linkage with many Universities abroad – viz. University of Minnesota, Purdue University, Kansas State University, Texas A and M University of USA, University of Taiwan and Bodo University, Norway for exchange programmes in teaching and research.

The post-graduates of this University are gainfully employed in the State Department of Animal Husbandry and Veterinary Services, Department of Fisheries, Karnataka Milk Federation and other Sate Development Organizations. They are also employed in various research institutes of ICAR, National Dairy Development Board (NDDB), National Fishery Development Board (NFDB), Financial Institutes like National Agricultural Bank and Rural Development (NABARD) and others. In addition, there is a great demand for graduates from this University in other public and private organizations of National and International repute.

The post-graduates in Fishery science have got vast scope in private sector in the field of Aquaculture, Fisheries Biotechnology, Fish Processing Technology and Fishery Engineering & Fishing Technology. The post-graduates in Dairy Technology have got good employment opportunities in private sector Dairy and Food processing industries in India as well as abroad particularly in Middle East and European countries.

MASTERS / DOCTORAL DEGREE PROGRAMMES 2014-15 1.0 Post-Graduate Facilities at Different Campuses I. Veterinary College, Bangalore

The Veterinary College, Bangalore earlier known as Mysore Veterinary College, was started in the year 1958 and was affiliated to University of Mysore. In 1964, it became a constituent college of University of Agricultural Sciences, Bangalore and subsequently, it became part of KVAFSU in April 2005. The college is offering Masters and Doctoral Degree Programme since 1966 and the Postgraduates of this college are occupying top positions in India and Abroad.

II. Veterinary College, Bidar

The College was established in 1984 under the then undivided University of Agricultural Sciences and become a constituent college of University of Agricultural Sciences, Dharwad on 16.10.1986 and a constituent college of KVASFU in April 2005. The College is offering Masters and Doctoral degree programmes in selected subjects from academic year 1995-96.

III. Dairy Science College, Bangalore

The Dairy Science College, Bangalore which came into existence as a constituent college of University of Agricultural Sciences, Bangalore offers Masters Degree Programme, since 1986 in the disciplines of Dairy Chemistry, Dairy Microbiology and Dairy Technology. The Doctoral Programme in these disciplines was introduced during the Academic Year 1988-89. Both the Graduates and Postgraduates of this college have good employment prospectus.

IV. College of Fisheries, Mangalore

In order to give greater thrust to Fisheries sector in the state, the College of Fisheries which is first of its kind in the country was established in the coastal city of Mangalore in 1969. To address the problems faced by fishermen and fishery industry, Masters and Doctoral programmes were started in 1975 and 1979 respectively. The college has many nationally and internationally funded research projects which helped in the establishment of state of the art research and analytical facilities for PG Research.

V. Institute of Animal Health and Veterinary Biologicals, Bangalore

The Institute was started as Mysore Serum Institute in 1928 by the erstwhile Maharaja of Mysore to provide hyper immune serum for the control of rinderpest disease in the State. It has large scale facility to manufacture a variety of vaccines and other Biologicals. The staff of the Institute are also actively involved in Post-Graduate research and teaching. The facilities available in this institute are made available to Post-Graduate students of the University for their research work.

2.0 MASTER’S DEGREE PROGRAMMES

2.1 Eligibility Criteria for admission to Master’s programmes as per ICAR:

a. Candidate shall possess a Bachelor’s degree in the respective subject on or before the due date mentioned.

b. Candidate shall have 6.00/10 or equivalent OGPA/equivalent percentage of marks for general category and 5.5/10 or equivalent OGPA/equivalent percentage of marks for SC/ST/Cat-I candidates at bachelor’s degree level.

c. Candidate shall be a citizen of India and must have studied in any educational institution in Karnataka State for a period of seven academic years at any time upto the Bachelor’s Degree as on 1st July of the admission year. [Not applicable to candidates who are GOK, GOI, ICAR nominees, NRIs and Foreign Nationals (FN)]. However, in the event of candidates not available in a particular subject then the domicile requirement of seven years could be relaxed to outside State candidates in respect of admission to Master degree programme of the University. The domicile requirement is not applicable for admission to Doctoral Degree Programme.

Exceptions

The criteria prescribed above shall not apply in case of candidates who fulfill any one of the following, provided appropriate certificates of proof are furnished in support of their claim. In what follows, children means only ‘natural born’ children and adopted ones as per the norms and regulations followed for adopting the child.

I. Children of Defence personnel, Central Government employees/Statutory Corporation set up, owned or controlled by the Central / Karnataka State Government serving on duty in the State both on the date of submission of the application and during the period of atleast 12 months immediately before such date.

II. Children of State Government employees including children of Members of the All India services born on the Karnataka State Cadre who:

a. Are serving or have served outside the State of Karnataka on deputation during the relevant period

b. Are in the service of the State on the date of making the application or have retired from the service prior to the date of submission of the application

III. Children of working or retired employees of Central or State Government or Joint Undertaking where employees:

b. Had either studied in any educational institution in the State of Karnataka run or recognized by the Government of Karnataka for not less then seven years at any time prior to the last date fixed for receipt of application or has passed Bachelor’s degree in Karnataka.

IV. Children of serving Defence personnel or Ex-servicemen whose home address at the time of joining the defence service was in Karnataka. Proof of such domicile should be produced either by obtaining the extract from the Record Office of the Defence Units or a Certificate from the Zilla Sainik Board.

2.2 Mode of selection for Master’s degree programme

The selection of candidates shall be done on the basis of performance of the candidates as per

following scheme of evaluation:

Note:

a. Candidates securing less than 50% of total marks as calculated above shall not be called for counseling, while SC/ST/Cat-I candidates securing less than 35% marks shall not be called for counseling

b. Candidates who have secured grades in 4 point scale shall submit a copy of the certificate of equivalent percentage, failing which, their applications shall be rejected

2.3 Written Test

a. All eligible candidates shall have to appear for a written test of 100 marks in one of the subject groups (Group A-D) listed under given intake. Nominees of ICAR and GOI, Foreign Nationals, NRI s and NRI sponsored candidates are exempted from taking the written test b. The written test for admission to Master degree programme will be of undergraduate level

and will contain 100 objective type questions with four responses. Each question will carry 1.0 mark and the examination will be of 2 hours duration

c. All questions in each group (Group A-D) shall be drawn equally from the subjects of that group

d. Admission to entrance test does not confer on the candidates the right of admission to the Masters programme

e. Candidates appearing for the written test will have to come to the examination centre on their own expenses. University is not responsible for any expenses of the applicants irrespective of their eligibility / ineligibility.

f. The Written Test is scheduled on 16-09-2014, 10.00 am at Veterinary College, Nandinagar Campus, KVAFSU, Bidar – 585 401, Karnataka.

3.0 DOCTORAL DEGREE PROGRAMMES

3.1 Eligibility Criteria for admission to Doctoral Programmes as per ICAR:

a. The candidates should possess Master's Degree in respective / allied subjects as approved by the University on or before the due date mentioned in the notification.

b. Candidate should have OGPA of 6.50/10 or equivalent percentage of marks for general category and 6.00/10 or equivalent OGPA/equivalent percentage of marks for SC/ST/Cat-I/ candidates at Master’s degree level.

3.2 Mode of selection for Doctoral degree programme

The selection of candidates shall be done on the basis of performance of the candidates as per following scheme of evaluation:

3.3 Written Test

a. All eligible candidates seeking admission to Doctoral degree programme shall have to appear for a written test on the subject which they have studied at Master’s degree level. The written test paper will contain 100 objective questions and each question will carry one mark. The duration of written test is 2 hours. ICAR/GOI nominees, Foreign Nationals, NRIs/NRI- sponsored are exempted from taking the written test.

b. Admission to entrance test does not confer on the candidate the right of admission to the Doctoral programme.

c. Candidates appearing for the written test will have to come to the examination centre on their own expense.

d. The Written Test is scheduled on 16-09-2014, 10.00 am at Veterinary College, Nandinagar Campus, KVAFSU, Bidar – 585 401.

4.0 Minimum duration for Master / Doctoral degree programme

A minimum of two Academic years / four semesters shall ordinarily be required for completion of course work, research, thesis preparation and examinations leading to the award of the Master’s degree. In case of Doctoral degree, a minimum period of three Academic years / six semesters is ordinarily required for completion.

5.0 Maximum duration for completion of Master / Doctoral degree programme

The students admitted to Master's / Doctoral programme are given a maximum time limit of 8 Semesters & 12 Semesters consecutively from the date of registration to complete all the requirements respectively for the award of the Degree.

6.0 Re-admission

The candidates after joining the University and completed 75% of the approved course work and obtained a minimum CGPA of 7.00/10.00 but failed to complete all the requirements for the award of Degree within the maximum prescribed time limit may seek readmission as per the University Rules and Regulations governing Postgraduate programme.

6.1 Reservation of Seats

1. Reservation of seats in favour of candidates belonging to Scheduled Castes / Scheduled Tribes / Category-I and Other Backward Categories will be ensured as per the reservation policy of the Government of Karnataka. Candidates who claim reservation should furnish a valid certificate issued by the competent authority.

However, candidates with the following reasons are not eligible for reservation of seats under II(a), II(b) III(a), III(b), as per G.O. No. SWD 225 BCA 2000 dated

30-03- 2002 and G.O. No. BCW 192 BCA 2013, Bangalore dated. 04-09-2013. a. Son (s), Daughter (s) of the persons specified in the said GO under item 1.

b. The candidate and either of whose parents / guardian is a Group - A or Group - B officer in the services of Government or holds an equivalent post in public sector undertaking

or an employee of private industry / institution and draws a salary which is not less than that of a Group - B Officer (pay scale Rs. 22,800 – 43,200/-).

c. The Candidate and his / her father's / mother’s / guardian’s gross annual income exceeds Rs. 4.50 Lakhs.

d. The Candidates and his / her father's / mother’s / guardian’s holdings 10 units of Agricultural Land as specified in the Karnataka Land Reforms Act. 1961, and such of those holdings more than 20 acres of plantation land. (Certificate issued by the revenue authorities for the units of land holding to be submitted).

2. If any seats reserved in favour of candidates belonging to any of the Categories referred to above are not filled up due to non-availability of eligible candidates belonging to such category, the reservation to that extent shall stand reduced and shall be transferred to the General Merit Category as per the G.O. No. ED/47 TEC/97 dated 3.5.1997

3. Twenty five percent of seats are placed at the disposal of ICAR in Master's degree programme for allotment to different categories in accordance with ICAR Rules governing admissions.

4. A few seats are set apart for Foreign Nationals (FN) / Non - Resident Indians (NRIs) / NRI – sponsored candidates to Masters / Doctoral programmes. Candidates belonging to Foreign Nationals shall send their applications along with their Bio-data through ICAR or Agencies / Consultants nominated by ICAR / GOI, New Delhi, through their embassies. The NRIs / NRI sponsored candidates should send their application along with their bio-data & proof of their NRI status, through Indian Embassies of respective countries, to the following address for verification and confirmation of their eligibility as per regulations governing Postgraduate programme:

5. A provision has been made to reserve one seat per discipline in Master's 1 Doctoral degree programme for candidates deputed by Government of Karnataka 1 Government of India, wherever such degree programmes are offered. The deputed Candidates shall compulsorily

forward their application through their employer within the last date prescribed for

submission of filled-in application for admission failing which their application shall not be considered for admission. Further, such candidates shall also submit their Deputation order /

Leave Order for under taking higher studies compulsorily on or before the date of written

6. The reservations of the seats in favour of candidate belonging to Hyderabad-Karnataka Region will be ensured as per reservation policy of Government of Karnataka. Candidates who claim reservation should furnish valid certificate issued by the competent authority. Notification No. DPAR 06 PLX 2012, Bangalore, dated 06-11-2013 rule 7 and Secretary to

the Government, Animal Husbandry and Fisheries Department, Bangalroe letter ¸ÀA. ¥À¸ÀA«ÄÃ/75/¥À¸ÉÃ/2014 ¢£ÁAPÀ 26-03-2014.

7.0. Counseling and mode of allocation of seats 7.1 Master's Degree

A common Intern-se-merit for each group (Groups A-D) will be prepared and the admission committee will allot the seats subject wise in each Group based on the merit and the existing reservation policy of the Government of Karnataka.

7.2 Doctoral Degree

There will be no Counseling for Doctoral degree programme. A subject wise / overall Intern-se-merit list will be prepared and the admission committee will allot the seats based on the merit and fulfilling the reservation policy of the State Government. The list of selected candidates will be notified at the University Head Quarter / Respective Colleges and they should register for the courses in the respective Colleges within the stipulated date by producing all original transcripts and paying the prescribed fees.

8.0. Admission

The Candidates selected shall pay the prescribed fee immediately during the counseling cum admission process for Masters degree programme in the form of Demand Draft only drawn in favour of The Comptroller, KVAFSU, BIDAR. (The Group Health Insurance fee to be fixed by the

company has to be paid in Cash only at the time of registration in the respective college).

9.0. Registration

The candidates admitted to Master 1 Doctoral degree after paying the prescribed fee shall report to the Head of the Department concerned for advice on the courses to be taken and complete the prescribed formalities of registration on or before 06-10-2014. However students are allowed to register upto six working days after the last date on payment of prescribed penal fee on valid ground as approved by respective Dean, failing which they shall forfeit their admission.

10.0. Fees for Master / Doctoral Programme

Every student admitted for Master's / Doctoral degree programme of the University shall be required to pay prescribed fees as indicated in Annexure I/II/III

Note:

1. Candidates are required to give their two recent passport size photographs for the group health insurance purpose at the time of registration in the respective colleges.

2. Students belonging to SC/ST/Cat-1 who are eligible for concession are required to pay fee, which are not reimbursable by the government as per G.O. No. SWL 229 BCA 80 dated 16-lL-1982 and as amended from time to time. (Candidates must produce two Xerox copies of caste certificate to claim concession of fees).

3. All fees indicated in the prospectus is subject to change and approval by the University Authorities.

4. Candidates should retain sufficient number of Xerox copies of their category / income certificate / Hyderabad-Karnataka Region certificate as the Original certificates will be collected at the time of admission.

5. NRIs/ NRI-sponsored/ Foreign Nationals are required to pay the fee as indicated above In addition, they have to pay US Dollars 5856/- per annum as Institutional Economic Fees. However, the candidates from SAARC countries have to pay US Dollar 2662/- per annum besides regular fees.

6. Fees Collected from the student from one subject shall be adjusted in case the student is admitted to any other subject in the University during the same academic year.

7. Caution money is refundable only after successful completion of the Postgraduate degree programme for which a candidate is admitted or on leaving the Postgraduate degree programme in the middle on his / her request. The student(s) shall claim the caution money after furnishing a No due Certificate to the University from all the department / colleges concerned.

8. Fees once paid by the student shall not be refunded / returned except Caution Money deposit.

Note: Candidate seeking admission to M.V.Sc (Wildlife) has to bear the additional expenses

towards academic tours to various zoos / forest visit.

11. Scholarships

11.1 One University Resident Merit scholarship (URMS) shall be awarded in each of the subjects under the Master (Rs. 800/- per month) as well as Doctoral Degree Programmes (Rs. 1,200/- per month) during each Academic year and is restricted only to those students who have graduated from the University Agricultural Sciences, Bangalore / Dharwad and KVAFSU, Bidar. However, Departmental candidates and sponsored candidates who are drawing salaries are not eligible for URMS.

11.2 All SC/ST and other Category students are required to compulsorily apply for Government of India / Government of Karnataka Scholarships.

12. Hostel Facilities

12.1 Hostel facilities shall be provided at all the campuses to the extent available on first - cum first serve basis. Prescribed application form for admission to the hostel should be submitted to the Warden concerned well in advance of the commencement of the Academic year.

12.2 At the time of admission each resident shall have to pay one time deposit as indicated below which shall be refunded at the time of resident leaving the hostel subject to clearance of all the dues.

14.0 Candidates to please note the following important points

4. Scouts and Guides: Candidates who as Scouts / Guides have received the ‘President’s Award’

during 5 years period of study in Karnataka between 8th to 12th standards, provided that the candidates shall enclose a copy of the ‘President’s Award’ (Rashtrapathi) Certificate. The provisional Scouts/Guides Certificate will not be considered.

5. Children of Defence Personnel: Children of Defence personnel falling under clauses E, F and G

of Domicile requirements, Defence personnel means a person in defence service including personnel belonging to Civil GT COYS ASC who were civilian class III or IV Govt. servants and Border Roads Organizational Personnel:’ (Vide Notification No. ED 189 TGL 94 Bangalore dt. 29-07-1994.

6. Children of Ex-servicemen: Children of Ex-servicemen falling under clause H of Domicile

requirements, should obtain and produce a certificate showing the home address of parent issued by the Joint Director / Deputy Director of concerned district and counter signed by the Director, Department of Sainik Welfare and Resettlement, Bangalore. Ex-servicemen for the purpose of this clause includes personnel belonging to GT COYS, ASC who were civilian class III or IV Government servants, who became permanently disabled or were killed during hostilities.

7. Candidates with Physical Disability (PD): The candidates with physical disability ranging

above 40% should produce a medical certificate issued by competent medical doctor not below the rank of District Surgeon of any Govt. Hospital located in the State of Karnataka. However, candidates suffering from hearing disability should compulsorily obtain and produce a BSER Brain Stem Evoked Response Audiometry report from NIMHANS / Manipal Hospital / Govt. Speech and Hearing institute, Linarajapuram, Bangalore.

8. Candidates from Anglo-Indian Community: Candidates have to enclose a copy of the

certificate issued by the Registered Association of Anglo-Indian community in the State of Karnataka countersigned by the Anglo-Indian MLA nominated by the State Govt. failing which not be allowed for the seat selection under Anglo-Indian category.

Note:

i. Candidates belonging to Scouts/Guides, Defence, Ex-servicemen and Anglo-Indian i.e.: sub-clauses (c), (d), (e) and (g) above will be allowed to select the respective Special category seats as per their merit order only during counselling –cum-admission process along with the other General merit and Reserved category candidates.
