Open Choice Makes a Difference

The Hartford Region Open Choice Program (formerly Project Concern), a 47-year-old program, offers Hartford students the opportunity to attend public schools in suburban towns, and suburban students the opportunity to attend public schools in Hartford, at no cost to the student’s family.

The goal of the Open Choice Program is to improve academic achievement, reduce racial, ethnic and

economic isolation, and provide all children with a choice of high quality educational programs.

Studies show that students in integrated schools are more likely to graduate from high school, go on to college, and graduate from college. The Capitol Region Education Council (CREC) is one of four agencies in Connecticut that are legislatively mandated to manage the statewide program. Funding is provided by the Connecticut State Department of Education.

Together, we help your child participate in a rewarding, diverse, educational experience that will prepare him/her for a successful future.

Open Choice Early Beginnings (OCEB)

OCEB is the pre-school and kindergarten component of the Open Choice Program. The goal of OCEB is to improve the academic success and transition of Open Choice students. Students receive both social and academic instructional support in a full-day school program in order to meet the rigorous goals of the school district and the Connecticut Department of Education. Through the combined efforts of all educators involved in the Early Beginnings program, students receive a well-rounded education. Resources include CREC Math and Literacy facilitators for kindergarten students, high-quality instruction aligned to state standards, an integrated educational setting, and home-to-school communication supported by the Early Beginnings Resource Specialist. Children entering the prekindergarten lottery for OCEB should be toilet trained prior to entering school.

“Science Everywhere” Summer Academy

The Summer Academy is available to Open Choice elementary and middle school students in grades 1 through 8. Students are accepted into the program based on recommendations from their parent, school, or Open Choice staff. Students who participate in the “Science Everywhere” Summer Academy are involved in daily enrichment activities including a hands-on science and math curriculum and field trips in July. Transportation is provided, as well as breakfast and lunch. Families may also choose to participate in the summer program offered in their child’s district.

Choice After School Academy (CASA)

CASA is an after-school program, available to Open Choice middle and high school students in grades 6 through 12. The program focuses on providing students with academic support and social/emotional strategies. Students participate in tutoring services, ongoing academic assessments, and social activities. Student achievement is assessed through the analysis of academic work and feedback from school guidance counselors and social workers. The certified social worker provides one-on-one and small group counseling for students as needed. The program runs for 27 weeks, through two semesters, allowing students to register at any time from October to May. Transportation is provided to CASA’s Hartford location from the student’s district.

Facts about the Open Choice Program

For the 2013-2014 school year, there are approximately 2,000 students enrolled in 134 schools in 29 school districts through the Open Choice Program.

y Hartford resident students may apply to attend public school in the 25 surrounding suburbs.

y Suburban resident students may apply to a attend designated Hartford Public School.

y Free transportation is available to Hartford PK4-12 residents and suburban K-12 students residing in the RSCO transportation zone.

y All students are encouraged to apply for the program, including gifted and talented students, English language learners, and special education students.

y The majority of Open Choice high school graduates attend higher education institutions, including four year colleges such as Boston University, Howard University, and Arizona State University.

Eligibility

Hartford residents who are interested in attending a suburban public school in grades PK4-10 are eligible. Suburban residents who are interested in attending designated Hartford Public Schools in PreK to grade 12 are eligible.

Participating Open Choice Districts

The Hartford Region Open Choice districts include Avon, Berlin, Bolton, Bristol, Canton, Cromwell, East Granby, East Windsor, Ellington, Enfield, Farmington, Glastonbury, Granby, Hartford, Newington,

Plainville, Portland, Region 10, Rocky Hill, Simsbury, Somers, South Windsor, Southington, Suffield, Vernon, West Hartford, Wethersfield, Windsor, and Windsor Locks.

Lottery Application Process

The Regional School Choice Office (RSCO) assists and supports parents in completing RSCO lottery applications and making educational choices. You must submit a RSCO lottery application either online at www.choiceeducation.org, or using the paper application available at the Regional School Choice Office, by Friday, February 28, 2014.

Students are selected through a blind lottery process and will be informed of placements beginning in April 2014. Students who are not selected during the lottery process will be placed on a waitlist, which expires annually.

RSCO Lottery Placement Procedures

y Hartford resident applicants may select up to five (5) suburban public

school districts by residential zone and may also select “All Districts” as their last or only selection.

y Students who apply to both Open Choice and a magnet school(s) will receive only one placement offer and will be removed from all waitlists once a placement offer has been made. If a student receives a placement in Open Choice, they will be removed from all magnet school waitlists and all remaining Open Choice district waitlists. y The sibling of an Open Choice student will receive preferential

placement if there is a seat available for their grade in the same town as the enrolled student as long as the enrolled student remains enrolled for 2014-2015. In order to receive the preference, the applicant must select the enrolled sibling’s district as their first choice on the RSCO lottery application.

y To receive sibling preference at the time of an initial application, applicants must rank the same school districts in the same order on both student applications.

y Students who only select Open Choice on the RSCO lottery application will be given a placement preference after enrolled siblings and before general waitlist applicants.

Expeditionary Learning Academy at Moylan School (ELAMS)

The Expeditionary Learning model energizes student motivation and engagement through high-level tasks and active roles in the classroom. Students at ELAMS participate in learning expeditions, case studies, projects, conversations with community experts, fieldwork, service learning and exhibitions of student work. The Renzulli Academy offers high quality and distinctive programs to accommodate identified gifted and talented youth. The Academy of Engineering and Green Technology is an accredited member of the National Academy Foundation (NAF). The academy’s focus is engineering and related fields such as technology, environmental science or scientific research. Students complete a rigorous curriculum drawn from two national programs: Project Lead the Way (PLTW) and the National Academy Foundation. Students learn how science and math are used to design and construct the equipment, structures, and power/energy sources and explore concepts of earth friendly technologies. The Academy partners with local high-tech manufacturing/ alternative energy companies that offer on-site learning, job shadowing and internship opportunities.

Law and Government Academy at Hartford Public High School

Students in the Law and Government Academy study the liberal arts and sciences in preparation for success in college and careers in public service areas, including law, government, community leadership and public safety. After participating in exploratory coursework as freshmen, students have the opportunity to focus their studies in either law and government or public safety. The significant emphasis on communication, critical thinking, problem solving and advocacy enables students to see unlimited connections between their classroom studies and the challenges of the world today. Students have opportunities to take early college experience courses through the University of Connecticut. All students participate in yearly, interest-based capstone projects of their own design.

Nursing and Health Sciences Academy at Hartford Public High School

The Nursing and Health Sciences Academy is an accredited member of the National Academy Foundation (NAF) and the curriculum is based on the concept of C.A.R.E. (Character, Accountability Responsibility and Excellence). The Academy prepares students to successfully pursue a degree in nursing or related health care services. The school partners with University of Connecticut School of Nursing and Capital Community College to prepare competent, compassionate practitioners who possess a solid knowledge of biology, chemistry, physics and anatomy and physiology.

Wethersfield High School, the academics were

very strong and they wanted to make sure all their
