INTRODUCTION

First 5 Commission of Trinity County is releasing a Request for Proposal (RFP) for the design of the First 5 Commission of Trinity County website. The website will serve as a information and referral tool and focus on providing information about who we are, what services we offer, services offered within the community for children 0 – 5 years old and their families, and how to contact us.

First 5 Trinity County is seeking qualified a contractor to design and create a full service, custom website using WordPress. The website will include a custom master page and several sub-page layouts.

PROJECT SPECIFICATIONS

Project specifications are listed below in the project description. Please provide an itemized bid package with detailed cost for each activity under each deliverable.

Upon completion of the development and creation of the site, First 5 Trinity County will assume full responsibility for website content maintenance and administration. All content, coding and graphics will become the sole property of First 5 Trinity County. PROJECT DESCRIPTION

Deliverable – Custom WordPress Website:

The finished product should accomplish the following:

Have a consistent look and feel to all pages (fonts, graphics and color schemes). Load rapidly and provide easy navigation between pages.

Have a Contact Us form page with approximately 15 form fields and/or drop down lists so visitors can send comments, questions and other information. Form information should be captured into a database and sent via email to First 5 Trinity County.

Contain a search box on the home page so that visitors can enter keyword and phrases, and see a results page with links to pages within the website that matches the keywords entered.

Be housed on a TBD server. It is anticipated that First 5 personnel will update page content as needed. However, First 5 will entertain proposals to have the site’s creator maintain the site and provide hosting.

Move the site from the staging environment to the live environment. Be compatible will all current web browsers.

Be tested on all applicable platforms (Mac, PC, mobile platforms, etc.) to ensure website works as promised.

Be “Responsive” adjusting to common mobile browser widths.

Be Search Engine Optimized so the website can be found when Internet users search for the website using keyword phrases (keywords provided by First 5). Work with First 5 Administration to install and configure Google Analytics and

Google WebMaster Tools including XML sitemaps. Utilize WordPress content management system.

Allow First 5 personnel to upload images and place into website pages if needed. Allow First 5 personnel to easily create and add new website pages if needed. Allow First 5 personnel to easily update and modify content.

Provide ongoing support on a monthly basis. Support includes but is not limited to updating content, adding new content and graphics, and providing technical support.

The finished web design should accomplish the following:

Have a modern, contemporary design that utilizes the existing First 5 Trinity County logo and look and feel.

Contain one custom master page and two-three sub-page templates. There will be approximately 10 - 15 sub-pages.

Use several main navigation links or graphics, with drop-down lists of sub-pages so the user can easily navigate to any page within the website.

Provide three concepts for look and feel of the website for both the home page and sub-pages. First 5 will choose one design for the home page and one for the sub-pages to be refined and used as the final designs.

Upon final selection of home page and sub-page designs, place the text and graphics provided by First 5 into the layout.

Samples of work

Provide at least three examples of websites you have created using WordPress. Preferably for a non-profit or government agency.

Proposal Preparation

Contractors submitting proposals shall be responsible for any and all costs and/or expenses associated with preparing such proposal.

Proposal Guidelines and Requirements

The proposal must contain the signature of a duly authorized officer or agent of the contractor submitting the proposal.

If you wish to submit alternate solutions, please do so.

you must provide a detailed list of excluded fees with a complete explanation of the nature of those fees.

If the execution of work to be performed by you requires the hiring of sub-contractors you must clearly state this in your proposal. Sub-contractors must be identified and the work they will perform must be defined. In your proposal please provide the name, address, and EIN of the sub-contractor. First 5 of Trinity County will not refuse a proposal based upon the use of sub-contractors; however we retain the right to refuse the sub-contractors you have selected.

Provisions of this RFP and the contents of the successful responses are considered available for inclusion in final contractual obligations.

CONTRACT TERM

The contract term is anticipated to begin on November 2, 2015. The website is expected to be completed by January 30, 2016.

RFP TIMELINE:

RFP Released: September 4, 2015

Complete RFP Due: October 2, 2015, no later than 5 p.m.

Intent to Award: October 16, 2015

Anticipated Contract execution: November 2, 2015

AWARD OF CONTRACT

First 5 staff will evaluate each bid to determine its responsiveness to First 5 needs and the bid requirements. First 5 reserves the right to award this contract not necessarily to the lowest bidder - the award will go to the most responsive bidder whose proposal is determined to be technically complete, whose professional qualifications and experience meet the terms of the RFP, and is deemed by First 5 to be most competent to meet budget and timelines. First 5 reserves the right to withdraw the RFP, reject any and all bids, and negotiate activities and quantities.

contract will provide for payment on a deliverables basis, and may include provisions withholding up to 10 percent of the amount due pending completion of work.

Please complete sections: (i.) description of qualifications form, and (ii.) itemized budget justification document, and submit them via email, overnight delivery, or in-person by Friday, October 2, 2015, no later than 5 PM.
