BOARD WORKER BEHAVIOR
2.1
Code of Ethics
a) On Election Day, you must be impartial and not express any personal opinions or opinions about any candidate or topic on the ballot. You cannot take sides on any issue or try to persuade anyone to vote a certain way.
b) If you do, you are in direct violation with Title 19 concerning “Electioneering” and will be dismissed as a poll worker and possibly charged with a crime of the third degree.
2.2 Etiquette
a) Treat each voter with courtesy, dignity, and respect. Every voter should leave the polling place
feeling positive about his or her experience.
b) Be polite, considerate, understanding of everyone.
c) District board workers must also extend these same courtesies to their fellow board workers. Any disagreements should be resolved in a calm manner. If board workers cannot resolve an issue among themselves, they should call the County Board of Elections.
d) Under no circumstances should any disagreement escalate into a loud and heated argument. While we all know Election Day is long, maintaining one’s patience will go a long way toward ensuring a smooth election.
2.3 Voter Assistance
a) Inform illiterate, physically disabled or blind voter that they have a right to assistance. The person assisting them may enter into the voting booth with them as long as a disability certificate for the voter has been completed.
b) Speak in Spanish to Spanish language voters who are not able to speak in English, or assist the voter to find a board worker who can process the voter in Spanish. If unable to locate a board worker to assist the voter in Spanish, locate a bilingual voter or use a telephone to obtain translation or Spanish language assistance for the voter.
c) In the event I and another board worker of the opposite party are assisting a limited English language voter to cast a ballot, a disability certificate will be completed; read the entire ballot, including the names of the candidates. When providing assistance, I will show the voter how to cast the ballot for the candidate whom the voter requests.
d) In the event I am assisting alone a limited English language speaking voter to cast a ballot, a disability certificate will be completed; I will read the entire ballot, including the names of all candidates. When providing assistance, I will show the voter how to cast the ballot for the candidate whom the voter requests.

FREQUENTLY ASKED QUESTIONS
1. How do I know where I’m working?
o An assignment letter will be mailed to you indicating the Name, Location, Address and Ward/District of where you are working. You must bring this assignment letter with you on Election Day.
2. How often must I attend board worker training?
o Once every two years or when new voting procedures or new technology is introduced. 3. What if I did not receive my assignment letter?
o Call the Board of Elections. o You may not be assigned to work.
o If you are not assigned to work, you cannot work and will not be paid.
o If you are assigned to work, arrangements will be made with you to receive your assignment letter.
4. If my polling site is not opened in the morning when I arrive, what do I do? o Call your Municipal Clerk.
5. If I don’t have the proper number of board workers, what do I do? o Call your Municipal Clerk and continue to open the polls. 6. Breaks and Lunch.
o You get a total of 1 hour for a break. You may take a ½ hour in the morning and a ½ hour in the afternoon or take the break all at one time. The time you go on break must be worked out with the other board workers. You must be considerate of your coworkers.
o A majority of workers must always be present and working in your district. o Bilingual workers must not go on break at the same time.
o All breaks must be finished before 5:00 pm. o No other breaks are allowed.
7. How do I vote?
o If you are not assigned to work at your registered voting district, you must travel to your correct registered voting district during your break time or vote by Mail-In Ballot. Do not vote by Provisional Ballot at the location you are assigned.
8. When do I get paid?
o Your check will be mailed to you after the Election.
9. What if I get sick or cannot work on Election Day?
o You must call the Board of Elections as soon as possible. “Do not” call anyone else.
o Or you may email [email protected]
10. How do the supplies get to where I am assigned at the beginning of the Election and brought back to the Municipal Clerk at the end of the night?
o A board worker from your district will be contacted before Election Day to pick up and or bring the supplies back at the end of the night to the Municipal Clerk on Election Day.

SETTING UP THE POLLING SITE

2. All Board Workers must complete the Board Worker Pay Sheet honestly and accurately.
3. All Board Workers must sign the Certification located in front of the A-K registration book.
4. Hang the U.S. flag at the outside entrance to the polling site. (Stars are always in the upper left
corner)
5. Display all the signs.
6. Set up the privacy screen.
7. Make sure the table where the challengers are to be seated is away from and not connected to your
board worker table. (See above diagram)
8. If you have a Mail- In ballot Voter List, look up the names in the registration book and place an
“M” by the name in the Registration Book.
9. Vote Tally Sheet. Board Workers write the Voting Machine Serial Numbers on the Tally Sheet.
Every two hours starting at 8:00 am, the Voting Machine Vote Count and total number of used Provisional Ballots must be written on the Tally Sheet in the spaces provides. Sample on Page 34 Tape The Vote Tally Sheet to the bottom of the Voting Rights Poster. It must be displayed there for the entire Election.
4.3
Set up both Voting Machines
1. Get the voting machine keys from the Tan Machine Key Envelope in the maroon supply bag. 2. Get the two voting machines that are labeled for your district and move them to the proper
location.
3. Use the following OPEN VOTING MACHINE INSTRUCTIONS on the following page to open and turn on the voting machines so they are ready for the Election. You must have both
voting machines opened and ready at the start of the Election.

SECTION 5:
OPEN VOTING MACHINE INSTRUCTIONS
1. Position the voting machine in the proper location. Keep in mind the power cord should not run across the floor where someone can trip on it.
2. Lock the wheels by pressing the black wheel lever down.
3. Pull the front case of the machine up. Then pull the red latch to release and lean it on the back unit. 4. Cut the seal on the front of the machine and place it in the supple bag. If the seal is not there or
broken call the Superintendent of Elections.
5. Get the Voting Machine keys from the Tan Key envelope located in the supply bag. 6. Use the yellow key to unlock the front case.
7. Open and connect the front case.
8. Take the curtain out of the curtain tube and install it onto the machine and close the curtain tube. 9. Use the yellow key to unlock the back case. Remove the key in the open position.
10. Remove the poll worker panel from inside the machine and place it on the side of the machine. 11. Remove the audio kit from inside of the machine and lay it on top of the back of the machine. 12. Remove the emergency ballot box and hang it on the outside of the door. Only the Non-Audio
Machine will have an emergency ballot box. 13. Plug the electrical cord into a wall outlet.
14. Turn the red on/off knob to the “ON” position and wait for the poll worker panel to read “Ready
to open polls”. The number above the green activate button should be zero.
15. Go to the back of the machine and insert the silver key into the “open/close polls” key hole and turn the silver key to the open position. The open polls statement of canvass zero tape will start to print. Keep the key in the open position and remove it.
16. When the tape is finished printing, carefully tear the tape off the machine.
17. Verify all totals are zero and all office and candidate information on the machine ballot, sample ballot are the same as the open polls statement you just printed.
18. All board workers must sign the open polls statement of canvass tape.
19. Place the open polls statement of canvass tape in the bubble bag and leave it in the machine. 20. Fill out the Tan Key Envelope and keep it in your supply bag.
21. Use the yellow key to lock the back of the machine. Place the keys in the supply bag.
22. Both machines must be properly opened before the start of the election and used during the election.

SECTION 6:
PROCESSING THE VOTER
6.1
Standard Procedure to Process Voters (Non Primary)
1. Ask the voter to state his or her full name and address. The board worker must announce the name and address of the voter loudly enough so the challengers can hear it.
2. The board worker shall locate the voters name and address in the poll book. 3. The voter shall sign their name next to the X ____________in the signature box.
4. The board worker shall compare the voter’s signature to the signature in the poll book for verification.
5. Upon being satisfied that the signatures are that of the voter, the board worker shall initial where it says Sig Comp By _________ in the poll book next to the voter’s signature.
6. The voter’s name must be printed on the voting authority slip and the voter must sign their name on the voting authority slip.
7. The board worker records the voting authority ballot number in the poll book where it says Ballot
No ______. The side portion is then detached and given to the voter. The voter is to present the slip
to the board worker in charge of the voting machine before entering the voting machine to vote. 8. The board worker working the voting machine accepts the voting authority slip from the voter and
places it on the string. The board worker then activates the machine for voting.
9. Only one voter at a time shall be permitted in the voting machine. The voter’s dependent child may accompany the voter into the voting machine.
10. The Certificate for Disability must be completed by the Board Worker for a voter who qualifies for disability assistance. Only then may a voter be accompanied into the voting machine by an assistor of their choice.
11. Each voter is allowed to vote only once. When a voter completes casting his or her vote in the voting machine, he or she is not permitted to re-enter the voting machine.
12. A voter is permitted to take his or her own “Official Sample Ballot” into the voting machine or voting area, provided that the voter does not use the Sample Ballot to electioneer or cause any improper display of the ballot while waiting to vote. The ballot is for the voter’s reference only.

6.4
Processing Voters – Primary Election
1. Voter must vote the party designated in the small box to the right of the address, Dem or Rep. 2. If the voter’s party box is empty, the voter must declare a party to you, the board worker. There are
only two choices; Democrat or Republican.
3. If the voter declares Democrat write Dem in the party box. If the voter declares Republican write
Rep in the party box.
4. When issuing the voting authority slip to the voter, issue a pink slip to a Democrat and a blue slip to a blue slip to a Republican.
5. The voter will give the voting authority slip to the board worker at the voting machine before entering to vote.
6. (Very Important) The board worker working the voting machine receives the voting authority slip, places it on a wire or string and sets the machine by pressing Dem or Rep on the board worker panel. Next the board worker presses the Green Activate button on the board worker panel.

6.5
Primary Election Machine Activation
1. Poll Worker Panel will read “Voter Inactive”
2. Accept the Voting Authority Slip and place it on the string.
3. Press the appropriate “Democrat or Republican” button for the voter’s party style. 4. The Poll Worker Panel will display the name of the party selected.
5. Press the Green Activate button on the Poll Worker Panel. The Poll Worker Panel will sound a beep.
a. The display on the Poll Worker Panel will read “VOTER ACTIVE” b. The light in the voting machine will turn on.
c. When the voter casts their vote the light inside the voting machine will turn off and you will hear a beep.
6.6
General, Municipal and School Election Machine Activation
1. Poll Worker Panel will read “Voter Inactive”
2. Accept the Voting Authority Slip and place it on the string.
3. Press the Green Activate button on the Poll Worker Panel then you will hear a beep. a. The display on the Poll Worker Panel will read: “Voter Active”
b. The light in the voting machine will turn on.
c. When the voter casts their vote the light inside the voting machine will turn off and you will hear the beep.
6.7
Blind Voter Audio Activation
1. Accept the Voting Authority Slip
2. On the Operator Panel, press the YELLOW Test button. The Operator Panel displays “Return to Voter Inactive” with Next and Start.
3. Press the YELLOW Test button again. The Operator Panel displays Enable Audio Voting with Next and Start arrows.
4. Press the Green Activate button to select Start. The Operator Panel will display a message that audio is being loaded, and then displays the message Voter Inactive Audio Mode.

SECTION 7:
PROBLEMS WHILE PROCCESSING THE VOTER
1. If the voters name cannot be found see Voter Name Not in Poll Book section 7.1 page 15 2. If Mail-In Ballot is in the signature box issue a Provisional Ballot section 7.2 page 15. 3. If ID Required is in the signature box see ID Required section 7.3 page 16.

7.1
Voters Name is not in the Poll Registration Book
1. Carefully check the poll book as the name may have been incorrectly typed, misspelled or is out of order in the book.
2. Ask the voter to repeat his or her address, and refer to the County Street Guide which has been provided to determine if the voter is in the correct polling place.
3. If the voter is in the right polling place, but the name is not in the book, the voter can vote by
Provisional ballot.
4. If the voters address is NOT within your Election district, the voter has the option to vote by
Provisional ballot or refer to the county street guide to determine the correct district in order to
direct the voter to the correct polling location.
5. Remember, if a voters name is not in the poll book the voter cannot vote in the voting machine. They can only vote Provisional ballot.
7.2
Mail-In Ballot Voter
Give the voter a Provisional Ballot if
1. MAIL-IN BALLOT is printed in the signature box the voter cannot vote on the voting machine. 2. The board worker wrote an “M” next to the name because the voter was on the Mail-In Ballot voter list.
The voter is also a MAIL-IN BALLOT voter and cannot vote on the voting machine.
3. A voter arrives at the polling place with their Mail-In Ballot, the board worker cannot accept it. The voter cannot vote on the voting machine. The voter can bring the ballot to the Board of Elections office before the end of the Election to be counted or the voter can vote by Provisional Ballot.

1. If ID REQUIRED is printed in the he voter signature box, the voter must show one form of identification before signing the poll book and then will be permitted to vote on the machine. 2. Acceptable forms of ID are as follows but not limited to. The ID must be valid and current.

3. If the voter shows an acceptable ID, the board worker will check “YES” in the poll book where it says “Saw ID”. The voter then signs the poll book and the voting authority slip and then votes in the machine.
4. If the voter does not have the proper ID, the board worker will check “NO” in the poll book where it says “Saw ID” and issue a Provisional ballot. The voter does not vote in the machine.
7.3.1 Need Current Signature
If the voter’s signature is missing from the poll book, “Need Current Signature” will be marked in the sample signature block. The voter whose signature is missing cannot vote in the voting machine. The voter can vote only by Provisional Ballot.

7.4
Affirm Address
1. If the voter signature box says AFFIRM ADDRESS, always have the voter complete the Affirmation of Residency Affidavit in front of the poll book.
2. If the address the voter writes on the Affirmation of Residency is the same as in the poll book the voter can vote on the voting machine.
3. If the voter indicates that he or she has moved, but still resides within the Election district, the district board member must ask the voter to complete the affirmation form and it will be used by the county to record the change of address. The voter votes in the voting machine.
4. If the voter indicates that he or she has moved to another Election district within the county, the district board member should direct the voter to his or her new polling place where the voter will vote only by Provisional ballot.
5. If the voter indicates that he or she has moved outside of the county after the close of registration less than 21 days before the Election, and therefore could not register in the new county in time to vote in this Election, the voter may vote on the voting machine.
6. If the voter indicates that he or she has moved outside the county more than 30 days before the Election, the voter may not vote in this county. Voter was required to register to vote in new county.

SECTION 8:
PROVISIONAL BALLOTS
8.1
Definition
Provisional ballots are paper ballots that are given to a person in the polling place if there is any question regarding his or her right to vote. They are located in the Orange Nylon Bag. The Orange Nylon Bag stays sealed until you have your first provisional ballot voter. A voter cannot sign the poll book, should not be issued a voting authority slip or vote on the voting machine when given a Provisional Ballot.
8.2 Voters who must vote by Provisional Ballot
1. Name does not appear in the poll book.
2. Has ID REQUIRED stamped in the signature box in the poll book and has no ID. 3. Has MAIL-IN BALLOT stamped in the signature box in the poll book.
4. Voter has AFFIRM ADDRESS stamped in the signature box in the poll book and cannot properly affirm their address.
5. NEED CURRENT SIGNATURE
8.3
How to use Provisional Ballots
1. Retrieve the orange nylon bag containing the Provisional ballots.
2. Remove the inventory sheet from the clear plastic window on the orange bag. 3. Remove the orange seal by the zipper and unzip the bag and place the seal inside.
4. Count the number of Provisional ballots and envelopes and record the count onto the inventory sheet.
5. Put the inventory sheet back inside the clear plastic window on the orange bag and place the Provisional ballots and envelopes back into the orange bag.
6. Give the voter one Provisional ballot and one Affirmation envelope. 7. Instruct the voter to go behind the privacy screen to do the following:
a) Fill out, sign and date the affirmation
b) Vote on the ballot and then put only the ballot into the envelope c) Seal the envelope with only the ballot inside the envelope
d) Give the sealed envelope with the affirmation attached outside the envelope back to the board worker.
8. The board worker will review the affirmation to insure it is signed, dated and includes the date of
birth and is filled out properly.
9. The board worker will then place the sealed envelope with the affirmation attached outside and
the ballot inside into the orange bag.
8.4
If a voter tears off the affirmation statement from the envelope
1. You must tape the affirmation and ballot envelope together. 2. You must write spoiled on the affirmation and envelope.
3. Put the spoiled ballot envelope with tapped affirmation into the orange bag. 4. Give the voter a new ballot and affirmation/ envelope to vote.

If a voter seals both the affirmation and ballot inside the envelope
1. Write spoiled on the envelope and put it in the orange bag. 2. Give the voter a new ballot and affirmation/ envelope to vote.

SECTION 9: VOTERS WHO NEED ASSISTANCE
1. Voters are allowed to have someone of their choice in the voting machine to assist them if the voter is:
a. Blind
b. Physically disabled c. Illiterate (unable to read)
2. The Disability Certificate is located in the front of the poll book. The certificate must always be completed by the board worker before the voter gets assistance.
3. The voter may bring one assister with them or if the voter is alone and entitled assistance, the voter may choose two board workers of the opposite political parties or may choose one board worker to assist them.
4. Board workers must fill out the disability certificate before the voter and the person assisting go into the machine. ( See sample certificate below)
5. A voter is only allowed assistance for the reason listed above. No other reasons. 6. Make sure the name of the assistor or board workers assisting is on the certificate. 7. When the certificate is fully completed process the voter correctly.

SECTION 10: CHALLENGERS
10.1 Who can be a Challenger
1. Candidates whose name is on the ballot and board workers are automatically Challengers 2. Candidates supply the Board of Elections with two names for every district.
3. The names are reviewed and then the individuals are given Official Challenger Certificates and badges by the Board of Elections.
4. Every Challenger must show their badge to the board workers.
5. Every Challenger must submit their certificate to the board worker for safe keeping. It will be given back to the Challenger if the Challenger leaves the polling site.
6. Only people with Official Challenger Certificates and Badges are Challengers.
10.2 How many Challengers are allowed in the polling district at a time
1. Only one Challenger per candidate is allowed in the polling district at a time. 2. If the Candidate and their Challenger are present, one must leave the district.
10.3 Reason for a challenge (Personal knowledge of one of the following)
1. Voter is under 18 years of age.
2. Voter is not a citizen of the United States.
3. Voter is serving a sentence, on parole or probation after conviction of an indictable offense. 4. Voter does not reside within the election district.
5. Voter has moved out of county more than 30 days before Election Day.
10.4 Challenge Procedure (Must be followed)
1. The Challenger must state to the board worker the reason for the challenge.
2. The board worker then gives the challenger the Challengers Affidavit to be completed and signed by the Challenger.
3. Read to the voter the information for Challenged voters. 4. The voter must complete the Challenged Voter Affidavit. 5. Board workers complete the Board Workers Affidavit. 6. All affidavits must be completed.
7. Board workers vote and if it’s a tie- Voter Votes
8. If a majority of the board workers vote in favor of the voter- Voter Votes
9. If a majority of the board workers vote in favor of the challenge- Voter does not vote. Give the
voter a copy of all affidavits and inform the voter they can see a Superior Court Judge located at 401 Grand Street in Paterson before the close of the Election.
10.5 Challengers Cannot
1. Cannot speak to the voters
2. Cannot sit with board workers at the registration table or touch any Election materials. 3. Cannot go to the voting machine.
4. Cannot challenge a voter directly (only the board workers can ask the voter questions) 5. Cannot wear any campaign buttons, signs, campaign clothing or name tags.

SECTION 11: EMERGENCY BALLOTS
11.1 Definition
Emergency Ballots are paper ballots which are only used when given permission to do so by the
Superintendent of Elections because of a voting machine malfunction. If your voting machine
malfunctions the Judge at your table should call the Superintendent of Elections office at (973) 881-4996. Once you have contacted them they may authorize you to use the emergency ballots if necessary. If permission has been granted the board workers must take these steps in the following order:
11.2
Emergency Ballot Procedure
1. Break the numbered seal.
2. Empty the Emergency Ballot Box containing the ballots, envelopes, one white and one red numbered seals, emergency tally sheet.
3. Close the Emergency Ballot Box and secure it with the white numbered seal. 4. Place the original numbered seal that you just removed into the key envelope.
5. Record on the “Emergency Ballot Tally Sheet” the time the machine malfunctioned and the number of the last voting authority slip used when the machine was working.
6. Place the Emergency Ballots and the Emergency Ballot Envelopes on a table next to the voting machine.
7. Have the voter sign the Poll Book and issue a voting authority slip (keep separate from machine
authority slip)
8. Have the voter take the voting authority slip to the board worker in charge of Emergency Ballots. 9. Take the voting authority slip from the voter and hand him/her an Emergency Ballot and one
envelope.
10. Direct the voter to the privacy area.
11. If the voter spoils the ballot, he/she shall receive a second ballot. The board worker marks
“SPOILED” on the emergency ballot envelope that contains the spoiled ballots and places it in the Ballot Box.
12. It is against the law to allow the ballot to be voted outside the privacy area. Do not give the next voter a ballot until the privacy area is empty.
13. The voter puts the voted ballot into the envelope, seals it and hands it to the board worker in charge of the Ballot Box. The board worker will then place the ballot in the Ballot Box. ( Only a board
worker can place ballots in the Ballot Box)
14. When the machine has been repaired or replaced, resume voting on the machine. Secure the unused paper ballots and ballot envelopes with your supplies.
15. You must record the voting authority number of the last voter to use an Emergency Ballot on the “Emergency Ballot Tally Sheet”.
16. If the voting machine fails to operate on more than one occasion during a single Election, contact the Superintendent of Elections and proceed from #5 above.
11.2 Counting Emergency Ballots (End of Night)
1. Remove the white seal and open the Ballot Box.
2. The Judge removes the ballots one at a time. While the ballot is still in the hands of the Judge, he/she will read the votes cast on the ballot. In plain view the Inspector will look at the ballot to make sure it was read correctly. If you remove an envelope marked “SPOILED” temporarily set it aside.
3. A board worker will tally the results of the Emergency Ballots on the Emergency Ballot Statement of canvass as the Judge reads them.
4. Before taking the next ballot from the Ballot Box, the Judge shall return the ballot that was just read to its envelope and hand it to the Inspector. Each envelope is numbered and strung in numerical order, for example “1, 2, 3, etc”.
5. The board worker shall tally all votes cast by Emergency Ballot on the tally sheet. When the vote tally is complete, all board workers shall sign this tally sheet. One copy of the tally sheet is returned to the Emergency Ballot Box and the other two are returned with your election supplies to the Municipal Clerk.
6. When all the ballots are counted, place the machine copy tally sheet and all Emergency Ballots (voted, unused, and “SPOILED”) in the Emergency Ballot Box and immediately secure it with the red numbered seal.
7. Place the other two tally sheets into the bubble bag.

SECTION 12: POLLING PLACE CONDUCT
12.1 Campaigning, Electioneering, or Loitering is not allowed
1. In the polling place
2. Within 100 feet of the outside entrance to the polling site
3. Campaign buttons, party insignia and campaign literature of any kind are prohibited.
4. Party workers who drive voters to the polls must be registered as an official challenger in order to enter the polling place during the day.
12.2
Who may be present in the Polling Site
1. Board Workers
2. Master Board Workers
3. Voters who vote in the district and when finished voting they must leave.
4. Legal Challengers ( those with proper Certificate and Badge issued by the Board of Elections)
5. Candidates whose name appears on the ballot. (Can only act as Challengers; sit at the Challenger table not campaign or speak to the voters. A Candidates driver or his /her staff are not allowed inside the polling district.)
6. Members of the County Board of Elections or their representatives. 7. Superintendent of Elections or their representatives.
8. Municipal Clerk 9. Police/ State Troopers
10. Voting machine mechanics (when necessary)
11. Minor children while the parent or guardian is voting
12.3
Examples of who is not allowed in the Polling Site
1. Newspaper reporters 2. Newspaper photographers
3. Elected officials who are not on the ballot 4. Campaign staff without challenger credentials
12.4
Signature Page Signed in Error
When a voters signature page is signed in error, draw a single line through the name. Do not remove it or erase it. When the correct voter appears to vote, have such voter sign his or her name above the incorrect signature. Make a note on the board worker notes in the front of the A to K poll book.
12.5 Name Change
If the voter indicates that his/her name has been changed due to marriage, divorce or court order, the voter may vote by signing their former and present name on X__________ in the signature box.
12.6 Board Worker Notes
There is a board worker notes page in front of the poll book to be used by the board workers for any notations or messages they wish to send back to the Board of Elections. Do not make any notations on the voter’s signature page or deface the book in anyway. Reasons for board worker notes may be: (Issued Provisional Ballot because-Voided ballot. All notations should be placed on the Board Worker Notes Page.
12.7 Sample Ballot
A voter is permitted to take his/her own “OFFICIAL SAMPLE BALLOT” into the polling place and in the machine. The voter cannot electioneer with it or display of the ballot in an electioneering way while waiting to vote. The ballot is for the voter’s reference only. It is not mandatory for the voter to bring their sample ballot.
12.8 Voter Complaint
If a voter wishes to complain please provide the voter with a voter complaint form and return with supplies.
12.9 Police Powers of the District Board Members
1. Are empowered to preserve the peace and maintain order in the polling site at all times
2. Invested and charged with all the power and duties of constables while the Election is in progress 3. If deemed necessary, any two board workers may request in writing to their police department the
assistance of one or more officers to assist in maintaining order.
SECTION 13: MASTER BOARD WORKERS
1. Are board workers who have received additional training 2. They travel to assigned districts during Election Day 3. They assist and supervise board workers
SECTION 14: CLOSING THE POLLS
The end of the night is a public event (after the polls are closed). People do not need Challenger Badges or Certificates to be present. They should not cause any disturbances or interfere with your closing
procedures. They are there to hear you announce the final vote. Use the Closing Polls Procedures shown on the following page. It has been designed to help the board workers properly close down the polling location at the end of the Election.

14.1 Closing Polls Procedures
1. At 8:00 p.m. announce that the polls are now closed.
2. Bring in the U.S Flag. Fold it properly and place it in its box then in the supply bag. 3. Process all voters who arrived inside the voting location before the close of Election. 4. Open back door of the voting machine and complete the outside of the Tan Key Envelope. 5. Close down both voting machines.
6. If Provisional Ballots were used, do the following:
a) Count the contents of the Orange Provisional Ballot bag and complete the Provisional Ballot Inventory form in full.
b) Place the Provisional Ballot Inventory form inside the Orange Provisional Ballot bag c) Seal the Orange Provisional Ballot Bag with the Red Seal.
d) Place the Orange Provisional Ballot Bag inside the supply bag. 7. If Emergency Ballots were used
a) Follow the end of the night instructions for counting emergency ballots. (pg. 28)
8. Announce the vote. It is Mandatory that you read the final vote tally from the close polls tape to all that are present. (Include emergency ballot totals if used)
9. Pack the following items into the Maroon supply bag. a) Tan Key Envelope with Voting Machine Keys inside b) Vote Tally Sheet
c) Signs and privacy screen
d) Poll books and voting authority slips
e) Orange Provisional Ballot bag sealed with Red Seal and completed inventory form inside f) Pens, tape and any leftover items etc.
g) Keys for the voting machines (Place in small tan envelope) h) Cell phone if provided
i) 2 bubble bags (1 bubble bag for each voting machine) containing the following: a) 1 signed opening polls statement of canvass tapes
b) 2 signed close polls statement of canvass tapes c) 1 memory pack
d) 1 memory pack seal
e) 2 emergency ballot statement of canvass sheets (only if used) 10. All board workers sign the pay slip and place it in the supply bag.
SECTION 15: CLOSE VOTING MACHINE INSTRUCTIONS
1. Open the back door with the yellow key. Remove the key in the open position.
2. At the end of the night write the Protective and Public counter numbers on the Tan Key
Envelope.
3. Insert silver key into the “open/close polls” slot. 4. Turn the key to the close position and remove the key. 5. One close polls statement of canvass tape will start to print.
6. Remove the curtain from the front of the machine, roll it up and place it into the curtain tube. 7. Close down the front case and lock it with the yellow key.
8. Bring the machine to the transport position by pulling the red latch. 9. After the printing stops, tear off the close polls statement of canvass tape.
10. Print one additional close polls statement of canvass tape by pressing the Purple Print More
Button.
11. Do not forget, all board workers must sign the two close polls statement of canvass tapes on signature line provided. Place the two tapes into the bubble bag.
12. Remove the memory cartridge seal and place it in the bubble bag. Remove the memory cartridge by pressing down the silver button on top of the memory cartridge and place it into the bubble bag.
13. Turn the red on/off knob to the off position.
14. Remove the poll worker panel, audio kit and emergency ballot box and place it inside the machine in their proper location.
15. Unplug power cord and retract it.
16. Close and lock the back door of the machine using the yellow key. 17. Place the keys in the Tan Key Envelope and put in the supply bag.
18. Unlock the wheels and roll the machine to where it was at the beginning of the day. 19. Both machines must be properly closed.
