I. GENERAL INFORMATION
A Sub-department of Pedagogy has existed in the Faculty of Letters since the foundation of the University in 1906, but, it was only in 1949 that it was expanded to become a Faculty of Education with the subsequent Graduate School established in 1953. This was done in order to meet the increasing need to promote research activities and personnel training in the fields of education, which were then undergoing considerable changes under the 1947 educational reforms.
Both the Faculty of Education and the Graduate School have been extensively reorganized over the past few years, and in April 1998 a new system was put into effect whereby graduate studies were given a more central role. Since 2007, the Graduate School of Education has been engaged in two major projects: the "Global COE Program" and the "Support Program for Improving Graduate School Education" (funded by the Ministry of Education, Culture, Sports, Science and Technology). They have played a role in enhancing the qual-ity of graduate education.
The Graduate School is made up of two Divisions: (1) Edu-cation which consists of seven Chairs, and (2) Clinical Studies of Education which consists of four Chairs.

The Chair consists of two subunits (courses), Comparative Education, and Educational Policy Studies, both of which have posts for a Professor and an Associate Profes-sor.
