Japan Student Services Organization (JASSO)

JASSO is an independent administrative institution affiliated with the Ministry of Education,

Culture, Sports, Science and Technology (MEXT). As a core and leading organization dealing

with student services, JASSO comprehensively takes care of a wide range of programs to support

students, including scholarships and activities that are arranged for current and prospective

students, so that those who are from both Japan and overseas can have a comfortable and fruitful

study life in Japan. Based on the "300,000 Foreign Students Plan", a project initiated by the

Japanese government to increase the number of international students in Japan to 300,000, a

variety of programs are being carried out. Our programs include the following: arrangement

of scholarships for both domestic and foreign students, implementation of activities of international exchanges, management of

accommodation for international students and administration of application procedures using the "Examination for Japanese

University Admission for International Students" system, as well as collecting and providing information on study abroad. For details,

1. Types of Higher Educational Institutions and Study Programs in Japan

1) Undergraduate Programs at Universities

The duration of regular undergraduate programs at universities is four years, while that of the programs in medicine, dentistry,

pharmacy and veterinary sciences is six years. In addition to degree-programs and long-term research programs, non-degree and

short-term programs are also available.

The following qualifi cations must be met for admission of international students to Japanese universities:

* Must have completed 12 years of school education overseas including secondary education. Those who have completed 10 or 11

years of school education must either 1) study for another one or two years in a higher educational institution such as a university in

their home country; or 2) study in the specifi c course called "University Preparatory

Course

" for 1-2 years

2) Graduate Programs at Universities

Qualifications for admission of international students differ depending on the

condition of university and/or graduate school, but any one of the following conditions

must be initially met:

Master's Programs

* Must have completed a four-year undergraduate program, or be recognized as

having equivalent or better academic abilities

* Must have completed 16 years of education overseas including secondary school and undergraduate level studies

* Must have completed 15 years of school education overseas including secondary school and undergraduate level studies with excellent

achievements

* Must be aged 22 or older and be recognized as having academic abilities equivalent to or better than university graduates in

independent admission eligibility assessments conducted by the graduate school

Doctorate programs

* Must have a master's degree or be recognized as having academic abilities equivalent to or better than master's level

* Must have been awarded with an overseas degree equivalent to a master's degree

* Students aged 24 or older recognized as having academic abilities equivalent to or better than master's level in independent

admission eligibility assessments conducted by the graduate school

3) Research Students at Universities

A research student is defined as a short-term international student enrolled in a course under the Inter-university Exchange

Agreement who utilizes the time as preparation for entrance into a regular graduate school. Most research students are granted

admission based on the results of examining the documents of application. In order for research students to obtain the "College

Student" status of residence, they will have to attend classes for 10 hours a week.

*Academic advisers

Academic advisers provide students with academic guidance on study and research.

There are cases where regular research students are required to have informal

consent for acceptance from an academic adviser before they apply for a university. It

is suggested that they write to the academic adviser, stating your achievements, your

future research plan, and the reasons why you chose that particular academic adviser.

It is highly advisable to attach a letter of recommendation from your academic adviser

at your home university. If an academic adviser is required, you can find one in the

4) Junior Colleges

Normally, two-year courses are offered in junior colleges while some courses which deal with medical technology and nursing require

three years. Junior colleges focus on education that allows students to learn skills which will be utilized after graduation. One third of

the junior colleges are women's institutions where a majority of courses offered are in the humanities, home sciences, education, and

social sciences.

5) Professional Training Colleges

Training colleges that focus on specialized skills while offering post-secondary education courses are called "Professional Training

Colleges," and belong to the institutions classifi ed under higher educational institutions. These colleges provide vocational education

for future careers. There are various colleges in different fi elds such as medical care, technology, business, fashion, and agriculture.

6) Colleges of Technology

Colleges of Technology are institutions for the students who have completed their lower secondary education (called junior high

school in Japan, generally up to the age of 15). These colleges provide fi ve-year comprehensive education programs with practical and

specialized knowledge and skills for each profession. Most colleges of technology are in the industrial fi elds but there are also colleges

dealing with different areas. Students graduating from colleges of technology are awarded an "Associate Degree". The details are

7) Japanese Language Institutions

There are about 400 Japanese language institutions in Japan. You can find the information about them on the website of the

8) University preparatory courses for admission to Japanese universities

These courses are preparatory Japanese language programs run at private universities and junior colleges for the students who wish

to study at universities and junior colleges. You can study the Japanese language and Japanese culture through basic programs

2. Preparations for Study in Japan

The Examination for Japanese University Admission for International Students (EJU)

EJU is one of the entrance exams for both undergraduate and graduate schools for privately fi nanced international students. EJU is

conducted twice a year in June and November in 15 prefectures throughout Japan, and at 16 cities mainly in the Asian region.

You are required to take the exam in the subjects specified by the university you have chosen. The subjects usually include the

following: Japanese as a Foreign Language, Science (choice of two subjects from physics, chemistry or biology), Mathematics, and

Honors Scholarship Program for Privately Financed International Students

JASSO provides a scholarship program called the "Honors Scholarship for Privately Financed International Students" that is

offered to privately fi nanced international students who have demonstrated excellent academic results in the EJU and eligibility for

undergraduate programs at Japanese universities, junior colleges or professional

training colleges as full-time students.

Scholarship amount: Monthly amount of ¥48,000 (for 2009). In 2008, 1,377 students

were selected and awarded.

The Japanese Language Profi ciency Test

The Japanese Language Profi ciency Test is designed to certify the profi ciency of the

students who learn the Japanese language. It is conducted both in Japan and overseas

in July and December (though the test is conducted only for certain grades in certain

countries and regions.). It is mandatory at some universities to take this test for those

applying for undergraduate, master's or doctorate programs.

3. Visa procedure

Status of Residence

● The status of residence applicable to international students studying in Japan is "College

Student".

● The durations of visa vary from one year to two years and three months depending on

the type of institution.

Visa application

Visas can be applied for in either of the two ways outlined below:

(1) If you don't have a "Certifi cate of Eligibility for a status of residence"

The visa application needs to be submitted personally by the student intending to study in Japan at the Japanese Embassy or Consulate in

their home country. The time required to process this visa application will take longer than those with a Certifi cate of Eligibility.

(2) If you have a "Certifi cate of Eligibility"

Before applying for a visa, students intending to study in Japan or their proxies will apply for the "Certifi cate of Eligibility for a residence

status" and have it issued to them at a Regional Immigration Bureau in Japan. With this "Certifi cate of Eligibility", students will then

personally apply for visas at the Japanese Embassy or Consulate. Unlike visa application without the "Certifi cate of Eligibility", this

alternative requires shorter processing time.

4. Living in Japan

Tuition and fees

The average fee paid for the fi rst year (comprised of admission fees, tuition, facility and equipment usage

fees).

Tuition and fees in Japan are very competitive when compared with some other counties, as are the

tuition and fees exemptions and scholarships offered by the Japanese government and many higher

educational institutions.

Scholarships

Besides the scholarships provided by the Ministry of Education, Culture, Sports, Science and Technology, there are "Honors

Scholarships" for privately fi nanced international students provided by JASSO as previously mentioned, and scholarships provided by

local governments and private organizations. In addition, some universities have their own scholarships, and tuition and fees reduction

or exemption systems. However, the majority of scholarships in Japan only sponsor part of the student’s tuition and fees, and/or daily

expenses. There are very few scholarships offering full coverage of the student’s necessary expenses, and it is important to properly

budget the amount required for study in Japan and not to rely solely on scholarships. Drafting out a solid fi nancing plan including

self-funding is essential.

Accommodations

There are many types of accommodations for international students. One of them is private housing (assigned housing) operated by

JASSO and student housing operated by local governments and universities. About 86% of international students stay in private

housing. If you look for private housing, you can consult with your school’s international student offi ce or go directly to a real estate

agent in the area where you plan to stay.

Medical Insurance

International students (non-Japanese nationals) who plan to stay in Japan for more than one year must be enrolled in the "National

Health Insurance" scheme. You need to register at your nearest local city offi ce and pay the insurance premium. The premium varies

according to local councils and income. However, in most cases, it is estimated about ¥20,000 per year. Once registered with the

National Health Insurance, you will only pay 30% of any total medical bills. It is important to note that treatments that are not covered

by the insurance scheme have to be paid in full at your own expense. In addition, other types of insurance may be required for students

who conduct scientifi c experiments for their studies.

Employment opportunities after Graduation

Under the scheme of the "300,000 Foreign Students Plan", providing employment opportunities after graduation for international

students is an important issue. Therefore, JASSO publishes a recruitment booklet, "A Guide to Employment for overseas students"

and a network magazine, "Japan Alumni News", while holding seminars on employment issues. The Ministry of Health, Labour and

5. Contact information

The Information Center for International Education of JASSO offers information and advice to both international students considering

study in Japan and Japanese students considering study overseas. When selecting an institution as your study destination, it is

important to have not only your specifi c and detailed study/research plans but also as much information as possible for consideration.

The Center is located in Tokyo and Kobe with a lot of relevant resources including school catalogues, books and DVDs. The Center also

organizes Japan Education Fairs and Seminars both in Japan and abroad, while providing useful and unbiased information and handle
