Welcome to the 2021 Waste Management Susquehannock Trail Performance Rally®

The genesis of the Waste Management Susquehannock Trail Pro Rally (STPR®) stretches back to 1965. Rochester based sports car clubs, including Triumph touring Club, Corvair

Owners Club of Rochester, and the MG Car Club were involved in the M.O.N.Y (Michigan, Ohio, and New York) series, which was the basis of the SCCA ProRally Series. Rallies conducted at the time included the Rochester based Snowblower and Lunar Lunge rallies. Rally America became the sanctioning body in 2005. Since 2006, STPR® has stood for the Susquehannock Trail

Performance Rally®. In 2017, STPR® became a founding member of the American Rally Association and continuing with ARA as the sanctioning body.

STPR® was the last of the great endurance events on the national schedule maintaining a one-day format. STPR is the only consecutively run and remaining event from the original M.O.N.Y series. The organizing committee today keeps the design of a high stage/transit mileage ratio. STPR has some of the best and most demanding roads in the country. The 2011 short film “13” called STPR the fastest rally in North America.

In 2008, STPR® changed to a two-day format with the addition of the Waste Management stages. A super special stage was added to the schedule on both Friday and Saturday nights at the Tioga County Fairgrounds for the thousands in the stands to watch each night.

In 2019 we turned the pages to history once again with drastic changes to STPR®’s format and the move of the date of the event in the schedule from its historical June date to the month of September.

Due to the COVID Pandemic hitting the world we were forced to cancel the 2020 event breaking our run of 43 consecutive years.

Now in 2021 due to the increasing difficulty in forestry road use as stages and spectator areas we are forced to run the 2021 STPR® as an ARA Eastern Regional Championship event.

STPR® has been honored as Rally of the Year 10 times previously since its inception. In 1983, 1988,1990,1995,1997, 2000, and 2003 while sanctioned by the Sports Car Club of America, Inc. This honor was bestowed in 2008 and 2013 by Rally America after Waste Management was brought on as a Title Sponsor for the Event.

The organizers of STPR would like to thank you for your continued support as we try to gain our road use in the state forest back for 2022. Thank you to Waste Management and Morris Twp., for the use of their property to hold the event as a regional this year. We would also like to thank the continued support from Tioga County Emergency Services, Morris Volunteer Fire and Ambulance Assoc., and the Wellsboro Fire and Ambulance Assoc.

1. Description

The Waste Management Susquehannock Trail Performance Rally® is scheduled for

September 18, 2021. This event is sanctioned by ARA and insured by USAC. The Event chair posts A copy of the certificate of event insurance on the official notice board.

The Waste Management Susquehannock Trail Performance Rally® is conducted in compliance with the 2021 American Rally Association General Competition Rules (GCR), Rally competition Rules (RCR), Technical Rules (TR); all bulletins dated 2021 preceding the event and these Supplementary Regulations. Changes to these supplementary Regulations are announced only by numbered and dated bulletins (issued by the organizer or the steward.) The Organizers and/or Steward, using the spirit of these regulations and the 2021 American Rally Association TR, GCR and RCR, shall decide any case not foreseen in these regulations.

The Waste Management Susquehannock Trail Performance Rally® is approximately 120 miles long with approximately 55 miles of competitive stages, see appendix 16.1.

Net Control will be located at Waste Management with a relay to the Tioga County Emergency Operations Center.

Pre-Event Parc Expose on Saturday will be around The Green in Wellsboro with a ceremonial start.

County, State and CDC Guidelines at the time of event will be in affect and adhered to.

The competitive road surface consists of hard packed clay, gravel, and stone

The one-day event is part of the American Rally Association Eastern Regional Championship.

2. Rally Headquarters

Headquarters and registration will be at the Tioga County Fairgrounds, 2258 Charleston Rd, Wellsboro, PA 16901 and will be open during the times listed in the schedule and

appendices.

3. Event Organization

The organizing body is the Finger Lakes STPR® Motorsports, LLC.

STPR® and Susquehannock Trail Performance Rally® are registered trademarks of the Finger Lakes Region SCCA, Inc. and are used with their permission. This event is not organized nor conducted by the Finger Lakes Region SCCA, Inc.

4. Entry Fees and Charges

Entry and payment are to be made online http://rallylicense.com.

Assistance with online registration, corrections and necessary documents will be handled by Mary Shiloff at [email protected]

Entry fee includes: One Competitors Route Book, One Service Crew Book, One Jemba Stage Notes, Two Pass Recce or One Pass Recce, use of a single 25’X40’ service space.

The fee structure is based on date of payment receipt in US Dollars

Teams will not be able to complete registration until the entry fee and any other applicable fees are paid in full.

Event will be providing Jemba Stage Notes A maximum of 50 entrants will start the event

Refunds: An entry fee will be refunded if an entry is not accepted or if the event does not take place. Entry fees will be refunded minus a $100 processing fee if the competitor withdrawals prior to the opening of registration. Once registration opens, the entry fee is not refundable.

Emergency Services Fund

:

These are Volunteer Ambulance Services with Volunteer Fire Departments and STPR® will be accepting donations for them for their services. These Volunteer Ambulances are spread thin in this rural area and depend on donations to continue.

Donations will be accepted at registration or at any time thru the event directly to the Chairman or Assistant, a photo of you and the donation can be taken for you to promote.

5. Registration:

Competitor, crew and volunteer registration will be as per schedule in Section 14

ALL PERSONNEL connected with the rally including minors

(Competitor, crew and volunteers) MUST have signed up for a license at www.rallylicense.com

Once team members have received their wristband, for the rally or the recce, they have begun their participation in the event and are subject to the regulations, rules of conduct and penalties established in the ARA Rules and these Supplementary Regulations.

6. Official Notice Board

At the Tioga County Fairgrounds registration area until Saturday Parc Expose.

Saturday, September 18th, it will be moved to the Parc Expose at The Green then until the end of day will be located at the service area.

7. Scrutineering/Tech, Sealing and Marking

Scrutineering will be held at the Tioga County Fairgrounds in the Tech building as indicated on the map in Appendix 16.3 and during the times on the schedule in Section 15.

Competitors must present their vehicle log books at the technical inspection. Only vehicles that have successfully passed Scrutineering will be permitted to participate in the event.

Note: Log books will only be issued by prior appointment with the Chief Scrutineer.

All event required stickers and identifications as identified in the 2021 ARA Rules are to be on the competition vehicle upon arrival at Scrutineering. Competitor ID packages, including ARA door panels, series sponsor decals, windshield decals, and number packages should be purchased online during registration.

8. Features of the Rally

Waste Management our event sponsor has once again increased their involvement for the 2021 event. Most rally activities will be held on the Waste Management property

(WEATHER PERMITTING) as detailed in the schedule in Section 15 and the maps in the Appendixes 16.5. Any changes will be published in an Official Bulletin and posted on the Official Notice Board.

Waste Management is private property and all rules contained in these Supps and the 2021 ARA rules and penalties will be strictly enforced for all team members.

This is also an operational business during the activities of the rally. Be courteous, respectful and obey any directions given by Waste Management employees or event officials. Any competitors or teams found at any time night or day in a spot that is not designated for such use either on foot or vehicle will be penalized to maximum extent per ARA GCR 7.3.e or removed from the property, depending on severity. detailed site map will be released as a bulletin, posted on Notice Board and distributed at Registration.

Adherence to speed limits will be monitored at organizers discretion and location of choice for placement of one or more Observation Control(s). Speeding fines will be enforced per ARA RCRs.

Arrowing: Single arrows at intersections and all cautions, will be used at Waste Management STPR®

Any circumstances not covered by these Supplementary Regulations and the ARA Rules and Bulletins shall be decided by the Chairman, Clerk of the Course, and/or the

Steward, as applicable.

Organizers reserve the right to change the number of stages and exact stage/transit mileage. If there is a change, a competitor’s bulletin will be issued

9. Shakedown/Media/VIP Stage

There will be no shakedown or testing available for STPR 2021

10. Reconnaissance

Waste Management STPR is proud to offer TWO-PASS Reconnaissance and will conform with 2021 ARA rules. Further instructions and any additional regulations governing this session will be distributed at registration. These additions are considered an amendment to this document. All competitors taking part in the Reconnaissance must have completed

packet, one must be attached to the top of both your windshield and rear window with your car number on it.

Waste Management stages will only be available in the directions and times below as stated in the schedule and will have a speed limit of 30mph. The other stage will be an open road and you will encounter oncoming traffic, this road will be available for Recce on Friday from 2pm until 6pm and on Saturday from 8am until 9am.

Stage 4 Direction 8:30am – 9:30am (out by 10am)) 11. Fueling

Fueling may only be done in approved fueling/refueling depots as shown in the Service Packets and Route Books. Competitors may use a normal public gas station as an alternate.

There are no guarantees to use of public gas stations in any of the transits.

Refueling may never be done in a Service Area, regardless of whether the area is active at the time or not.

Teams are responsible for having their own fuel delivered to event and at the fuel depots.

12. Impound and tear down

All finishing competition vehicles will be directed to an Impound Area at the final MTC.

Vehicles so directed are required to remain in the Impound Area until released by the Event Steward or his designee or referred for additional inspection as required.

Selected vehicles may also be subject to a tear-down.

13. Results and awards

Results will be posted in accordance with the 2021 ARA Rules.

The event organizers will award trophies for the Regional winners for the regional classes.

There will also be awards for the top 3 overall teams. Champagne spray, awards and after event party will be held at the Tioga County Fairgrounds.

14. Service

Refer to Registration in Section 5 of these Supplementary Regulations. Anyone working on a rally car in a service area or fueling area that does not have a wristband will subject that team to the penalties associated with illegal servicing.

The service park will be located at the Waste Management site as shown in Appendix 16.6.

The surface is mainly level and hard packed stone surface, plan the securing down of you site and canopies accordingly as stakes may be difficult to drive into ground.

INCASE OF INCLIMATE WEATHER SERVICE WILL BE MOVED TO THE FAIRGROUNDS

Service spots are 25’ X 40’. Extra service spaces may be purchased for $100 each to

accommodate your rig and set up. We encourage you to contact the Competitor Registrar - SueAnne Carson at [email protected] to choose your service spot. Large teams with oversized space requirements MUST contact the Competitor Registrar in advance with a diagram of your service space layout. Trailers are allowed in as long as they fit in your allotted service space, additional trailer parking will be available, and location will be provided in your Service Kit.

Each team will receive two Service Vehicle Passes. These passes must be displayed on the upper center windshield of your Service Vehicles with the number of the car that it is servicing. You will not gain access to the Waste Management facility without it, you will have to enter thru the spectator entrance and pay the entry fee. Extra Service Vehicle Passes are available for purchase with registration.

Food vendors will be located in the Spectator Area not far from the service area.

STPR® will provide a spectator area for service crews to watch the competition nicely placed with a great view of the course just opposite the Service Park shown on the map in Appendix 16.5.

Information in the Service Kits will contain Service Route Book, maps, locations, designated routes to follow, scheduled service times, Odo check and other pertinent information. In the absence of explicit written exceptions, service personnel are restricted in their movement during the rally.

Tarps or spill cloths are required for all servicing operations. They must extend beyond the car in all directions. There is a $50 penalty for failure to comply
