NOTICE TO BIDDERS
Sealed bids will be received at the office of the Wexford County Road Commission, 85 West Highway M-115, Boon, Michigan 49618 until 10:00 a.m. Tuesday, April 19, 2016, at which time and place the bids will be opened and read for furnishing the Wexford County Road Commission for:
County Wide Chip Seal
Plans and Specifications are available at the Road Commission office in Boon, Michigan. Telephone or faxed bids will not be accepted.
All materials and all work will be in accordance with the 2012 MDOT Standard Specifications for Construction. Insurance and bonding requirements shall be in accordance with the 2012 MDOT Standard Specifications for Construction. Award is contingent upon Board, and township approval.
The Wexford County Road Commission, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 200d-4 Title 49, Code of Federal Regulations, Department of Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of gender, disability, race, color, or national origin in consideration for an award.
The Board reserves the right to reject any or all bids or any part of the same, to waive irregularities and/or informalities and to make the award in part or entirety in any manner deemed to be in the best interest of the Wexford County Road Commission. Contractors / suppliers that do not honor their bid through out the season may at WCRC discretion be precluded from future bid lettings.
These bids, by mutual agreement of both parties, may be extended for additional one-year periods, each year hereafter. Request for contract extensions must be in writing and received by the Road Commission prior to bidding of seasonal supplies of each year for the upcoming year.

Description of Work:
This work involves constructing a single and or double course Chip Seal and then fog sealing.
General Log Notes:
Chip seal and fog seal full paved width. 1. HMA Approaches
The limit of chip sealing on approaches shall be the end of existing pavement, or to a painted line as directed by the engineer.
2. Work Restriction
No Work shall be allowed on Sundays or Holidays as defined by the Engineer. 3. Chip Sealing and Fog Sealing
Shall be done in accordance with special provision for Chip Seal-Modified and Fog Seal – Modified. Limits of work will be as directed by engineer on site.
4. Double Chip Seal or two courses of Chip Sealing-modified
Exact locations as directed by Engineer. Contractor will be paid for Chip Seal- Modified for additional applications as directed by engineer to perform spot double seals, seals in the wheel path, or bar seal the entire section of roadway at a specified width to prevent worse cracking. This can be performed immediately prior to application of the full application of the single course chip seal. Traffic shall be maintained at all times through this operation as well. This work will all be paid for as Chip Seal- Modified.

Insurance Requirements
Insurance: Requirements as per MDOT 2012 Standard Specifications for Construction.
The contractor shall at all times exercise extreme care and shall hold the Wexford County Road Commission its Commissioners and employees harmless and indemnified from any claims or damages. Contractors working within the road right-of-way shall have a valid proof of Auto
Liability, Worker’s Compensation and Commercial General Liability Insurance and WCRC shall be named as additionally insured. Certificates shall be on file with the Road Commission prior to the start of any work.
Alternate Bid May be accepted at discretion of the Board. Alternate Bid shall be based on the following.
CRS-2M shall be bid and applied using minimum oil application rate of 0.43 gal/syd adjusted based on Engineers Prior approval.

SPECIAL PROVISION FOR
MAINTAINING TRAFFIC

Description:
This work shall consist of all labor, materials, and equipment required to maintain traffic as specified herein.
General:
Traffic shall be maintained in accordance with Section 103.05, 103.06, and 812 of the 2012 MDOT Standard Specifications for Construction, including any supplemental specifications, and as herein specified. All traffic control devices and their usage shall comply with the 2010 edition of the Michigan Manual of Uniform Traffic Control Devices (MMUTCD).
The Contractor shall submit a written plan for maintaining traffic prior to beginning work, and subsequent updates of the plan to the Engineer for approval prior to putting changes into effect. The information shall note the traffic control devices and their placement, the location of flag persons, and intermediate flag persons as necessary. The maximum length of a flag control sequence shall be two miles with only one flag control sequence allowed at a time. Flag persons shall be equipped with two-way radios and a warning garment that is both fluorescent orange and reflectorized. Flag persons shall be used at crossroads or other traffic generators within the lane closure as directed by the Engineer.

Traffic Restrictions:
All work shall be confined to daylight hours. No work shall be permitted on Sundays, holidays, holiday weekends, or during special events. All lanes of traffic shall be open at the end of each working day. A minimum of one lane of traffic shall be maintained at all times, except where noted in the plans. Current MDOT signing sequences shall be utilized for the operation being performed. Commercial and residential driveways shall remain accessible at all times.
Measurement and Payment:
The completed work for Traffic Control, including all labor, materials, and equipment as required, shall include, but not be limited to, the following items as described in the 2012 MDOT Standard Specifications for Construction:
