Commissioners was

held this date

at 9:00 a.m.

at

the

Dooly County

Commissioners

office. Members present were: Vice Chairman

Charles

Anderson,

Commissioner David

Barron, Chairman Terrell Hudson and

Commissioner

Harry

Ward.

Also present was: Administrator

Stephen Sanders, Clerk

Linda

Woodson, Vienna News Observer, Tim

Franzeen. (Commissioner Eugene

Cason

was absent

due to

a community engagement.)

CALL TO

ORDER

Chairman Hudson

called

the

meeting

to

order at 9:00 A.M.

PLEDGE

OF

ALLEGIANCE

The Pledge

of Allegiance was given

by

all.

PRAYER

Commissioner Harry Ward led the Board in

prayer.

APPROVAL

OF

AGENDA

Upon motion by Commissioner

Barron and seconded

by Commissioner

Anderson,

the

board

voted unanimously

to

approve

the

agenda as printed.

MINUTES

Upon motion

by

Commissioner

Ward

and seconded

by

Commissioner

Anderson,

the

Board

voted unanimously

to

approve

the

minutes

of November 6, 2014.

FINANCIAL REPORTS

The Financial/budget for October

was

distributed to the Commissioners

at

today's

meeting.

LIST

OF

ROADS WITH

SPEED LIMITS

The Sheriff Department

has

prepared a

list

of roads/speed

limits for

submission

to the

Georgia Department

of Transportation.

Upon

motion

by Commissioner

Barron

and

seconded

by

Commissioner Anderson,

the

board

voted

unanimously

to

approve

the list of

roads

for

speed

limit

devices to

be

submitted

to the Georgia

Department

of

KUTZ

Sherry Kurtz, CDBG Grant Specialist for housing, has reviewed Truman Road

and

feels

it

can

be

considered as a grant project.

The

Commissioners

requested

that

she attend

today's

meeting

to

provide additional

information

on

the CDBG for

Truman Road.

She

informed

the

Commissioners

if this

is approved,

the

County

would

be

responsible

for a

Cash match in addition

to the

In-Kind

which

could be anywhere from

$40,00

to

$65,000

match.

Also,

homeowners

would

have to

pay a portion

of

the

amount.

The

Commissioners

agreed

to

allow Truman Road

to be

considered

for the

grant

project. No

further action

was

taken.

GENERAL

OBLIGATIONS BOND

Gary Churchwell,

Jimmy Ewing and Bill

NeSmith

met with

the Commissioners to

advise

about

the

procedures

for the

General obligations Bond. It was

determined that the

Board

of Elections

have

certified

the

election

results

in

favor of

the issuance

of

the

Bonds

by

an

affirmative vote of a majority of

the

qualified voters voting

in the

Election and

that the

issuance

of

the

Bonds

have been

authorized as required

by law.

Attorney

Churchwell

advised

that the first

procedure

is to have

a public

hearing

on December

9th

notifying

the

citizens

that no independent

performance audit or performance review will

be

conducted

with respect

to the Bonds. The

notice of

the public hearing

will

be

advertised

in the

Vienna News Observer for two

consecutive weeks which will

be November

27th

and

December

4th

ISSue.

Upon

motion

by

Commissioner

Barron

and

seconded

by

Commissioner Ward, the board

voted unanimously

to

adopt

the

resolution and ratify

the

election

results

in

favor of

the issuance

of Dooly County

General Obligations

and

for

other related purposes.(Exhibit

Attached)

EXECUTIVE

SESSION

Upon motion

by Commissioner

Barron and seconded

by Commissioner

Ward,

the board

voted unanimously

to

call

the

meeting

into

Executive Session at 10:05 a.m.

to discuss

a

personnel matter

with

Interim County Attorney Bert Gregory.

OF

UNADILLA

CUSTODIAL

AGREEMENT

Maurice King, attorney

for City

of

Unadilla

and Ashton Bligh, attorney for

the

Law

firm

of Butler and Snow met addressed

the

Board concerning City of Unadilla.

The City of

Unadilla is closing

a

Bond

and would

like for the Commissioners to sign off on

a

custodial agreement

between the City

of

Unadilla, Dooly County Commissioners

and

State Bank

and Trust. The agreement

is for the

Commissioners

to

agree

to issue the

City

of

Unadilla

monthly

SPLOST payment

to

State Bank and Trust. Upon

motion

by

Commissioner Anderson

and seconded

by

Commissioner Ward,

the board

voted

unanimously

to

sign

the Intergovernmental

agreement

for the City

of

Unadilla.

RESOLUTION OF THE

BOARD OF

COMMISSIONERS

OF

DOOLY

COUNTY

DECLARING

THE

RESULTS

OF

AN

ELECTION

TO

DETERMINE

THE

ISSUANCE

OR

NON-ISSUANCE

OF

DOOLY

COUNTY

GENERAL

OBLIGATION

BONDS

AND

FOR

OTHER

RELATED PURPOSES

WHEREAS,

pursuant

to

a

resolution

adopted

by the Board

of

Elections

and Registration

of

Dooly County (the "Elections Board")

on August 14,

2014,

an election

(the "Election")

was

held

on

November 4,

2014

in Dooly County, Georgia (the "County");

and

WHEREAS, the Election

submitted

to the

qualified voters

for their determination the

question

of whether or not

the County's

general

obligation bonds, in

an aggregate principal

amount not

to

exceed

$6,280,000

should

be issued the

purpose of

(a)(i)

refunding

the Series

1998 Bonds

and

(ii)

paying

current

operating expenses

in

order

to

reduce

debt

service payments

and provide other

budgetary

relief,

(b) paying

capitalized

interest

on

the Bonds

and (c) paying

the

costs

of issuing the

Bonds; and

WHEREAS, the

Election

Superintendent, in the

presence

of and

together

with

the

Election Managers, brought

up

the

returns, consolidated

the

returns and

declared the

results of

the Election

as set

forth in Exhibit

A; and

WHEREAS, the Elections Board has declared the

results of

the Election pursuant to

a

resolution adopted on

November 11, 2014, and

a

duly

executed copy of such resolution

has been

furnished to the Board

of

Commissioners

of Dooly County;

NOW, THEREFORE, BE IT

RESOLVED

by the

Board of

Commissioners

of

Dooly

County,

and

IT IS

HEREBY

RESOLVED by

authority of

the

same,

that the Election

resulted

in favor

of

the issuance

of

the Bonds by

an affirmative vote of a

majority

of

the

qualified

voters

voting

in the

Election and

that the issuance

of

the Bonds have been

authorized as required

by

law.

BE

IT

FURTHER

RESOLVED

that a duly

executed

copy

of

this

resolution

be

furnished to the Elections

Board.

BE IT FURTHER

RESOLVED

that the

proper officers of

the County take

any

and

all

actions

that

are required

to

validate

the Bonds in the Superior Court

of

Dooly County,
