JOB DESCRIPTION

Job Title: Network and Project Manager (NHS Clinical Commissioners) (Initially fixed term contract for one year)

Reports To: Head of Policy and Delivery

Location: London (with some remote working and travel across England) Job type: Full time role

Date Prepared: October 2015

PURPOSE

The post holder will be working as part of a busy team leading and driving a number of NHSCC’s vibrant member networks. They will be responsible alongside another

manager for the strategic development, member engagement and delivery of its seven networks in line with NHSCC’s business priorities, managing a wide range of existing and prospective partnerships and reporting on progress. Critical to this role will be direct contact and visibility with members in order to recruit, market and promote NHSCC’s networking offer amongst its membership.

This role will also undertake a number of discrete policy projects on behalf of NHSCC’s Chief Executive and Head of Policy and Delivery.

NATURE & SCOPE

NHS Clinical Commissioners (NHSCC)

NHSCC is the membership body for Clinical Commissioning Groups (CCGs). Launched June 2012, NHSCC was established to give clinical commissioners a strong,

independent and collective voice. It has been set up through a partnership between three organisations: the NHS Alliance, National Association of Primary Care and the NHS Confederation.

The role of NHSCC is to help CCGs secure the best possible healthcare and health outcomes for their communities and patients.

NHSCC give CCGs a strong influencing voice from the frontline to the wider NHS,

national bodies, government, parliament and the media – ensuring that the views of

local CCG leaders are represented and heard at a national level. We are building new

networks where CCGs can share their experience and expertise; and we provide information, support, tools and resources to help CCGs do their job better.

NHSCC is member driven and committed to delivering programmes of work that are shaped and developed by members, and reflect their priorities and expertise.

NHSCC is not an independent legal entity, so as a founding partner in the joint venture the NHS Confederation employs a number of the staff that work within the NHSCC team. The NHS Confederation is recruiting this post to work for NHSCC in this way.

The role:

On a day to day basis the post holder will drive and lead the work programmes of NHSCC’s national member networks. The networks are designed to practically support NHSCC’s members in various professional and functional roles. NHSCC’s seven national networks are as follows:

 Finance Forum

 Lay members Forum

 Ambulance Commissioners Network

 Core Cities CCG Network

 Mental Health Commissioners Network

 Nurses forum

 Chief Clinical Officers Network

Each of our networks is tailored to the needs of its specific membership and are at different stages of design, development and recruitment. The post holder will be working alongside another network manager to have oversight of all of NHSCC’s 7 networks and therefore setting out the broad aims and objectives that unite those networks as well as what makes them distinctive. The network manager(s) in NHSCC are therefore responsible for:

 Designing and implementing an overall network strategy for NHSCC’s member network offer which is proactive and visible through NHSCC’s communication channels - both online and offline.

 Developing and implementing a set of cross cutting outcomes/expectations from our networks.

 The design and programme delivery of the work programmes of the networks – working with network chairs, steering groups and NHSCC team develop, deliver, report and evaluate work programmes to meet the needs of network members.

 Develop products or materials (or support members to develop them) in order to support the learning needs of the network members.

 Co-ordinate and action key initiatives in respect to membership retention and recruitment strategies, and co-ordination and delivery of our Networks.

 Ensuring a consistent networking offer across the portfolio that supports

members but also ensures feedback of their voice and key policy issues to the

NHSCC policy function to support its work nationally.

 Regular contact with the communications function of NHSCC to identify and promote network opportunities to the wider membership. Creative use of the NHSCC communications channels to raise the profile and brand of NHSCC and feed into the communications strategy.

 Represent NHSCC and its networks at external events and meetings, promoting network activity, products and keeping in touch with the work of key

stakeholders

This role will also be working to the Head of Policy and Delivery and Chief Executive on specific policy projects in order to bring additional project manager capacity to the NHSCC team. These projects will vary in size, length and focus and the post-holder will be expected to drive delivery and content where needed.

The post holder will work as part of a small team mainly based at the NHS

Confederation Office in central London, and with some individuals who are home- based. Our other network manager has already been recruited as a Network and Engagement Manager and we anticipate much close working between these roles.

They will be expected to split their time between London and working remotely in order to attend member meetings. They will be supervised by NHSCC’s Head of Policy and Delivery but will work closely with and be required to support all members of the team including the Head of Communications, Chief Executive Policy and Networks Officer and Communications and Policy Officer.

The post holder will have day to day contact with NHSCC members i.e. the Chairs, Accountable Officers and other members of Clinical Commissioning Groups. They will also have contact with the offices of very senior stakeholders including politicians and Government Ministers, Senior Civil Servants, Royal Colleges and Societies and other national bodies.

The post holder will not have any staff or budget management responsibilities, but will

be processing purchase orders, receiving invoices, and other financial transactions,

including some procurement and contracting, and will put systems in place for ensuring

that expenditure is in line with agreed budgetary limits.

Network management

 Lead the design and programme delivery of the work programmes of the networks – working with network chairs, steering groups and NHSCC team develop, deliver, report and evaluate work programmes to meet the needs of network members.

 Develop products or materials (or support members to develop them) in order to support the learning needs of the network members. Taking a lead on content development.

 Develop relationships at a regional level with NHSCC CCG network members and with other relevant NHS regional networks (e.g. SCNs / lay members / finance groups)

 Alongside the other network and engagement manager - lead the design and implementation of an overall network strategy for NHSCC’s member network offer which is proactive and visible, through all of NHSCC’s communication channels.

 Developing and implementing a set of cross cutting outcomes/expectations from our networks, which form clear benefits to our members

 Co-ordinate and action key initiatives in respect to membership retention and recruitment strategies.

 Ensuring a consistent networking offer across the portfolio that supports members but also ensures feedback of their voice and key policy issues to the NHSCC policy function to support its work nationally.

 Review and alignment of the current partnerships to any newly agreed strategy and set out a clear plan and timelines for the variety of suggested partnerships going forward.

Wider project management

 Support the Head of Policy and Delivery and Chief Executive with the delivery and management of policy projects as necessary.

 Managing the delivery of NHSCC products i.e. arranging workshops/member meetings/publications and supporting content development

Corporate working

 To ensure there is clear connection between our membership offer (and associated products/networks etc) and the core policy, public affairs and communications functions of NHSCC, in order to create a coherent and integrated membership service.

 Act as a channel for external bodies and organisations to communicate with NHSCC’s networks. Working closely with stakeholders throughout NHSCC in positioning and communicating the strategy and goals, as well as collaborating internally on network wide partnerships.

 Input into and write accurate reports to the NHSCC board to update them on the progress of the networks and key outcomes.

 To prepare marketing materials and other documents for use in hard copy and on-line contexts in accordance with guidelines.

 To use the CRM system to ensure that all leads are captured and followed up

 To organize and make arrangements for member events, webinars, sessions etc.

 To prepare materials for workshops and licensing sessions and to arrange delivery of such materials as necessary.

 To develop & administer NHSCC ‘products’ which could be on-line

questionnaires, e-learning products forum discussions, to help members with queries and to act as the first point of reference

 Any other duties as may be required to establish and delivery of NHSCC member services.

KNOWLEDGE, SKILLS AND EXPERIENCE Essential

 Educated to undergraduate degree level or equivalent

 Senior programme management experience with proven results

 Excellent interpersonal skills and confidence, including when dealing with very senior individuals

 Some understanding of current NHS Commissioning policy and/or previous experience of working with CCGs.

 Experience of member communications, member/stakeholder engagement and marketing of products and services

 Excellent organisational skills with a strong attention to detail

 Ability to influence and persuade key groups of stakeholders

 Prior knowledge or experience from work with or for the NHS.

 Experience of working under pressure and meeting multiple deadlines

 Flexible and able to reorganise and reprioritise work at short notice, using own judgement and initiative

 Excellent computer skills (including MS Word, Outlook, Excel and PowerPoint)

 Good interpersonal, networking and social skills
