Foreword

The Voluntary and Community sector play an essential role in community development. The Government’s White Paper on the Voluntary and Community Sector reiterated the importance of a vibrant and involved voluntary and community sector to ensure the experiences and interests of marginalised communities and groups are included when decisions that effect them are being made.

There is a long tradition of volunteerism in County Clare. One of the objectives (3.13) of the 10-year Integrated Strategy for County Clare is to ‘ensure the co-ordinated development of quality services via the integrated effort of a well-financed and support community and voluntary sector’. This Directory of Community and Voluntary Groups is one of the actions (3.13.5) to achieve the above objective and is a valuable tool to be accessed by the people of the county and other interested persons. It provides information on the wide—range of Community and Voluntary groups in County Clare. It is intended that the directory will be updated regularly on the CDB (www.clarecdb.ie) and Clare Library (www.clarelibrary.ie) websites in order for people to have access to accurate information on the services provided by these groups.

This Directory follows on from a number of reports already prepared by the County Development Board

Clare Community Forum

The Clare Community Forum (CCF) was established in February 2000 to ensure that the needs of community and voluntary groups throughout County Clare are represented in an effective manner. The CCF is a county- wide group consisting of representatives from all interested sectors in the county. Five local Area Networks have been established in North Clare, East Clare, West Clare, Shannon and the Ennis area. These Networks ensure that the voice of all the representative voluntary and community groups in the local areas are adequately and effectively represented on the key decision making bodies in the county. Each Area Network nominates five of their members to sit on the Clare Community Forum.

The CCF in addition to now having representation on the County Development Board also has representatives on the Strategic Policy Committees of Clare County Council, Clare County Childcare Committee, Clare Sports Partnership and the Implementation Groups under the County Development Board.

We would like to take the opportunity to thank the County Development Board in assisting the development of these networks and look forward to continuing this partnership in the future.

The Clare County Development Board

The establishment of City/County Development Boards (CDBs) was one of the central recommendations of the Task Force on the Integration of Local Government and Local Development Systems that reported in August 1998. CDBs comprises of a partnership of local government, social partners, including the community and voluntary sector as well as representatives of relevant State Agencies at local level. Clare County Development Board represents a new approach to local development and the process of decision making within County Clare. The CDB has the responsibility to address the need for local integration at County level.

The Clare County Development Board launched its Integrated Strategy for the Social, Economic and Cultural Development of County Clare in February 2002.

Background and Methodology

The Clare County Development Board (CDB) has a database of nearly 400 Community and Voluntary groups in County Clare. This database has been developed over a number of years and is constantly being updated.

The process to develop this Directory began in the Summer of 2002. An advert was placed in the Clare Champion advising Community & Voluntary groups of this event. A questionnaire was sent to the contact people of all the groups that the Directorate of Community & Enterprise had on their database and two reminder letters were sent subsequently. A copy of the questionnaire is attached in the Appendix at the back of this Directory.

This Directory contains the information that was submitted by the various groups operating in County Clare.

The CDB plan on placing this Directory on the

www.clarecdb.ie

website. This way the Directory can be updated electronically as new or revised information on the Community and Voluntary groups comes to their attention. Details on groups can be submitted at any stage, to the CDB, and it will be included on the website and in subsequent publications.
