Fire Marshal

Department: Fire Pay Grade: 516 FLSA Status: Exempt Job Code: FR63

JOB SUMMARY

Serves as the administrative head of the Fire Marshal’s Office. The purpose of this classification is to plan, organize, develop, and provide oversight of programs within the Fire Marshal’s Office including fire inspection, plan reviews, fire investigation, public education and other Community Risk Reduction (CRR) programs. Serves as the Chief of Police for the Fire Marshal’s Office, Georgia Peace Officer Standards and Training Council (P.O.S.T.) agency. Position reports to the Deputy Fire Chief or Fire Chief.

ESSENTIAL JOB FUNCTIONS

 Plans, organizes, directs, and manages program areas within the Fire Marshal’s Office.

 Ensures division activities are accomplished in conformance with City and departmental policies and procedures.

 Performs and manages complex administrative, technical, and managerial tasks related to Community Risk Reduction.

 Responsible for enforcement of applicable City and State fire prevention codes and ordinances, life safety codes, and other related regulations.

 Plans and manages broad areas of responsibility and/or highly complex functions.

 Facilitates alignment of all operations with the strategic direction of the organization.

 Initiates projects of diverse scope, longer-term time frames, and significant complexity.

 Provides recommendations to the Deputy Chief and Fire Chief relating to current and long-range needs for the division.

 Maintains and manages fire inspection, public fire and life safety education, fire

investigation, plan review, and other Community Risk Reduction (CRR) program records.

 Serves on county, regional, and State-wide committees for the advancement of fire prevention standards and/or code adoption.

 Schedules, trains, evaluates, and supervises assigned staff within the division.

 Performs analyses by utilizing organizational performance measures and data reporting tools to identify trends, opportunities, or other patterns for service delivery.

 Assists in the formulation of department operating procedures, rules, and regulations.

 Recommends revisions to current City fire-related ordinances.

 Responds to major firefighting, medical and hazardous material emergencies to assist Fire Command staff and to control fire and life safety systems or initiate fire cause and origin investigations, as required.

 Meets with business owners, developers, architects, engineers, other City Departments, and members of the general public regarding inquiries and complaints concerning fire investigations and inspections, and for interpretation of fire code.

 Represents the Department on matters relating to the development, promulgation and enforcement of related codes and ordinances.

 Conducts plan review to ensure plans are in compliance with National Fire Protection Association standards, fire prevention codes, life safety codes, building codes, and related codes ad adopted by the State and the City.

 Conduct presentations to City Council and represents the Department at civic or professional group meetings.

 May be required to serve in the role of Deputy Chief in their absence.

 Ensures the enforcement of all fire prevention laws, codes, and ordinances relative to the protection of life, property and the environment from fire.

 Initiates and coordinates fire cause and origin investigation activities with State agencies, federal agencies, and insurance companies when necessary.

 Manages all internal affairs investigations for the Fire Department.

 Conducts disciplinary investigations and initiates action on disciplinary actions in consultation with supervisor.

 Hires, promotes, and terminates employees upon consultation with Fire Chief, Deputy Fire Chief, and Human Resources.

 Participates as a member of or leads cross-functional and/or external project teams for the Department and City.

 Responsible for the planning, research, processing and execution of special projects as assigned as well as short, mid, and long-term planning.

 Visits fire stations to meet with staff in order to build relationships and trust.

 Responsible for the conduct, efficiency and discipline of assigned personnel monitoring overall division performance, effectiveness, and work priorities.

 Develops schedules and work programs for assigned personnel.

 Develops innovative solutions to broad and complex issues and takes systems approach to problem solving.

 Serves as a member of the Fire Chief's Command Staff and as a technical resource, and provides guidance and coaching to other team members.

 May be placed on an on-call rotation and responsible for monitoring department activity after hours, providing guidance to shift commanders if needed, responding to incidents in a support or command role if needed, speaking to media and serving as public information officer as needed, notifying command staff of relevant incidents or issues.

 Completes staff performance evaluations.

 Assists in the formulation of department operating procedures, rules, and regulations

 Manages assigned division's budget.

 May be required to participate in City emergency management functions.

 Facilitates meetings with City and department staff as needed.

 Provides oversight for staff travel and training documentation.

 Represents the City in legal proceedings related to fire code enforcement, infractions, citations, and fines.

EMERGENCY RESPONSE STATUS: As a condition of employment, this position will be required to work as directed during an undeclared and/or a declared emergency. The employee is subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS Education and Experience:

 Requires an Associate’s Degree in Fire Science, Criminal Justice, or related field from an accredited educational institution, Bachelor’s degree desirable.

 Executive Fire Officer (EFO) Certification preferred.

 At least three years’ experience as a Captain and ten (10) years related experience in progressively more responsible positions in the Fire Service.

 One year of active experience as a command staff officer (Chief Officer) at Roswell Fire Department or within the last three years from another full-time progressive, City or county fire department of similar size and composition preferred.

Licenses or Certifications:

 Must be a Certified Firefighter in the State of Georgia or possess an NPQ I or II Certification.

 Incident Command System (ICS) 100, 200, 300, 400, 700, and 800 within three months of hire.

 Possess and maintain certification as a Fire Inspector.

 Possess and maintain P.O.S.T. certification as a Peace Officer and a Fire Investigator I and II.

 Must meet the requirements of the Georgia Association of Chiefs of Police and serve as the law enforcement agency head for the Fire Marshal’s Office.

 Trained as an internal affairs investigator.

 Possess and maintain certification from NFPA as a Plans Reviewer.

 Possess and maintain a current First Aid/CPR/AED certification.

Other/Special Requirements:

 Successfully meet the minimum physical agility requirements established by the Georgia Firefighters Standards and Training Council and the minimum medical fitness

requirements of the NFPA 1582.

 Job performance requirements for Fire Officer III/IV as outlined in current National Fire Protection Association (NFPA) 1021 Standard for Fire Officer Professional Qualifications.

 Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia within three months of being hired, with a satisfactory motor vehicle record (MVR).

Knowledge, Skills and Abilities:

 Knowledge of principles and practices of administrative supervision, leadership and training.

 Comprehensive knowledge of practices and procedures for Code enforcement, fire/arson investigation, interviewing techniques and fire prevention programs.

 Comprehensive knowledge of principles, practices and techniques of fire prevention, support services and suppression.

 Knowledge of the geography of the City and the location of streets, principal buildings, streets, and fire hydrants.

 Knowledge of Local, State and Federal Laws governing life safety and fire inspections.

 Knowledge of Quality Management Principles.

 Knowledge of both short and long-term budgeting and revenue sources.

 Knowledge of methods and principles of sound and practical delivery of all phases of fire protection and emergency medical services.

 Knowledge of fire prevention and inspection software.

 Ability to interpret Federal, State, and local fire regulations, ordinances, and laws, including arson laws, Fire Prevention and Life Safety Codes, and applicable International Building Codes, NFPA 101 Life Safety Code, and other applicable NFPA Standards as they relate to fire inspections.

 Ability to learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

 Ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

 Ability to apply principles of persuasion and/or influence over others in a supervisory capacity.

 Ability to start, stop, operate and monitor the functioning of equipment, machinery, tools, and/or materials used in performing essential functions.

 Ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

 Ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

PHYSICAL DEMANDS

The work is light work which requires the ability to exert very moderate effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Tasks also require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

WORK ENVIRONMENT

Work is regularly performed without exposure to adverse environmental conditions.

Performance of fire suppression functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, firearms, water hazards, violence, disease, pathogenic substances, or rude/irate customers.
