ELECTRICIANS LICENSING
The Law in the State of Israel prescribes that whoever engages in the performance of electrical works must hold a valid electricity license appropriate for the class of electrical work. The performance of electrical works by whoever is not in possession of a license constitutes a criminal offense.
Presently, the Electricity Law defines "the Performance of Electrical Works" as the installation, inspection, change, repair or dismantling of an electrical facility including supervision of the performance of works as aforesaid and the drafting of technical plans for the performance thereof.

OBTAINING AN ELECTRICITY LICENSE
All the aforesaid is correct as at January 2015 and valid until the publication of an Order pursuant to Section 6 (d) (1) of the Electricity Law. The Order has not yet been published.
DETAILS OF THE SERVICE
There are various types of licenses for the performance of electrical works that are appropriate for the various classes of electrical works. Every electricity license expressly notes the powers of the electrician holding the license. The performance of electrical works and planning shall be carried out by an electricity license holder in accordance with the size of the facility.
A person wishing to obtain a license for the performance of electrical works must comply with the Conditions for Obtaining an Electricity License

HOW TO OBTAIN THE SERVICE
The procedure for obtaining a license for electrical works comprises several stages: 1. Filing an application for a license
2. Examining eligibility for a license by the Director Responsible for Granting Licenses 3. A committee or professional talk – for an applicant for an inspector/engineer/practical engineer/technician-electrician license
1. FILING APPLICATION FOR A LICENSE
Filing an application to obtain a license for the performance of electrical works is made
solely through an online form at the Internet site. Updated particulars should be completed on the form: e-mail address, Identity Number, mobile and other telephone numbers, and a copy of the identity card and documents testifying as to education in electricity, and experience and seniority in the performance of electrical works.

When the application has been inputted, you will be sent an e-mail that your application has been inputted. There is the possibility of receiving confirmation application has been inputted by SMS to your mobile, via marking the appropriate box in the application form itself.
2. EXAMINING ELIGIBILITY FOR A LICENSE
The application is examined by the Electricians Licensing Unit. If the Director Responsible for Granting Licenses for Electrical Works approves the application, you will be sent an e-mail confirming this.
In cases where additional documents are required to be filed - you will be sent an e-mail to the address you entered in the application form.
You should scan the missing documents into the e-mail you received in this matter, and sent it to us.
APPLICATION FOR RE-EXAMINATION AND APPEALS
If the Director Responsible for Granting Licenses for Electrical Works rejects the application, you will be sent an e-mail setting out the grounds for the rejection of the application. For further information about appeals and applications for re-examination
DURATION OF HANDLING THE APPLICATION
The response time to the application to obtain a license is 60 days from the date the application is filed.
The time for supplementing missing documents by the applicant – not included within the framework of the 60 days.
3. COMMITTEE OR PROFESSIONAL TALK
For an applicant for an inspector/engineer/practical engineer/technician-electrician license – the license is conditional upon attending a committee or a professional talk a summons to which will be sent to the e-mail address you entered in the application form. 4. PAYMENT OF FEE AND GRANT OF LICENSE
The license fee should be paid by one of the following methods: the Postal Bank or the Government Payments Service.
After the fee has been paid, the license will be sent by mail to the address as recorded in the Ministry of the Interior's Population Registry.

At the instruction of the State Revenue Division at the Ministry of Finance – due to the drop in the Index there is no change in the electricity license fees tariff for 2015.

An electricity licence is granted to graduates of studies in electricity in the State of Israel and/or abroad according to two main criteria:
The level of studies in electricity / education – graduates of supply systems studies. Technicians/practical engineers/engineers – mandatory registration in the professional

Appropriate and proven experience in electricity (seniority) – in accordance with the license applied for.
ELIGIBILITY CONDITIONS FOR GRADUATES OF ELECTRICITY STUDIES ABROAD The Director Responsible for Granting Licenses for Electrical Works examines whether there is conformity / overlap between: the level of studies in electricity / education and proven and appropriate experience abroad and the level of studies required according to the Electricity Regulations in Israel.
Emphasis is placed on the grades sheet of the electricity subjects studied abroad.
UPGRADING LICENSE ACCORDING TO SENIORITY ABROAD
After the application has been filed, the license obtained, the fee paid and performance of electricity works in Israel has commenced – it will be possible to file a new application to obtain a license of a higher rank (upgrade.

1. PROOF OF EXPERIENCE IN THE PERFORMANCE OF ELECTRICITY WORKS
A. You should attach to the application confirmation of seniority testifying as to your professional experience in the performance of electricity works
You may attach more than one confirmation for the purpose of proving the period of seniority required by the Regulations.
The confirmation of seniority must be signed by the electrician recommending the license holder and state:
A specification of the electricity works you have performed and/or electricity plans you have drafted, the period of seniority (from date to date), the places of work/name of the
company where you worked, and particulars of the recommending electrician (his license number/type of license/address etc.).

B. An electrician wishing to upgrade his license
Confirmations of seniority testifying as to the performance of electricity works at least at the level of the permit of the license applied for.
For example: an electrician holding a qualified-electrician license (at the permit level of up to 80 amperes 3 phase) wishing to upgrade his license to a chief-electrician must attach confirmations of seniority testifying as to the performance of electricity works at least at the level of the permit of a chief-electrician (up to 250 amperes 3 phase) under the supervision of an electrician holding a license of the grade of chief-electrician and higher.
C. A freelance electrician or one who has worked a particular period as a freelance
It is mandatory to attach:
A copy of an Authorized Trader certificate.
An affidavit signed by an attorney or notary specifying the performance of the electricity works and/or electricity plans you have planned, the seniority period (from date to date) and the places of work/name of the company.
and/or
Confirmations of seniority (as specified above) signed by an electrician holding a license at the level of the license you request and higher.
2. APPLICANT FOR AN ELECTRICIAN LICENSE
Must attach a confirmation of seniority testifying as to two years experience in the performance of engineering projects and/or planning at the engineer-electrician level, signed by an engineer-electrician.
3. APPLICANT FOR AN INSPECTOR ELECTRICIAN LICENSE
Class 1 Inspector
Must attach a confirmation of seniority testifying as to 5 years experience as a technician-electrician.
It is recommended to show at least 10 inspections in low voltage facilities signed by a Class 1 inspector and higher.
Class 2 Inspector
Must attach a confirmation of seniority testifying as to 5 years experience as a practical engineer-electrician.
It is recommended to show at least 10 inspections in low voltage facilities signed by a Class 2 inspector and higher.
Class 3 Inspector
Must attach a confirmation of seniority testifying as to two years experience as an engineer -electrician.
It is recommended to show at least 10 inspections in low voltage facilities out of which at least 2 are high voltage, signed by a Class 3 inspector.
4. APPLICANT FOR A HIGH VOLTAGE CLASSIFIED ELECTRICIAN Must attach:
A detailed sketch of the electrical facility he is due to handle.
A certificate testifying as to the completion of a course for operating high voltage systems, including a first aid course.
Confirmation from the holder of an engineer–electrician license confirming that he has examined the applicant and found him to be fit for the operation of high voltage systems, and that he has personally trained you in all matters pertaining to the proper operation of the facility.
Confirmation from the place of work testifying as to your being an employee in the requested field.
Serious warning! If the documents you have attached are discovered to be forged and/or not genuine, then all the measures as required by the Electricity Law and Regulations will be taken against you, including disqualification and/or restriction of the license.

RENEWAL OF ELECTRICITY LICENSE
The renewal of an electricity license is for 3 years from the date of its expiry.The license renewal shall be sent to your home automatically according to your address as updated at the Ministry of the Interior.
If you have not received the license renewal, you must contact us for the purpose of receiving it.
You must pay the license fee until the date stated therein. Non-payment on the due date will lead to a fine.

QUESTIONS AND ANSWERS
1. I have moved apartments, do I have to tell the Electricians Licensing Unit about
this for the purpose of receiving the license at the new address?
No. With effect from 15/1/12 the license and/or any other document will be sent to the postal address registered at the Population Registry.
Therefore, in order to receive the license and/or any other document you must immediately update the postal address at the Population Registry.
2. Several years ago I studied electricity at high school within the framework of the
Ministry of Education. I have lost my Matriculation Certificate, what should I do in
order to prove electricity studies in order to receive the license?
You must apply to the school where you studied and were examined and ask for a copy of the certificate/proof of studies in electricity. If the school has closed, the graduate must apply to the Examinations Department at the Ministry of Education in Jerusalem.
3. I am an electrician with 30 years seniority in the performance of electricity works.
If in view of my great experience can I engage in inspections of electrical facilities
and file an inspection report of an electrical facility?
Pursuant to the Electricity Regulations (Licenses) it is forbidden for you to engage in inspections of electrical facilities unless you have received an inspector license of Class 1/2/3, as required by the Regulations.
4. I am a graduate of the Ministry of Education and I am in possession of a
technological certificate comprising the following subjects at a cope of 5 study units:
electricity systems, and power systems command and control. What type of license
can I obtain?
You can progress in stages until you obtain a qualified-electrician license. At first you must file an application and then you can obtain an assistant license. After proof of seniority, one year's experience in the performance of electricity works you can file an application and after the discretion of the Director of Electricity Matters you can receive a practical license.
After proof of seniority and two years' experience in the performance of electricity works as a practical electrician, you can file an application and after the discretion of the Director of Electricity Matters you can receive a qualified license.
5. I filed an application to receive a license and the Director for the Granting of
Licenses for Electricity Works rejected the application, how can I appeal this?
You can send a letter of reservation and further review to the Director for the Granting of Licenses for Electricity Works with a request to receive a license and specify all your arguments, including the addition of documents etc.. The request for further review should be sent to fax no.: 02-6243042 or to the postal address: 8 King David Street Jerusalem 9103101.
You can ascertain whether the letter has arrived by telephone 02-6662030/2, Sunday to Thursday between the hours 09:00 to 17:00.
Alternatively, pursuant to Section 8 of the Electricity Law, 5714 – 1954, whoever considers himself to be affected by the decision of the Director for Granting Electricity Licenses may appeal thereon before the Appeals Committee appointed pursuant to Section 7. 6. I am a graduate of a practical electrician course under the supervision of the
Ministry of Economics, what type of license can I obtain?
You can progress in stages until you obtain a practical-electrician license. At first you must file an application and then you can obtain an assistant license. After proof of seniority, two years' experience in the performance of electricity works as an assistant-electrician, you can file an application and after the discretion of the Director of Electricity Matters you can receive a practical license.
7. I received a paper electricity license, is this a temporary license? When will I
receive the license on a plastic card?
The electricity license letter sent to the licensees is the formal letter which should be shown before whoever demands it after it has been paid, the validity of the license is specified on the letter.
The hard card is given during recent years as a service to the public (free of charge) however, the card is in addition to the formal letter.
Due to budgetary constraints and technical problems the latest issues were stopped, but during the course of 2015 we will once again issue them. Notice thereof will be published on the website.

What should I attach to the application form in order to obtain a license to engage
in the operation and performance of high voltage electricity works?
You should attach the following documents:A. A government completion certificate of a high voltage course under the supervision of the Ministry of Economics. If you did not attend a first aid course within the framework of the high voltage course, you must provide a certificate from M.D.A. that you have undergone a first aid course.
B. A recommendation from the electrical engineer who is responsible for the high voltage facility, whereby he has examined you, coached you and has found you to be fit to operate and work on the facility of which he is in charge.
C. A detailed sketch of the high voltage electrical facility and its designation. D. The application must only be filed via your place of work, that is to say, you must
also attach to the application a document/letter from your place of work requesting the license for you and specifying the reasons therefor.
9. I received a new license for payment of the fee, the expiry date is until 31/3/2013,
when will I receive a license renewal?
The Licensing Fees Regulations that are published and prescribed by the Ministry of Finance prescribe that:
A fee should be paid for "Grant of a License" – that is to say a fee should be paid for the grant of a new license or for the grant of a higher ranking license than the one you had. A fee should be paid for "Renewal of a License" – renewal of a license is for 3 years! That is to say, to your question in February/March 2013 you will receive the renewal of your license for 3 additional years, and you will have to pay the fee for it.
11. What should I do in order to receive a control-service electrician license for
elevators?
You should file an application via the online form on the website, and attach to the
application a certificate confirmed by the Ministry of the Economy testifying as to relevant studies in electricity. There is no need to prove experience or to attach confirmations of experience in electricity/other. Therefore, you should note in the online form that "I do not have professional experience in the performance of electricity works", because proof of experience is in accordance with the type of license applied for.
11. I filed an application to obtain an electricity license, and I received a summons to a professional talk with the Director for the Granting of Licenses for Electricity Works, what material should I go over?
Pursuant to Section 6 of the Electricity Law, 5714 – 1954 the Director has the authority to examine whether the applicant for a license has satisfactory practical experience in all matters pertaining to methods of using the license.
In preparation for the talk, we recommend that you go over the following subjects: Knowledge of the Electricity Law and Regulations with emphasis on the "Earths and
Protective Measures Against Electricity at Voltage of up to 1000 Volts" Regulations. You should thoroughly understand the significance of protective earthing, types of
calibration, choice of protections, loading conductors, etc. It is recommended to prepare a brief description of your work.
You may bring plans that you have made and/or a list of works you have performed and/or confirmations of works during the recent period from an electrician holding a valid license, and also any material or other item that you think proper that can assist in your application.
12. I filed an application to obtain an engineer-electrician license, and I received a
summons to the Director's Professional Advisory Committee, what material should I
go over?
The applicant for an engineer-electrician license or an inspector electrician 1/2/3 license who has been summoned to the Director for Granting the License's Professional Advisory Committee:

The understanding of an electricity infrastructure sketch in a low voltage and high voltage electrical facility (high voltage – for applicants for an engineer-electrician license). 13. I have changed my e-mail address. What should I do?
If your e-mail address is different from the one you entered in the application to obtain the license you should contact the Unit and notify them of the new address.
14. I have received a letter renewing my license for another 3 years, but at the same
time I filed an application to receive a higher ranking license.
I presently hold a license that I have paid for and that is valid until 31.3.14.
Until I receive a reply – and in the hope that it will be positive, does the renewal of the license I received constitute a valid license?
Pursuant to Section 3(b) of the Electricity Regulations (Licenses), 5745-1985: "the license shall be valid after it has been signed by the Director and stamped with the stamp of the Postal Bank confirming payment of the fee prescribed in these regulations for the license or for its renewal".

1. You should apply to the Electricians Licensing Unit so that they can issue you with a copy of the electricity license. Pursuant to the Electricity Regulations (Licenses), 5745-1985, the license fees are prescribed by the State Revenue Division at the Ministry of Finance, which prescribes that when the license holder pays the fee for renewal of the license for 3 years, after the determining date (30 April), that is to say the latest date for payment stated in the license, he must pay an increased fee, fine.
