Interstate 294 at Interstate 290/Illinois Route 64

In recent decades, several studies had failed to achieve a consensus solution on creating direct eastbound access to IL64 from southbound I-294 through the complex intertwining of I-294/I-290/Illinois 64/US20. The issue was further complicated by the need to address I–294 weave movements for the future EOWB. ESI Consultants’ creative approach provides the access while minimizing impacts. The public outreach program created an environment to achieve consensus. The solution includes a
combination of a slip ramp scissors configuration to maintain all current traffic patterns along with
a reverse flow ramp on an existing underutilized structure significantly improving roadway capacity and
minimizing costs.

Springfield Rail Improvements Project Tier 2 EIS

Railroads have a long history in Springfield, Ill. For
years, the city and engineers have studied how
to consolidate Springfield’s rail lines for safety, efficiency and quality of life.
With an increase in higher-speed freight and
passenger rail expected, the city selected Hanson to prepare a Tier 2 Environmental Impact Statement to study needed improvements and address challenges
of safety, traffic congestion and train noise.
This project included an extensive
public-engagement program and an aggressive time frame.
A Record of Decision was issued in December 2012, clearing the way for Springfield to seek funding for

Downer Place Bridges over the Fox River
Owner: City of Aurora

Downer Place over the Fox River is located in downtown Aurora, Illinois, the state’s second largest
City. The original bridges were three-span filled
spandrel arches constructed in 1909 of cast in place concrete.
The appearance is similar to the original construction including arches, concrete railing and lighting.
Three spans of precast, prestressed concrete deck beams, precast concrete fascia in the shape of the original arches, precast concrete outlooks at each pier, precast concrete railing and period lighting (all
based on archive photographs) were used on each bridge to match the original look. The original pier and abutment footings were reused.

Kedzie Avenue over Marquette Park Lagoons

Infrastructure Engineering, Inc., prime consultant, provided project management, civil and structural design services for CDOT on the Kedzie Avenue Bridges over Marquette Park Lagoons Project. Key aspects involved rehabilitating the two existing bridges including improving their safety features while maintaining their historic character. The bridge work included replacing the superstructure and both approach slabs and placing a drainage system behind the abutments. A multi-use trail was added to both bridges. The entire roadway and median were replaced from 67th Street to 71st Street. The
existing sidewalks were made ADA compliant at each street crossing. Roadway, lighting and drainage were improved.

IL 3 over the UPRR / Prairie DuPont Canal

The Illinois Department of Transportation (IDOT),
Region 5, District 8, selected Horner & Shifrin (H&S)
to prepare Phase I and Phase II design plans for the replacement of Illinois Route 3 over the Union
Pacific Railroad (UPRR) and Prairie DuPont Canal
in Dupo, IL. The existing structure, built in 1954, had
significant damage which resulted in a sufficiency
rating of 2.0 and therefore required replacing. Early coordination was required to ensure all affected
parties were in agreement with the span configuration
of the proposed bridge. The replacement structure is a four-span parabolically haunched plate girder bridge on drilled shaft foundations.

Russell Road Bridge Reconstruction

The aging Russell Road Bridge was deteriorating. Reconstruction more than doubled the original
footprint by widening the lanes from 35 feet to 84
feet, which includes the addition of a multi-use pathway. Additional shoulder access improved vehicle safety by providing room for vehicles needing
to pull off. Traffic channelization, through the addition
of raised and painted islands at the top of the ramps, improved pedestrian safety where the ramps cross the pedestrian pathways.
The project included removal of the existing
structures, erecting of new substructure and superstructure; placing pavement and shoulders; storm sewer removal/installation; retaining wall construction; construction, earthwork, and roadway lighting.

Shive-Hattery, Inc.
3D Scanning for Renovation of Von Maur Store
Owner: Von Maur
Consultants: Bailey Land Group, Inc.
When Von Maur acquired a store at Riverchase Galleria Mall, they chose Shive-Hattery to design the renovation. This site had several challenges: part of
the store resides under an office building and a road
and there were three different structural systems. Shive-Hattery used 3D scanning to determine size and location of building systems. The scanner collected 6 billion points on the interior and exterior of the building and those points were processed to create one large point cloud of the entire project area. A day after scanning was completed, the data was available for engineers and architects to begin design.

New Moms Transformation Center Development

New Moms, Inc. (New Moms) is a non-profit
organization that helps homeless moms and pregnant teenagers achieve life skills and self
sufficiency. Environmental Design International inc.
(EDI) provided environmental consulting services for the New Moms Transformation Center from the design through construction in 2013. EDI was pleased to provide our professional services for the cleanup of the abandoned building and petroleum impacted soils. Services included: abatement of asbestos prior to demolition; remedial action for the contaminated soils; approval of engineered barriers; soil and groundwater testing; and no further remediation.

Wastewater Treatment Facility Improvements

The New Athens Wastewater Treatment Facility Improvement consisted of the replacement of an existing 35 year old activated sludge plant with a sequencing batch reactor facility. The steel tankage of the previous plant was badly deteriorated and its
configuration made it nearly impossible to rehabilitate
while keeping the process in operation. The upgraded facility utilizes existing pumping stations,
the surge and excess flow treatment unit, and the effluent disinfection facilities.
The project was funded with a $3,300,000 loan from
the IEPA. Project Owner/Client is the Village of New Athens and the project designer was Rhutasel and Associates, Inc.

Goethe Elementary Sustainable Schoolyard

Rarely does a public school have the budget to deliver a sustainable project of this magnitude, but with the assistance of an IEPA grant, a sustainably-conscious parent group obtained funding needed for the construction of a new play area at Goethe Elementary School in Chicago.
Together with funding from the owner, Chicago Public Schools, the Goethe School was designed to not only provide a new play area for students, but to also use Sustainable Best Management practices throughout the process. Primera took the BMP ideas

Illinois 47 Reconstruction from Reed Road to Kreutzer Road

To help improve the safety and vitality of the Village of Huntley, Stanley Consultants coordinated with Illinois DOT, McHenry and Kane Counties, and the Village to widen 2.7 miles of Illinois 47. The existing 2-lane roadway was reconstructed and widened into a 4-lane roadway with improved turn lanes at major intersections, including at-grade railroad crossings
at the Main Street intersection. Village officials,
business and property owners were consulted on ways to improve and maintain access to shopping, which encourages economic growth. Other
improvements included traffic signal modernization,
new lighting, and a bridge replacement over the South Branch of the Kishwaukee River.

A few of the important features of this project
include: Lanes designed to accommodate traffic demands; significant pedestrian and bicycle user
improvements; the largest public information campaign for a construction project in McHenry County’s history; a realignment of the roadway that drastically reduces the potential for crashes; a
lowered road profile to meet FAA vertical clearance
requirements; an alternative pavement that saved
$300,000; nighttime operations that eliminated four
weeks from the project schedule; a material transfer device to place HMA mix that increases the lifespan

Pennsylvania Avenue Roundabout and Realignment

The project goal was to improve capacity and safety at the Glen Oak, Wayne and Armstrong intersection by connecting it directly to Pennsylvania Avenue and then reconnecting New York Avenue to the newly aligned Pennsylvania Avenue. Armstrong Avenue was removed from the intersection to create a four legged, single-lane urban roundabout intersection, due to tight right-of-way constraints. New separated storm and sanitary sewers were constructed, and sanitary sewer work was coordinated with the hospital to accommodate their expansion plans. Ornamental street lighting, sidewalks, wider concrete
pavement were also constructed, as well retaining walls along Wayne Street.

Kensington Interlocking Improvements

With increasing ridership on Northern Indiana Commuter Transportation District trains, the
configuration and operation of Chicago’s Kensington
Interlocking had become a critical bottleneck, causing
significant delays. To improve the functionality,
NICTD constructed a second route across four Canadian National freight tracks to four Metra commuter main tracks, using a series of crossovers and overhead wire on the CN tracks.
As construction manager, STV coordinated among the three railroads and contractors to schedule track
availability for construction and redesigned significant portions of the interlocking’s signal system, track and overhead catenary system. The interlocking’s functionality has dramatically improved, benefiting millions of

The New Interchange at IL 162 over I-55/70

The Illinois Department of Transportation’s new IL 162 over I-55/70 interchange is the largest American Recovery Reinvestment Act funded transportation project in the state. The project features a unique, single-point diamond interchange design, which
handles traffic safely and efficiently. It is one of only
four such interchanges in the state. This design
reduces the number of traffic signals and allows for
more gradual turns for large vehicles. Numerous studies were conducted to implement complex drainage systems at the site. Two mechanically stabilized earth retaining walls were constructed at the site to mitigate weak soil conditions.

Butterfield Road from IL 59 to Naperville Road

Expansion of Illinois Route 56/Butterfield Road was
initiated to address safety, congestion, and mobility along this highly traveled state route in DuPage County. More than 26,000 vehicles per day utilize the
6-mile stretch of Butterfield Road between Naperville
Road and Route 59 which connects more than 400
businesses, 5,000 workers and 8,000 residents – all located within 1 mile of the Butterfield Road/
Naperville Road intersection.
The project enhances pedestrian and bicycle connectivity as well as equestrian use of the
neighboring Blackwell Forest Preserve and Illinois Prairie Path, while minimizing the environmental impact on the nature preserves and DuPage River.

FAS 253 (IL 251) over Sandy Creek
Owner: Illinois Dept. of Transportation, District 4
The original bridge, SN 062-0002, was constructed in
1924 and located 2.47 miles south of IL 18 on IL 251
in Marshall County, IL. The structure consisted of 53’-0” single span CIP concrete T-beams with slab and closed abutments founded on untreated timber piles. The rehabilitation consisted of removal and
replacement of the existing bridge and the approach
roadway. The new structure, SN 062-0085, is a
77’-0” single span with composite W33 Steel Beam superstructure and integral abutments. The roadway
vertical profile at the bridge was raised 27 inches to
meet hydraulic requirements.

Larry Gabriel Bridge on the Fox River Trail
Owner: Geneva Park District

When the Fox River Trail System was developed
from Algonquin to Aurora in 1981, it included an
existing bridge that was constructed in 1931 and located at Island Park in Geneva, Illinois. By 2004, the superstructure had deteriorated beyond repair. The new superstructure was designed to maintain the historical aesthetics, while incorporating modern design standards. The design also included a pedestrian overlook area and decorative metal
railings. The rehabilitation of the Larry Gabriel Bridge not only provides aesthetic and safety improvements, but also preserves an essential connection to this 100-plus-mile trail system for pedestrians and bicyclist.
