CORONAVIRUS DISEASE (COVID-19) ADVISORY AND MEETING PROCEDURE Under the Governor’s Executive Order N-29-20, this meeting may utilize teleconferencing. As a precaution to protect the health and safety of staff, officials, and the general public. Committee members will not be physically in attendance, but will be available via video conference.

There will be no physical location for members of the public to participate in the meeting. We encourage members of the public to shelter in place and access the meeting online using the web- video communication application, Zoom. Zoom participants will have the opportunity to speak during Public Comment (for topics not on the agenda), in addition to each of the agendized items.

If you are submitting public comment via email, please do so by 3:00 p.m. on Wednesday, September 8, 2021 to [email protected]. Please include “Public Comment 9/8/2021” in the subject line. In the body of the email please include your name and the item you wish to speak on. Comments received by email will not be read aloud; however they will be forwarded to the Committee for their consideration and made a part of the public record.

This meeting will be conducted on the web-video communication platform, Zoom. June 9, 2021 DRAFT 1. CALL TO ORDER

A meeting of the Economic Development Advisory Committee of the City of San Ramon was called to order by Chair Gong at 4:04 p.m. via Zoom teleconference. Prior to roll call, the City Clerk made an announcement that the meeting was conducted pursuant to the Governor’s Executive Orders relaxing the requirements pertaining to remote meetings under the Brown Act. To facilitate social distancing and slow the spread of the Coronavirus (COVID-19) pandemic, the Executive Orders authorize state and local legislative bodies, including this Committee, to hold public meetings by teleconference. The Executive Orders allow public meetings accessible to the public via electronic means, including telephone. The City Clerk conducted roll call. The Committee was instructed to take roll call votes for the meeting.

ECONOMIC DEVELOPMENT ADVISORY COMMITTEE STAFF REPORT

SUBJECT: General Plan Update (GPA 2021-0001)

RECOMMENDED ACTION

Staff requests the Economic Development Advisory Committee (EDAC) receive and provide comments to Staff, the Planning Commission, and the City Council on the General Plan Update.

BACKGROUND/DISCUSSION

City staff has begun a City-initiated General Plan Update (GPA 2021-0001) project to update all General Plan Elements, including the Housing Element, the Climate Action Plan, add new relevant topics to comply with recent updates/mandates in State law, and assess the City’s changing economic landscape.

The Update will articulate the long-term vision for the City over the next 20 years while the Housing Element covers an eight-year period from January 2023 through January 2031. The Update will establish the City’s eight-year housing plan to satisfy the state-mandated Regional Housing Needs Allocation (RHNA), and develop an implementation strategy to address the housing needs of San Ramon. The Update will also include revisions to policies, narratives, data, and figures in the General Plan and Climate Action Plan through 2040.

The current General Plan includes various goals and policies to foster a climate for businesses to prosper, maintain the fiscal and financial health of the City, provide adequate land use designations for a complimentary mix of uses, and implement the various goals and strategies of the Economic Development Strategic Plan.

The General Plan Update will include an update to the 2017 Retail Analysis to reflect recent and ongoing changes in the retail industry, including shifts in shopping patterns due to the COVID-19 pandemic. Additionally, the General Plan Update will include a Market Demand Study and an Economic Opportunities Analysis focused on the City’s business growth and job creation potential to inform the near and long-term General Plan land use development assumptions and policies related to business retention, expansion, and attraction.

Community Vision

As part of the General Plan Update, the City is holding a series of workshops with the public, stakeholders, and various City committees to engage the community and obtain feedback on the City’s long-term vision. Today’s meeting is the first step towards meeting with the economic development community and to listen to your future desires, concerns, and needs for the Update review process. Staff is interested in gathering input on a variety of discussion topics, such as:

 Current and future economic environment and impacts from the COVID-19 Pandemic;

 Mixed Use development profile(s) which provide a feasible mix of non-residential and residential land uses; and

 In-fill residential development near employment, shops, and services FISCAL ANALYSIS

NEXT STEPS

Comments from the EDAC will be provided to Staff, the Planning Commission, and the City Council. The Update review process will continue throughout 2021 and 2022, incorporating a public review process with meetings at various City committees, commissions, and the City Council.
