Abstract

Since there is too much capacity in air transport markets and returns will be below the cost of capital until capacity is driven out, the challenge is that airports have weak returns,yet continue adding capacity. In the circumstance, non-aeronautical revenues could be managed to cross-subsidized. Developing aerotropolis is an effective way to increase total revenue for airport and boost local economy as well.According to

literatures,the aerotropolis is composed of spatial, functional, and connectivity elements. And via improvement in airport area connectivity, people and product mobility and land use, aviation-enabled trades in goods and services and related businesses are facilitated, finally, an extended aerotropolis emerges.In this article, several aerotropolis cases are also presented in order to realize current status and future trends which can be

references for the aerotropolis planners and potential services providers in Taiwan.

construction value chain. Mobile Operators are positioned to provide the fundamental infrastructure and advanced technology platform for future emerging services, and to deliver those end-to-end services direct to citizens.This article describes the

development of smart cities demand for 4G mobile broadband networks, and how the heterogeneous networks can improve the network capacity and quality.Beyond 4G networks, the development of B4G/5G networks and new types of emerging services are introduced to meet the need for higher speed services and smart living.

TaoyuanAerotropolis is an important case of smart city in Taiwan.It provides both the opportunities and applications to promote high-tech industry at Airport city. According to the TIAA Planning, there are at least 23 applications at city that can be

provided.Smart city is constituted by many subsystems.The big issue of future is how to easily build related systems, to integrate, and even to contribute the development of the industry. Common standard, which is very important, is the main topic for this paper to explore the basic applications, including intelligent logistics, intelligent transportation system (ITS), and smart sustainable business environment. We explore the future possible issues related to the integration of intelligence operations center(IOC) and its associated interface,open data interface and other related standards. They can provide a good reference for the other future development of Intelligent Aerotropolis operation.

In the recent year, the development of city becomes more and more intensive. The urban population swell with ever increasing speed. More complex and more important

problems comes along with the growing population ranks, such as hazardous waste pollutions, deteriorating conditions in air and transportation, economic and social risks. Some cities are identified to successfully operate in a smarter way to solve concerns worldwide. For example, City of Riverside, California, USA dealt with its own water supply and transportation problems with technology aspect. Green Trust of Seoul, Korea describes the way to its further future vision. Hence, this article is aimed to inspect cities’ development all over the world and list some of them to elaborate green city concepts and then detail relevant major concepts, technologies, domains and scenarios of IoT (Internet of Things). Finally it comes with an architecture of IoT platform to assist in the management of continuous development of green city in a long-term perspective. The Research of IOC Platform Management Standard

Abstract

The population density is mainly focused in metropolitan areas, and more challenges and opportunities are taken into consideration while the rapid growth of the global economy is increasing. Due to the innovation of technology, the concept of the Urban Development is transformed from the Traditional city to the Digital city, and eventually into the region of Smart City. Various types of intelligent technology are used in Smart city infrastructure. Thus, the integration of Internet of Things (IOT), Cloud environment, Big Data Computing, and other technologies provides the application-oriented services to the public, such as Smart Economy, Smart transportation, Smart Environment, Smart Resident, and Smart life. In order to make the Majority and the Industry be benefit from the Smart city infrastructure, the city leaders should use this base to manage more in order to steer towards the goal of sustainable development. The Intelligent Operations Center (IOC) is the most important factor of the Smart City infrastructure and provides the current status changes of all kinds of public and social services so that the city leaders can be immediately informed to make better decisions and scheduling

resourcefully. The main purpose of this paper is to describe how to make management regulations of the Intelligent Operations Center (IOC), which can be used for IOC implementation and maintenance.

An Application Service Runtime Platform for the Smart City

Abstract

With the rapid development of the global economy, population is concentrated in the city, and many issues are derived from energy, transportation, disaster, environment, education, health, security, health care and etc. In order to solve these problems, governments recently promote the smart city, which is not only widely used in cloud computing, Big Data, Internet of Thing, artificial intelligence, knowledge management, social network, but these applications adopt information and communication technology to sense, analyze and integrate multiple modules in the city and meet the needs for people’s livelihood, environment protection public security, and commercial activity. In this paper we base on application service platform to show how it uses virtual technology, Big Data, computing resources and application runtime environment to support intelligent transportation, public security, green energy, and citizen information. Intelligent Operations Center System Hsien-Chuan Yu Jui-Lin Lo Heng-Ping Kuo Wei-Chin Chen Abstract

Smart City is to utilize technology of information and communication (ICT) to solve the problems resulted from urbanization such as inefficiency, public security problems, waste of energy, uneven distribution, etc. This technology can make the life in city more smart and efficient; furthermore, it can not only save cost and energy, but also improve service and life quality. Besides network construction, Operation center should be established in smart city to create diversified smart services through layered construction, so as to provide real-time information, emergency management, historical information, KPI monitoring, forecast analysis and decision system; thus, city efficiency can be enhanced. This paper describes the services and functions of Intelligent Operations Center system, software architecture, usage scenarios, current status and future plan of development.

technology but user interaction. The core idea of smart city is creating a people-oriented service which can improve life better. Therefore, we propose the personalized

information of city service. This service will collect many types of information from different domains and monitor the big data of users’ profiles through the back-end servers. The service willgive the precision information to the user according to his profile and bring betterexperience.

The Intelligent Association composed of Domestic and Foreign Corporations proposes innovative services to build smart and high-technology Taoyuan Aerotropolis and make the Aerotropolis be the gateway of Logistics in Taiwan.

In this thesis, we survey several international airport development plans and then provide the concept of services for the Aerotropolis by scenario analysis based on the core technology of Indoor and Outdoor Location-Based Service, Augmented Reality Application, Electronic Trading, and so on.

Our objective is to construct a flexible mechanism which makes the information and cash flow work efficiently so that it could activate the Aerotropolis economy and make the dream of smart airport city come true.

Intelligent Support of Video Surveillanc at Airports

Abstract

Airport security requires large area and various care to detect, recognize and track unauthorized intruders or events. The human factor has played a major role in the effectiveness of traditional video surveillance initiatives. There are simply not enough eyeballs to monitor and analyze the sheer volume of video data that is being captured and displayed in airport’s Control rooms. Humans have distractions and other duties to attend to, authentic events and alarms are not “caught,” and physical security is too often relegated to reviewing recorded video surveillance footage and reconstructing events after the fact. Now, video analytics solutions are designed to identify the events that really matter – to assist guards and operators in their decision-making process. Regardless of technical approach, there are many practical applications or use cases for airport surveillance video analytics, including the following examples: FOD detection and identification, perimeter control / line crossing / virtual tripwire, fence climbing, wrong direction / counter flow, loitering, congestion, unattended luggage, object removal, illegal parking, license plate recognition and facial recognition.

Indexing plenty of wheel information costs a lot of system resources.With the facility of search engine, the database could be off-loaded throughdistributed indexing. The search engine is even more powerful and efficient in fuzzy query of plate number. The write throughputcan be improved 10 timesmore by amount of batch indexing and

thelatencycan be controlled inthe acceptable range.Besides, the wheel circular path during venue scouting or the path over current trip while plate number stolen could be detected by the machine learning.

A Cloud Computing Application for Intelligent Traffic Management System

Abstract

IBM Taiwan General Manager Jennifer Hwang refers [1] that all cities are born in "people" demand. Therefore, there are three elements for a successful Smart City: First, the city must be people-oriented, originating from visions and needs of the community deepens mutual trust between the people and the governor. Second, the city must have crossover cooperation. Urban systems is all-inclusive. Coordinating interdisciplinary, cross-sector and cross-industry is the key. Finally, we should make good use of innovative technology. Cloud computing technology is rising in recent years and

virtualization platform is the core of the cloud infrastructure. The cloud technology with the integration of cross-traffic control applications brings out new application models. This paper describes a cloud-based traffic control system on top of a virtualization architecture-based resource management system called CHT Virtuoso (hereinafter referred to as Virtuoso). Based on an innovative Open Source virtualization solution, Virtuoso is a cost-effective virtualization resource management system. In addition, Virtuoso introduces an advanced technology OpenFlow. By developing Virtuoso in an innovative and well-designed manner, the system can be broad, deep and also practical. The traffic control system interacts with Virtuoso’s diverse APIs according to user chosen specifications. Virtuoso will follow the requirements of traffic control

optimization algorithm to create generate required virtual machines for traffic timing optimization computing. After the simulation has finished, all resources will be recycled. Thus, fully utilize characteristics of cloud computing and accelerate task execution by allocating virtualization resources on-demand.

Plans for the Airport Intelligence Services Ching-Hung Wang Ching-Jiun Lee Jyun-De He Chih-Yuan Tseng Abstract

Taiwan has a significant advantage to develop the hub. And Taoyuan Aerotropolis Plan has just the intention to make Taiwan as an aviation hub for the greater Asia, even the world. The first thing however, is to develop Taoyuan International Airport as a hub airport in East Asia, and to stimulate international airport-related construction and promote industries in doing so.

Hence, Chunghwa Telecom Co., Ltd. and other highly-esteemed companies have joined forces with representative system manufacturers and ecosystem specialists to form Taiwan Intelligent Aerotropolis Association (TIAA). Also, the TIAA establishes the Planning Airport Intelligent Services SIG which to put forward innovative and intelligent ideas and suggestions concerning the development policies of Taoyuan International Airport. This article describes the plans for the airport intelligence services and suggestions concerning the development policies of Taoyuan International Airport from the Planning Airport Intelligent Services SIG in 2014.
