1 PURPOSE
This specification is for the SMUD procurement of 600 volt insulated single conductor copper cable for use as underground distribution, service entrance feeds, and network applications. The cable is primarily used for commercial and industrial customers, but may also be used in residential applications. The cable shall be suitable for use as either direct burial, cable tray or in duct installations, in wet or dry applications.
2 SCOPE
This specification covers the manufacturing, testing and delivery requirements for copper conductor insulated cable primarily for use on SMUD's Underground Distribution
System. All work and material to design, fabricate, test and deliver the specified
equipment along with any drawings, manuals or other documents shall be provided by the successful bidder.

4 DEFINITIONS

5 SPECIFICATION
The cable shall be constructed in accordance with the following specifications as clarified, exempted, or supplemented in accordance with this specification;
a) NEMA WC 70,
b) UL 44 for RHH/RHW-2, and c) UL 854 for USE-2.
If discrepancies are determined between these specifications, the issues shall be addressed with the SMUD Principal Design Engineer – Standards. In general, the more conservative shall apply. The cable design may be a combination of an insulation and a jacket, or a dual layer insulation.
The cable shall be designed for a normal maximum operating temperature of 90 degree C and be suitable for operation at this temperature in dry and wet
locations as defined in the NEC section 310, and UL 44 for RHW-2 type cable.
The cable may also be used in dry and damp locations as defined in the NEC and UL 44 for RHH type cable.
The cable shall also be capable of being used as Underground Service Entrance in accordance with the NEC for type USE cable, and UL 854 for type USE-2 cable.
The cable shall be a non-halogenated, limited-smoke (LS) design meeting the requirements of Class XL in accordance with UL 44 and UL 1581. The cable shall be tested per ICEA T-33-655 when a jacket is utilized.
5.1.6 The specific requirements such as the size and number of conductors as well as the quantity (length) shall be defined in the bid document. The SMUD cables for which this specification is written are shown in the table below.

CONDUCTOR
The conductor size for each quantity of cable shall be defined in the bid document and meet the requirements of NEMA WC 70, UL 44, and UL 854.
The conductors shall be annealed copper in accordance with ASTM B3.
Conductors shall be round concentric Class B stranded, or Class B compressed in accordance with ASTM B8.
A separator tape between the conductor and insulation per NEMA WC 70 may be used if determined needed by the manufacturer.
INSULATION / JACKETING
A 90oC insulation system with either single pass combination insulation or a separated layer of insulation with an overall jacket is acceptable providing the cable meets the standards as referenced in section 5.1.1 as applicable.
The insulations shall be rated 600 volts. Insulation and Jacket thickness shall be in accordance with UL 44, UL 854, and NEMA WC 70. The Insulation system should have characteristics and thickness in accordance with Class E2 and Table 3-4 and Table 3-7 of NEMA WC 70. The bidder shall clarify
characteristics and/or insulation thickness if different than Class E2 in the bid response. The SMUD Principal Design Engineer - Standards reserves the right to reject any insulation system, which does not meet the NEMA WC 70 Class E2 requirements.
The cable shall meet the vertical flame test requirements and be qualified for use in cable tray in accordance with UL 44, UL 854, and UL 1685.

The cable insulation and/or jacket shall be halogenated-free and limited-smoke (LS) design per UL 44, UL 1685, and/or ICEA T-33-655.
The cable insulation and/or jacket shall be oil resistant in accordance with UL 44 and UL 854.
The cable jacket and/or outer insulation shall be sunlight resistant in accordance with UL 44 and UL 854.
The labeling on the outer insulation or cable jacket shall be performed using ink printing in accordance with the requirements of UL 44 and UL 854.
Footage markers should be labeled on the cable at least every two feet.
6 TECHNICAL DOCUMENTS TO BE SUBMITTED WITH BID
The manufacturer shall provide a drawing of the proposed cable design showing all nominal dimensions and tolerances including the overall cable diameter, insulation thickness, jacket thickness, and conductor dimensions.
A listing of all materials used in the design of the proposed cable shall be provided.
A Material Safety Data Sheet (MSDS) shall be provided for all applicable materials.
The manufacturer shall supply the maximum pulling tension and maximum sidewall bearing pressure allowed for each cable design when pulled by
a) the conductor, and
b) a pulling sleeve on the jacket or outer insulation.
The manufacturer shall supply the minimum-bending radius allowed of each conductor design.
The manufacturer shall provide the quantity of reels to be shipped, the size of each reel and the estimated length of conductor on each reel. Reference section 8.3 for reel specification information.

Testing shall be performed in accordance with UL 44, UL 854, NEMA WC 70, and if applicable ICEA T-33-655.
All test reports and records shall be kept on file by the manufacturer at least three years from the date of manufacturer, and shall be made available upon request by SMUD.
8 SHIPPING AND PACKAGING
Shipping shall only occur after testing shows compliance with all requirements of section 7.1, unless approved in writing by the Principal Design Engineer –
Standards.
Both cable ends shall be sealed on each reel to prevent water entry prior to shipment.
Shipping lengths shall be in accordance with the bid document. All cable shall be shipped on non-returnable reels in accordance with NEMA WC 26. Only reel sizes as specified by the manufacturer in their bid, or as approved by SMUD in writing shall be accepted.
9 DRAWINGS AND MANUALS
Following approval by the District of the specific design(s) and materials submitted to the District by the supplier, the supplier shall not make changes in such design(s) or materials without the prior written approval of the District. Any potential changes require submittal of information in accordance with section 6.
