In anticipation of expanding their ‘footprint’ in the Alabama market, Tenet offered the opportunity to assume the newly formed chief physician role at their Brookwood facility in Birmingham and then to take on the system role as the chief physician executive as the organization evolved and acquired additional facilities and provider groups. This opportunity arose at a time when family needs (elderly parents living in Birmingham) became particularly important.!

Upon unexpected departure of the CEO of the North Mississippi Health System, was asked by the system board to take on the leadership (interim CEO) role for the organization. During this period,

North Mississippi Health System is the largest rural health system in the United States and the recipi-ent of the 2006 and 2012 National Malcolm Baldrige Award. Designated as one of 13 ‘highest value’ hospitals in U.S. by the Leapfrog Group in December 2008 and 2009 Everest Award Winner within the Thomson Reuters Top 100 hospitals in the U.S. HealthGrades Excellence in Patient Safety Award in 2011 (only hospital in Mississippi). Annual revenues approximate $1 billion. System comprised of 7 hospitals and numerous outpatient facilities and clinics covering the northern half of Mississippi and the northwest corner of Alabama. The main hospital has 650 beds and is the largest

non-met-ropolitan hospital in the U.S. Responsibilities included medical staff affairs, Joint Commission/regula-tory, case management/social work, physician alignment and recruitment, health information man-agement, performance improvement (quality and safety), Recovery Audit Contractor and related au-dits, clinical risk management, hospital medicine services, orthopedic trauma hospitalist services and other related areas. Additional duties include the development of affiliated physician networks and the designated institutional official for graduate medical education activities.!

Accomplishments of the interim leadership team:

• Designation as a national Blue Cross and Blue Shield Blue Distinction for Cardiac Services (similar success with Hip/Knee and Spine designations, only one of four centers of excellence in state of Mississippi) • Expansion of pediatric services and evolution to a children’s hospital

• Establishment of pediatric hospitalist services

• Collaboration with University of Mississippi Medical Center to provide on-site full-time pediatric specialists • Development of Nurse Practitioner outreach efforts including establishment of first Advanced Practitioner

Leadership Institute in the south and expansion of ANP residency program

• Near complete elimination of hospital diversion with the support and engagement of the medical staff – 99% acceptance rates of all requested transfers (admissions up 4% over prior year).

• Reestablishment of AA bond rating (Moody’s) after a rare and expeditious ‘turnaround’

• Completion of FY14 budget year over $35M ahead of budget on operations with reestablishment of employ-ee performance bonuses (emerged out of blended strategies of revenue growth and expense reduction put in place last fall). Represents $60M differential from FY13

• Establishment of hospitalist fellowship for family medicine program (first fellows started in 2014)

• Reinvigoration and complete re-engineering of hematology/oncology program with establishment of new ser-vice line, recruitment of director and new relationship with physicians

• Establishment of formal telemedicine program with operational responsibilities established • Establishment of an obstetrical laborist program

• Completion of staffing model for MD/NP hospitalist program

One of a small group of hospital/system chief medical officers that collaborate with BCBS of Missis-sippi in developing hospital quality, efficiency and safety metrics and related programs.!

MEMBER, EXECUTIVE COMMITTEE, GOVERNOR’S TASK FORCE ON PHYSICIAN WORK-FORCE DEVELOPMENT; JACKSON, MISSISSIPPI - 2010 - CURRENT!

Committee designated by governor to assist in design and implementation of programs with the pur-Various accomplishments/endeavors:

• Achieved BCBS Blue Distinction Plus in Hip and Knee Replacement and Elective Spine Services - one of only five such sites in Mississippi and the only one in north Mississippi

• Physician representative Medicaid Redesign committee, Mississippi Hospital Association

• 2012 National Malcolm Baldrige Award winner (25th anniversary of the Baldrige Award) for the entire system • Establishment of system-wide quality metrics based on the Premier QUEST program (all hospitals and clin-ics)

• Established the position of Chief Quality and Safety Officer (and recruited talented individual)

• First ever system-wide Safety Summit, Spring 2010, which has now become an annual event (Second an-nual summit keynote was Paul O’Neill of Alcoa, the third anan-nual summit keynote was Dr. Jim Reinertsen and the latest summit keynote was Dr. Bob Nesse, CEO of the Mayo Clinic)

• Complete redesign of physician peer review - adopting Greeley model of single, multi-specialty committee • Formation of a RAC and audit team

• Initiation of annual AHRQ Culture of Safety Survey (has become the key benchmark for safety progress in the broader organization)

• Initiated plan to form first hospital medicine fellowship program in state • Assisted in expansion of family medicine residency program

• Implemented first hospitalist fellowship program for family medicine residents in Mississippi • Implemented and expanded hospital medicine program across system

• Assisted in establishment of orthopedic trauma program

• Initiated system-wide plan to implement the CUSP (Comprehensive Unit-Based Safety Program) program across units (the full Johns Hopkins model) - one central theme to system-wide 2012 Baldrige application • Developed (with cooperation of general counsel) a system-wide compliance and integrity program • Identified need for Physician Leadership Institute and recruited physician sponsor

• Working with medical staff leadership, developed new physician on-boarding and mentoring program for hospital medical staff

HEALTH CARE CONSULTANT, ALABAMA POWER COMPANY; BIRMINGHAM, ALABAMA — 2008 - 2011!

Assisted with the development of employee health advocacy program, embedding quality and safety initiatives into health insurance contracts, designing metrics around the patient centered medical home project and promoting quality improvement initiatives and strategic planning in the area of healthcare activities as they relate to company employees and dependents.!

SENIOR VICE-PRESIDENT AND CHIEF MEDICAL OFFICER, ST. VINCENT’S HEALTH SYSTEM; BIRMINGHAM, ALABAMA — 2005 - 2008 !

Accepted newly formed position at time of merger of multiple hospitals that formed one of ten largest ministries of Ascension Health - the largest not-for-profit health care system in the U.S. Responsible for quality improvement, Joint Commission readiness, medical staff affairs, evaluation and implemen-tation of clinical information technology, medical staff education, compliance and disclosure activities (shared), strategic planning and related duties. Accomplishments during this time include the estab-lishment of a new physician peer review model based on the Greeley program, formation of a system-wide clinical excellence program, recruitment of new directors of clinical excellence at the individual facilities, reorganization of case management and utilization review at all facilities, implementation of a broad scope of metrics to assess clinical quality and service. Ascension Health’s Priorities for Ac-tion (performance improvement activities modeled after many of the NaAc-tional Quality FoundaAc-tion goals) were also introduced and implemented at all sites. CMS core measure performance at end of tenure was 10-15% higher than state average and at the mid-level of Ascension performance (Ascen-sion performance significantly above national average)!

CHAIR, PHYSICIAN INFORMATICS COUNCIL, ASCENSION HEALTH; ST. LOUIS, MISSOURI — 2006 - 2008!

The Physician Informatics Council is comprised primarily of Chief Medical Informatics Officers from the major Ascension ministries. Physicians working with five major information technolo-gy platforms are represented among this group. The purpose of this group is to advise As-cension Health on the strategy in choosing and implementing various components of informa-tion technology. As the chair, the direcinforma-tion of the group was shifted to a focus on clinical or-der set development using such tools as Zynx Health® and other similar products. !

The Alabama Quality Assurance Foundation is the Medicare QIO for the State of Alabama. The role of board chairman is to drive the organization’s focus on value and performance measurement and educating health care providers as to the needs and opportunities in this area. This position repre-sented the culmination of 12 years of board membership and participation in federal efforts to improve safety and quality among providers.!

CHAIR, TASK FORCE ON DISCLOSURE OF UNANTICIPATED OUTCOME AND MEDICAL ER-ROR, ASCENSION HEALTH; ST. LOUIS, MISSOURI — 2006 - 2008!

The disclosure of unanticipated outcome and medical error was the second major task force activity of Ascension Health. This group’s purpose was to examine this issue, evaluate exist-ing programs and design a pilot program to be implemented at five major ministries. While a number of models existed at the time, most were in place in either large academic centers or physician owned health care organizations. The implementation of such programs in large tertiary care settings, both employed and non-employed physicians and multiple medical lia-bility providers was considered more challenging. To date, the education and implementation have been largely successful.!

CHIEF EXECUTIVE OFFICER, SOUTHERN PERIOPERATIVE SERVICES; BIRMINGHAM, AL-ABAMA, 1996 - 2008!

Accomplishments:

• Led task force that designed program to promote and implement a new system-wide initiative - ‘Disclosure of Medical Error and Unanticipated Outcomes’

• Presented program to national senior leadership and clinical excellence groups • Deployed across five pilot sites (Ascension facilities) around country

Accomplishments:

• Longest tenure as board chairman since founder, presided over both the 8th and 9th CMS SOWs • Asked to remain on board as special advisor upon end of term as board chairman

• Promoted greater involvement of state medical association (became co-sponsors of annual Quality Forum and board members of QIO)

• Advanced greater participation in state-wide Alabama Quality Forum (i.e., 90 of 92 hospital CEOs attended in 2010

• Engaged business leaders in state-wide quality efforts

BOARD EXAMINER, AMERICAN BOARD OF ANESTHESIOLOGY — 1991 - PRESENT!

Involvement with the certifying body of the American Board of Anesthesiology (ABA) began in 1993 in the role of an written question author. For the last fourteen years, this has been as a senior oral examiner, question author and (most recently) senior auditor and question editor.!

CHIEF OF STAFF, CARRAWAY METHODIST MEDICAL CENTER; BIRMINGHAM, ALABAMA — 2005 - 2007!

This two year appointment as president and chief of the medical staff represented a decade long in-volvement with medical staff affairs at a large tertiary care facility with a longstanding graduate med-ical education program. Positions as chair of the quality committee (continuously in this role for past six years), chair of credentials, and other similar roles preceded election to this position.!

ASSOCIATE PROFESSOR AND DIVISION CHIEF, DEPARTMENT OF ANESTHESIOLOGY, UNI-VERSITY OF ALABAMA IN BIRMINGHAM — 1984 - 1996!

Joined faculty upon completion of residency program (chief resident 1983-984) and became division chief in 1986. Grew the division from one site to six different sites and increased physician staff three-fold. Participated in resident training during this time and developed reputation as having finest staff physicians in the area.!

CO-MEDICAL DIRECTOR, THE KIRKLIN CLINIC, DEPARTMENT OF ANESTHESIOLOGY, UNI-VERSITY OF ALABAMA IN BIRMINGHAM — 1991 - 1996!

Member of a three-man operations committee that managed the construction and opening of the 530,000 square foot facility that housed all outpatient operations of the UAB Health Services Founda-tion. First co-medical director of the Kirklin Clinic Surgery Center.!
