Call To Order

The meeting began at 5:00 PM. Commissioners Cindy Meadows, Bill Imfeld, Bill Chapman, Vice Chair Cecilia Jones, and Chairman Sara Comander were present. Also present were Larry Jones and Stan Sunday from Administration, and Mark Davis and Sidney Noyes from Legal.

Purpose of Meeting

Cliff Knauer of Preble Rish made the presentation. The facility was designed for 28 foot trailer with a full size truck like an F250. The height clearance was originally 13.5 feet under the pile caps but the exit route was changed recently to 17 feet clearance. There are 17 boat and trailer spaces and 72 regular vehicle spaces. There is a 400 foot pier on the east side of the park. It will be parallel to the new bridge.

All gazebos will be on land. (Previous renderings had them in the water.) Now there is a 20x20 gazebo on a fishing pier half way out. Commissioner Chapman asked if the changes to the fishing pier were part of Skanska's contract work on the bridge, and if they were too far along on the project to make any significant structural changes to the facility. Mr. Knauer said yes, what's there is already set, but one thing they could add are more parking spaces on the south end of the project. There are three spans of about a hundred feet each. Commissioner Chapman asked a question about putting a children's park near the restroom. Mr. Knauer agreed that they talked about it, but when considering the number of cars, trucks, and boats

maneuvering there, it wouldn't be a good idea. Commissioner Imfeld asked if the children's play area could be built in the south end that hasn't been developed yet. Possibly with a fence around it.

Commissioner Meadows asked about railings on the side where people walk by the water. Mr. Knauer said that some people would want access to the riprap to fish from.

Commissioner Comander asked if people would be able to swim. Commissioner Meadows suggested a roped off area away from the boats for swimming. Commissioner Imfeld suggested maybe an area on the south end for swimming if there was a beach area. Mr. Knauer said that riprap was going to be all around, and the water was about three-four feet deep past the riprap.

Mr. Knauer explained that there would be a multi-use bike path from Chat Holley Road going north into the park.

Commissioner Imfeld said that the south end seemed to have plenty of buildable space.

Mr. Knauer explained there is some sandy beach on the

south/southwest area. There will be a continuous sidewalk/bike path/ on the west side of the bridge from Chat Holley until it goes under the bridge to the park.

Commissioner Imfeld: Could there facilities for a seniors in that south area? Would that be doable, practical?

Commissioner Chapman asked about the old roadbed from the north side of the bridge. It looked like there was a lot of space between the northbound and southbound lanes that goes to the water could be enhanced. That could be used for additional space. How can that be accessed? Mr. Knauer pointed out that it would be difficult to get in there.

Commissioner Comander suggested parking for a beach shuttle could be there. Commissioner Meadows said that there would always be a need for recreational buildings (to have activities in, to go in if it's raining or hot, etc.), so it would be nice to put one somewhere. Commissioner Comander said to put a pavilion in like at Wee Care Park, with picnic tables and grills.

Commissioner Meadows asked if it is going to be noisy under there? Mr. Knauer replied he didn't expect it will, it's pretty open. It hasn't been noisy during construction.

Mr. Knauer reported that the pilings and the old bridge are covered in graffiti, which looks horrible. They tried spraying epoxy paint on it. Commissioner Meadows asked how do you keep people from spraying graffiti on the new bridge? Are you going to have cameras? Commissioner Comander commented very much so. That needs to be added to the list.

Mr. Knauer reported that it's going to be lit up all throughout the park. Commissioner Meadows asked all night? Mr. Knauer answered that you control the power. Commissioner Meadows said there needs to be security cameras for sure. Mr. Knauer agreed and said especially when you start having issues with vagrants.

Commissioner Meadows asked if there is a prohibition on overnight parking, camping? Mr. Knauer reported that DOT and Skanska have no plans for signage yet, but you may want to get together a list of prohibitions.

Commissioner Chapman said if I'm correct, that'll become a county park, and there is a county ordinance prohibiting overnight camping. So I don't see why we couldn't put up the signage and ask the Sheriff to enforce it.

Commissioner Meadows asked so do the bathrooms have showers or just restrooms? Mr. Knauer replied that they do not currently have showers, but you could add them very easily.

Commissioner Meadows said you could have some outdoor showers. Mr. Knauer commented that wash down facilities for boats is another idea you might consider.

Commissioner Meadows asked are you going to have a launch for a canoe, kayak or Yolo board? Mr. Knauer replied that that you would have to launch at the boat ramp; there are no special facilities for a canoe or kayak, but that would be easy to install.

Commissioner Chapman asked do we try to amend the Skanska contract to complete this, or do we wait until Skanska finishes and then work it out with DOT? Mr. Knauer reported that there's still plenty of time to add stuff to their contract.

February 2017 is still the anticipated completion date.

Commissioner Meadows asked how many restrooms? Mr. Knauer reported that there would be one building with several restroom stalls. It would be designed similarly to current TDC beach access restroom facilities. The Van Ness Butler access has similar facilities.

No stormwater treatment there currently.

DOT did not specify what the funds are to be spent on. Mark Davis clarified that the funds are to be spent between the two shores. Commissioner Meadows asked if there were electricity outlets? Mr. Knauer said no, not right now. Are there more water spigots? Mr. Knauer reported that the only water spigot is at the lift station. Commissioner Meadows also asked if wifi could be available. Mr. Knauer mentioned that a server could be set up. Cox Cable might be able to set it up.

Commissioner Meadows asked if someone could park their boat overnight. Mr. Knauer replied that not a lot of moorings. There's rock all the way around. It might not be able to tie up a boat.

Mr. Kellenberger pointed out that at Hogtown Bayou nobody was allowed to dock overnight. They could park out in the water and come in. Code Enforcement would enforce that.

Commissioner Imfeld wanted to have a very nice facility that people would like to visit.

This area will be fully landscaped and irrigated.

Commissioner Meadows asked if a beach area could be created. Mr. Knauer said that it can be done if they got permits. He suggested that on the south end, the east area might be ideal, which is the shallowest part of park. There might be issues with the Choctawhatchee

sturgeon, a protected species. Dump and fill might be hard to do. Trex board decks, stainless steel handrails like Miramar Beach access. Fishing pier has aluminum handrails.

Mr. Danny Copeland has been here most of his life. This project was missing ability to park off the road to throw castnets on the southwest area. There is a beach on the northwest side, always known as the Swimming Beach. Just north of that, there is a protected boat slip next to it. North of that, is the Bay Grove store area. Plenty of palm trees, could add rock for parking, space for restrooms. No need for kiddie park, because this was where people have been bringing their kids to swim since before we were born. Picnic tables were not coming back according to FDOT.

Skanska about west side of southbound lane. No plans for a guardrail from north end of Bayfield to old Clyde Wells bridge. They're doing some realignment. The property there is $825,000 for 2.14 acres. Legal may look into this, but there may be funds available through RESTORE and/or Triumph to purchase that if we cannot use the excess bridge funds.

Larry Jones report that at the last board meeting you asked us to review parcel on east side of bridge. Ordering that in the next couple of days. Also gave us direction to look at west side. We will look at opportunities there for bridge funds.

Mr. Copeland said the main use at night would be for floundering. Lots of freshwater coming in.

Alternative Ideas for North End of Bridge

Mr. Kellenberger suggested that the county investigate both sides of the north end properties for boat ramps.

Mr. Chapman asked if you want to go into the park, do you have to go south, make U-turn at Chat Holley Road. Wondered how many wrecks you will have there.

Mr. Knauer explained that in order to reach the park from the north, you'd have to make U-turn at Chat Holley to go into the park. To leave to go back north, make U-turn at Chat Holley and go north onto the bridge. About the property Brian was talking about, there's a pretty good channel that would be easy to get a maintenance dredge permit. Leigh Moore asked that the county make the sides of the bridge more attractive.

Highway 331 Landscaping

Lush landscaping. Boulders were not popular, nor was the gravel. Possibly eliminate rocks and have sod.

Commissioner Comander: Oaks and pines. Keep in mind these shed leaves. If we're not careful, we'll have leaves piling up.

Leigh Moore: The DOT chose design for safety reasons. Scenic Corridor Association wanted to see other species represented. Based on no irrigation, ultra low maintenance. Live oaks and cypress trees would be nice. Magnolias would be mainenance nightmare. Use of palms should be minimal. We want to see mueli grass, saw

Lantana and dwarf blueberry are very pretty.

Mr. Knauer: 15 foot Little gem magnolias do not shed leaves. It is a hybrid. But the big gem magnolias do shed a lot.

Brown back trees are about 40 feet tall. The DOT has a list of trees they allow. Crepe myrtles.

Mr. Tusa: Do we want to go back to FDOT with our preferences and have them redesign plans?.

Stan Sunday: The county sent information from the last BCC meeting. Commissioner Comander: We will wait until after the next workshop on Monday.

Mr. Jones will bring back a report on workshops at next board meeting.
