AGENCY: COG is a regional organization comprised of elected officials from 19 local governments surrounding our nation's capital, plus area members of the Maryland and Virginia

legislatures, the U.S. Senate, and the U.S. House of Representatives. COG provides a focus for action and develops sound regional responses to such issues as the environment, affordable housing, economic development, health and family concerns, human services, population growth, public safety, and transportation.

ABSTRACT: This directory contains a listing of agencies in the Washington metropolitan area that provide services specifically for individuals with co-occurring substance abuse and mental health disorders (the dually diagnosed). Information such as location, contact number, types of programs, and services is furnished for each agency.

Background

This resource directory is part of an ongoing effort on the part of the Metropolitan

Washington Council of Governments (COG) to provide practical information to substance abuse

and mental health professionals in the Washington metropolitan region. The directory features a

listing of agencies offering treatment services for individuals with co-occurring substance abuse

and mental health disorders, outlining important characteristics of the program such as

population served, types of services rendered, fees, and eligibility requirements.

The first edition of this report was published in 1991 through the leadership of the Dual

Diagnosis Subcommittee of the Treatment, Intervention, and Rehabilitation Committee of COG.

The subcommittee was formed in 1990 by public and private sector professionals representing

the substance abuse and mental health fields. Through publications, trainings, and roundtable

discussions, the Co-Occurring Disorders Committee strives to 1) promote effective,

evidence-based and integrated treatment services for individuals with co-occurring mental health and

substance use disorders; 2) promote interagency and collegial communication and collaboration

among public and private treatment programs and their staff providing these services; and 3)

provide low cost trainings on dual diagnosis topics for professionals providing treatment for

individuals with mental health and substance use disorders.

Methodology

The research methodology consisted of three components: 1) an initial telephone contact

of the 53 agencies listed in the previous edition of this directory; 2) additional telephone contacts

of other possible providers of dual diagnosis services; 3) telephone interviews of all the agencies

that provide services for individuals with co-occurring substance abuse and mental health

disorders.

The criterion for inclusion in the directory was a licensed agency in the Washington

metropolitan area that provides services for individuals with co-occurring substance abuse and

mental health disorders (the dually diagnosed). Of the 53 agencies in the previous directory 20

of them responded, qualified and were included in the directory while the remaining 33 either did

not respond, no longer provide dual diagnosis treatment or no longer exist. Of the 200 total

agencies contacted those that responded and qualified were included in this publication.

Defining Co-occurring Disorders

People suffering from co-occurring substance abuse disorders and mental disorders are

individuals who have at least one mental disorder as well as an alcohol or drug use disorder.

While these disorders may interact differently in any one person (e.g., an episode of depression

may trigger a relapse into alcohol abuse, or cocaine use may exacerbate schizophrenic

symptoms), at least one disorder of each type can be diagnosed independently of the other.

Co-occurring disorders may vary among individuals and in the same individual over

time. Both disorders can vary along the dimensions of severity, chronicity, and degree of

impairment in functioning. Both disorders may be severe or mild, or one may be more severe

than the other. Either or both disorders may reflect episodes of acute symptom exacerbations or a

chronic condition and may change over time. (CSAT, 1994)

There are no specific combinations of substance abuse disorders and mental disorders

that are defined uniquely as co-occurring disorders. In addition, substance abuse and mental

health problems (such as binge drinking by people with mental disorders) that do not reach the

diagnostic threshold also are part of the co-occurring disorders landscape - problems that may

offer opportunities for early intervention.

Anchor House’s mental health initiatives serve individuals with serious or persistent mental health disorders. It is an outpatient program that offers psychoeducation and prevention services. Every client that meets the eligibility requirements will receive a community support specialist, see a psychiatrist and therapist and, if appropriate, get referred to the day program and/or supported employment program.

In order to meet the needs of all of the clients, Coates & Lanes also has the referral ability to agencies that provide detox, drug treatment and drug counseling services.

Concerned Citizens on Alcohol and Drug Abuse, Inc. offers a healthy and safe environment for women to bring their children while they receive the treatment that will allow them to regain their life and identity as women. Along with treatment services, the program includes associated services that will assist these women in their recovery such as child care services, transportation, meals, for them and their children, referrals to appropriate social services as needed and spiritual counseling upon request. These efforts are funded in conjunction with the Commission on Public Health and Addiction Prevention and Recovery Administration (APRA).

The Addiction Prevention and Recovery Administration (APRA) offers the highest quality of service to District of Columbia residents who are living with the disease of addiction. APRA provides services to any individual who commits a crime within the district and also serves as a host for guest housing from out of town.

The Department of Mental Health (DMH) provides comprehensive mental health services to adults, children, youths, and their families. DMH also evaluates and treats individuals referred through the criminal justice system.

DMH serves more than 7,500 people annually through the DMH Community Services Agency and other community-based mental health service providers under contract to the agency. Inpatient services, whether acute, long-term, or forensic, are provided at St. Elizabeth’s Hospital. The DMH Community Services Agency provides routine, urgent, and emergency mental health rehabilitation services at mental health centers in Northeast, Northwest, and Southeast Washington.

The goal of the Department of Mental Health is to develop, support, and oversee a comprehensive, community-based, consumer-driven, culturally competent, quality mental health system. This system should be responsive and accessible to children, youths, adults, and their families. It should leverage continuous positive change through its ability to learn and to partner. It should also ensure that mental health providers are accountable to consumers and offer services that promote recovery from mental illness.

The Department of Mental Health Community Services Agency (CSA) provides mental health services to approximately 4,000 adults, children, and youth in the District of Columbia. The CSA is certified as a Core Service Agency, or "clinical home," which means it is accountable to each person it serves. A CSA must ensure the necessary services and supports are provided to promote adults' recovery from mental illness and build resiliency in children and youth to help them reach their full potential.

Services integrate the strengths of family relationships, respond to individual cultural differences, and incorporate the special needs of each family into treatment plans. The CSA provides prevention and education services, and uses many treatment interventions including counseling, medication, and other rehabilitation services. The CSA also has mental health programs specifically designed for older adults. Our services are provided at homes, schools, neighborhood sites, or our many locations throughout the District. Our school-based services are provided to all grade levels in the public and charter schools. Children and adolescents involved in court and foster care systems also benefit from the various services provided to them and their families.

Addiction services are provided in both the morning and evening for up to six hours per week. Alcohol and drug assessments, referrals and individual counseling are also conducted. In addition. the clinic provides a six-week AIDS awareness curriculum through funding from the

Maryland AIDS Administration. This group offers rolling admission free of charge and may be attended by clients who are not necessarily receiving any additional services from Gaudenzia. Gaudenzia does not currently employ an in-house psychiatrist, so any clients requiring dual recovery treatment must be engaged in concurrent mental health services, asymptomatic, compliant with all recommended treatment and willing to sign appropriate consents to allow coordination of care with the mental health provider.
