Minutes of the Regular Meeting of the Metro Vancouver Regional District (MVRD) COVID-19 Response Task Force held at 9:03 a.m. on Friday, November 20, 2020 in the 28th Floor Boardroom,

In opening remarks, the Chair referenced the Provincial Health Order effective November 19, 2020, emphasizing that member jurisdictions must unite to fight the novel coronavirus (COVID-19 pandemic).

4.1 Dr. Réka Gustafson, Vice President, Public Health and Wellness, Provincial Health Services Authority and Deputy Provincial Health Officer

Dr. Réka Gustafson, Vice President, Public Health and Wellness, Provincial Health Services Authority and Deputy Provincial Health Officer, provided members with a presentation highlighting goals of the pandemic response, ethical principles, response to the pandemic, and COVID-19 vaccines.

Discussion ensued on antibody testing, specifics on vaccine prioritization, engaging individuals to follow guidelines, and how Provincial Health Orders are delivered to local governments, along with clear communication methods from health authorities, and the provincial government.

Presentation material titled “Co-Existing with COVID-19” is retained with the November 20, 2020 COVID-19 Response Task Force agenda.

5. REPORTS FROM COMMITTEE OR STAFF

5.1 COVID-19 Impacts – Regional Planning Information

Heather McNell, General Manager, Regional Planning and Housing Services and Sean Galloway, Director, Regional Planning and Electoral Area Services, Regional Planning and Housing Services, provided members with a presentation highlighting housing, economy, transportation, and land use, along with the data due to the impacts of the novel coronavirus (COVID-19 pandemic).

COVID‐19 Response and Recovery Task Force 

Terms of Reference 

The COVID‐19 Response and Recovery Task Force is the standing committee of the Metro Vancouver  Regional District (MVRD) Board responsible for providing advice and recommendations to the MVRD  Board  on  the  Metro  Vancouver  response  to  and  recovery  from  the  novel  coronavirus  (COVID‐19)  pandemic. MVRD is a federation of 23 member jurisdictions with members collecting and remitting  revenues on behalf of, and to, Metro Vancouver. 

Task Force Responsibilities 

The Task Force will provide advice and recommendations on the response to and recovery from the  pandemic, including:  

 Considering  the  immediate  impacts  of  the  pandemic  on  the  delivery  of  regional  services, including but not limited to, water services, liquid and solid waste services, housing, regional parks,  and  air  quality  management,  and  how  these  services  impact  Metro  Vancouver members;

 Acting  as  a  forum  to  speak  as  a  united  voice  for  direct  funding  for  local  governments  to respond to, and recover from, the pandemic;

 Providing  direction  on  the  creation  of  a  long‐term  economic  recovery  plan  for  the organization, including advocating for senior government support for priority capital projects that support economic recovery; and,

 Making recommendations to the MVRD Board on priority initiative adjustments in response to  COVID‐19,  including  the  Board  Strategic  Plan,  short  and  long‐term  financial  plans,  the Regional  Economic  Prosperity  initiative,  and  the  inter‐governmental  relations  strategy,  as applicable to the designated standing committee.

Task Force Membership and Meetings 

The Chair of the MVRD Board shall serve as the Chair of the Task Force. The Vice Chair of the MVRD  Board shall serve as the Vice Chair of the Task Force. Task Force members are appointed by the MVRD  Board Chair. 

The  Task  Force  meets  monthly,  except  for  August  and  December,  and  holds  special  meetings  as  required. A quorum of 50% plus one of the Task Force’s members is required to conduct Task Force  business.  

Task Force Management and Support 

The Task Force Chair (Board Chair) will be the chief spokesperson on matters of public interest within  the  Task  Force’s  purview.  On  technical  matters,  or  in  cases  where  an  initiative  is  still  at  the  staff  proposal level, the Chief Administrative Officer or designated senior staff member is the appropriate  spokesperson.  Where  necessary  and practical,  the  MVRD  Board  Chair,  Task  Force  Chair  and  Chief  Administrative Officer will confer to determine the most appropriate representative to speak.

Page 2 of 2  The Chief Administrative Officer will serve as Committee Manager for the Task Force. The Task Force  Committee Manager is responsible for coordinating agendas and is the principal point of contact for  Task Force members.
