Professional and Subprofessional Exams

There are two(2) types of Civil Service Examinations that may be taken to qualify for the different positions in government. The successful test taker will be prepared in answering the questions that are covered depending on the type of examination he/she wishes to

pass. At PROTECH, we provide review lessons and techniques that will help the test taker in greatly improving their potential to pass either of the exams.

Career Service Subprofessional

The candidate who wishes to pass the Subprofessional examinations is expected to successfully answer questions in the following subject matter:

 English and Filipino o Vocabulary o Grammar o Correct usage o Paragraph organization o Reading comprehension o Spelling  Clerical operations  Numerical reasoning

 General information on the following areas: o Philippine Constitution

Career Service Professional

The candidate who wishes to pass the Professional examinations is expected to successfully answer questions in the following subject matter:

 English and Filipino o Vocabulary o Grammar o Correct usage o Paragraph organization o Reading comprehension  Analogy logic  Numerical reasoning

 General information on the following areas: o Philippine Constitution

o Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713) o Peace and Human Rights Issues and Concepts

If you plan to take the Civil Service Exam, check this guide

first. It may help you pass the exam

The Civil Service Examination is essential for people who wants to enter in the government service. Passing the Civil Service exam and having a Career Service Professional and/or Subprofessional eligibility is your key to work and start your career in the government.

Before I share you the Civil Service Examination guide I took from a Civil Service Commission Regional Office, let me give you a brief description or

definition of what Career Service Professional and Career Service Subprofesional is. Believe me, there are thousands of applicants who doesn’t even know what these eligibilities are for, what’s the difference between Professional and

Subprofessional and more. College students are usually encourage by their parents to take the exam without giving them any idea at all.

Career Service Professional is equivalent to second level eligibility, thus passers of CS Professional examination can apply for a government position up to

second level position in the government. While, Career Service Subprofessional is equivalent to first level eligibility, thus passers of CS Subprofessional

examination can apply for first level positions in the government. If you want to know the vacant jobs in the government in your area, you may inquire to the nearest Civil Service Field Office.

This Civil Service Examination Guide is not a reviewer. Sorry guys. ^_^ But this guide will help you to be prepared for the Civil Service Examination. By the way, they actually gave this to examinees so that the examinees would be prepared and know what to do and what to bring during the examination.

Please keep the EXAMINEE NUMBER given to you during the exam. You will need it to access the result online.

Scope of Examinations:

Professional Civil Service Examination  Verbal – 40 items

Philippine Constitution, Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713), Peace and Human Rights Issues and Concepts, and Environment Management and Protection.

PASSING GRADE for Civil Service Examination

To pass the test, the examinee should get a grade of at least 80.00.

Those who have already passed the same or a comparable level of examination (i.e. licensure exams given by the Professional Regulation Commission, and the Bar examination) NEED NOT APPLY.

During the Civil Service Examination Day:

1. Bringing of firearms to the testing venue is STRICTLY PROHIBITED.

2. BE EARLY. You are advised to be in your assigned examination room by 6:30 am.

3. Bring your Application Receipt and the same original ID card, the photocopy of which was submitted during the filing of the application form. If you fail to present appropriate ID, you will not be allowed to take the test.

4. Only examinees who arrived at the testing center before 8:00 am are allowed to take the exam.

5. Before the test proper, you shall accomplish the Examinee Attendance Sheet , two (2) copies of the Picture Seat Plan and the Answer Sheet. Your examinee number is found on the Examinee Attendance Sheet.

6. Preliminary activities will start at 6:45 a.m. It is to your advantage if you are able to listen to the entire instructions for the examination. This makes you feel more confident in answering the test questions.

7. You are required to free yourself of any object other than the lead pencils, eraser, sharpener and blue ball pen to be used in the examination. Personal belongings shall be placed in an area inside the examination room designated for the purpose and to be announced by the Room Examiner. Calculators, dictionaries and any other reference materials are not allowed and shall be confiscated by the room examiner if brought & seen inside the examination room.

8. You are not allowed to leave the room once the test proper has started

except for compelling reasons. In such a case, you shall be escorted by the Test Administrator of the Commission.

9. Use lead pencil, preferably lead pencil no. 2, in blackening the box

corresponding to the number of your answer. BLACKEN FULLY THE BOX. Also make sure that you blacken only one answer for every item.

10. If you finish the examination earlier than the designated time, indicate the actual time you finished the test. Surrender to the Room Examiner your Test Booklet and Answer Sheet which shall be evidenced by a Form where you shall sign as proof of such surrender. Once this is done, you should leave the room. Failure to surrender the Test Booklet and Answer Sheet will result in the

cancellation of your examination and disqualification from taking Civil Service Examinations. For examinees who are still in the examination room within ten (10) minutes before the conclusion/end of the test, they are required to remain in their seats even after they have finished the test. The Test Administrator shall approach the examinee and collect the Test Booklets and Answer Sheets one by one from each remaining examinee. Loitering in areas where

examinations are being conducted is not allowed.

FAILURE TO COME ON THE SCHEDULED EXAMINATION DATE WOULD MEAN FORFEITURE OF EXAMINATION SLOT AND FEE. NO REQUEST FOR RE-SCHEDULING IS ALLOWED.

CIVIL SERVICE EXAMINATION RESULT

Results of the CSE-PPT are usually released from three to four months after the examination. The names of successful examinees shall be posted at the CSC website www.csc.gov.ph.

Passers shall be invited to the Certificate of Eligibility (COE) Awarding Ceremony at the CSC Regional Office. However, for those who fail to attend the awarding ceremony, releasing of Certificates is scheduled every Thursday at 3pm, except on holidays). Those who passed the examination must personally claim their Certificates of Eligibility upon presentation of required documents. On the other hand, those who failed the examination may secure a copy of their Report of Rating from the CSC website.

No Report of Rating shall be mailed to those who failed. To secure a copy of the Report of Rating, an examinee must key in his/her name, date of birth,

examinee number, examination date, and examination type. Thus, examinees are advised to safe keep or remember their examinee number until receipt of the examination result.

RECHECKING OF RESULT for CIVIL SERVICE EXAMINATION Request for rechecking of examination result SHALL NO LONGER BE

ENTERTAINED by the Commission pursuant to CSC Resolution No. 072342 dated December 12, 2007.

REPEATING CIVIL SERVICE EXAMINATIONS

Pursuant to CSC Resolution No. 1100300 dated March 1, 2011, there shall be no limit in taking the Career Service Examination however, taking the same level of examination (Professional or Subprofessional) either through Paper-and-Pencil Test (PPT) or Computer Assisted Test (CAT) shall be once in every three (3) months only.

In case a post-verification yields information contrary to what you declared, your examination application shall be disapproved and YOUR PAYMENT FORFEITED.

WARNING

Any form of cheating in any civil service examination shall be considered a violation of REPUBLIC ACT 9416, AN ACT DECLARING AS UNLAWFUL ANY FORM OF CHEATING IN CIVIL SERVICE EXAMINATIONS,

UNAUTHORIZED USE AND POSSESSION OF CIVIL SERVICE COMMISSION (CSC) EXAMINATION-RELATED MATERIALS, AND GRANTING THE CSC EXCLUSIVE JURISDICTION OVER THESE CASES

INCLUDING THOSE COMMITTED BY PRIVATE INDIVIDUALS and any person found guilty shall be administratively and criminally liable.

Those found ADMINISTRATIVELY LIABLE shall suffer the following penalties: For those in the government service, dismissal from the service with all the

accessory penalties of forfeiture of government benefits, cancellation of eligibility, bar from taking any government examination, and perpetual disqualification from re-entering government service. For private individuals, perpetual bar from entering government service and from taking any

government examination.

Those found CRIMINALLY LIABLE shall be meted out the penalty of

imprisonment of not less than six (6) years and one (1) day but not more than twelve (12) years and a fine of not less than Fifty Thousand Pesos (P50,000.00) with the appropriate accessory penalties.
