Reference No. (as per Procurement Plan): WB 01 & WB 02

The Government of India intends to apply for financing from the World Bank toward the cost of the 2ndMizoram State Roads Project (MSRP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Project Preparation Consultant(PPC) Services

The Mizoram Public Works Department now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services for

Package 1 – WB 01:Project Preparation Consultant(PPC) Services

Section 1: NH-44A to Buarpui(about 90Km)

Section 2: Buarpui to Zawlpui(about 80Km)

Package 2 – WB 02:Project Preparation Consultant(PPC) Services.

Section 1: Phairuangkai to Chawngte via Chhumkhum(about 60Km)

Section 2: (a)Chawngte to Bungtlang South upto Multi Modal road junction(about70km)

(b)Phairuangkai to Zawlpui(about40Km)

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria is based on general experience of firm; staff strength including staff having experience in the relevant field; experience of having implemented similar assignment at government levels (Central/State).The details of short-listing criteria and scope of Services are attached as Annexure -I. Interested Consultants can submit their EOIs for either of the above or both the contracts clearly indicating their choice.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [Jan 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) method set out in the ‘Consultant Guidelines’(Jan 2011).

ANNEXURE- I

The services will be undertaken in two Phases. Phase 1 (Project Preparation) will provide the information and assessments necessary for World Bank appraisal of the proposed Project, including feasibility study, alternate alignment analyses and selection, preliminary design and environmental and social assessment for the entire road length included in the project. The Phase I will also include, final design and bidding document of about 40 percent of the project road stretch, Phase II (Project Implementation) will include final design of the remaining road sections to be included in the Project, associated social and environmental management documents and preparation of bidding documents , Limited assistance with project implementation, co-ordination, and strengthening of engineering skills.

Scope of Services:

The main tasks of the consultancy services under these Terms of Reference (TOR) are:

Phase I (Project Investment Preparations)

(a) Carry out engineering, economic, environmental and social feasibility studies (to standards appropriate for use in subsequent World Bank project appraisal) for the entire road stretch of about 350km.

(b) Carry out alternate alignment analyses using advanced technique (including satellite Imagery interpretation techniques) and select the best alternative from economic, engineering and environmental perspectives.

(c) Prepare preliminary designs for the entire project stretch, complete environmental assessments and social assessments of project-affected people, and prepare social and environmental action plans as required to meet World Bank appraisal requirements,

(d) Carry out the detailed engineering design of about 40% of the proposed Project road , making extensive use of current international "best practices" for these types of road, including the use of modern survey and design techniques (e.g. aerial photogrammetric surveys using LIDAR technique complemented with ground surveys using total stations, computer-aided design etc.). The designs would form the basis for the detailed cost estimates to be used in the revised economic analysis and in the assessment of the total project costs.

(e) Carry out a detailed Environment Assessment (EA) of the identified project road to establish the environmental baseline in the study area, and to identify significant environmental issues, to assess these impacts and provide for measures to address the adverse impacts.

(f) Conduct a social assessment (SA) of the project and carry out a socio-economic baseline survey of the project affected persons and other beneficiary community groups to prepare social safeguard instruments such as resettlement action plans and others as necessary for roads selected for improvement/rehabilitation.

stic (j) Prepare the majority of works in packages for International / National Competitive Bidding, large enough to attract bids from high-quality international and dome construction firms.

ANNEXURE- I

At the same time, identify options and approaches within the project that, where practical and justified, aim at developing the capacity of the local road construction industry during the project.

This phase is expected to be completed in 5-6months.

Phase II (Project Investment Preparations)

(a) Carry out the detailed engineering design of balance 60% of the proposed Project road , making extensive use of current international "best practices" for these types of road, including the use of modern survey and design techniques (e.g. aerial photiogrammetric surveys using LIDAR technique complemented with ground surveys using total stations, computer-aided design etc.). The designs would form the basis for the detailed cost estimates to be used in the revised economic analysis and in the assessment of the total project costs.

(b) Prepare the majority of works in packages for International / National Competitive Bidding, large enough to attract bids from high-quality international and domestic construction firms. At the same time, identify options and approaches within the project that, where practical and justified, aim at developing the capacity of the local road construction industry during the project.

(c ) Provide limited technical assistance in project implementation, coordination and technology transfer.

This phase is expected to be completed in 8-10 months.

Shortlisting criteria:

(A) For either of the two contract

1. Experience of carrying out economic feasibility studies,detailed social and environmental assessment,detail engineering and preparation of bidding documents for at least 150km two lane Highways during the last 5 years .

2. Experience of working in hill roads at least one project in similar environment during the last 5 Years.

3. Experience in carrying out and/or facilitating advance surveys using satellite imagery and LIDAR techniques for at least 100km roads or other linear infrastructures during the last 5 years .
