IT IS ORDERED AND YOU ARE HEREBY NOTIFIED that your Washington State insurance producer license is REVOKED, effective August 25, 2014, pursuant to RCW 48.17.530 and RCW 48.17.540(2).
BASIS:
1. LEANNE M. CRISP ("Ms. Crisp") holds a Washington resident insurance producer's license.

2. Ms. Crisp worked for Edward Van Vliet, a licensed producer in Spokane, Washington, for Northwestern Mutual Life Insurance Company. Ms. Crisp had access to Mr. Van Vliet's checking account because he relied on her to use the checking account to pay his personal and work-related bills.
3. Ms. Crisp used her access to Mr. Van Vliet's checking account to write fraudulent checks to herself from that account. The checks were generally in relatively small amounts to avoid detection, but on average Ms. Crisp embezzled at least $3,000 per month from Mr. Van Vliet's account by this method.
4. Mr. Van Vliet discovered, and Ms. Crisp confessed to, the embezzlement on or about December 20, 2013. Her employment with Northwestern Mutual Life was terminated at that time. The total amount stolen is more than, and may be much more than, $50,000, which has not been repaid.
5. RCW 48.17.530(l)(h) gives the Insurance Commissioner authority to revoke the license of a licensee who is found to be using fraudulent, coercive, or dishonest practices, or demonstrating incompetence, untrustworthiness, or financial irresponsibility in this state or elsewhere.
6. By regularly writing herself fraudulent checks from Mr. Van Vliet's checking account and thereby embezzling tens of thousands of

dollars from him, Ms. Crisp has used fraudulent, coercive, or dishonest practices, or demonstrated incompetence, untrustworthiness, or financial irresponsibility, justifying the revocation of her license under RCW 48.17.530(l)(h).
7. RCW 48.17.480(3) requires that any licensee who receives flinds which belong to another person in connection with an insurance transaction is deemed to have received the funds in a fiduciary capacity and shall promptly account for and pay the funds to the person entitled to the funds.
8. Ms. Crisp is a licensee and Mr. Van Vliet is an insurance producer that receives his income in connection with insurance transactions. By regularly writing herself fraudulent checks from the checking account of Mr. Van Vliet and thereby embezzling tens of thousands of dollars from him, Ms. Crisp violated RCW 48.17.480(3).
9. RCW 48.17.530(l)(b) gives the Insurance Commissioner authority to revoke the license of a licensee for violating any insurance laws, or violating any rule, subpoena, or order of the Commissioner.
10. Ms. Crisp's violations of RCW 48.17.480 justifies the revocation of her license under RCW 48.17.530(1 )(b).
