Board Minutes

November 10, 2020 – 7:30 p.m.

CALL TO ORDER – President Keiser called the meeting to order at 7:33 p.m.

OPENING PROCEDURES – President Keiser called for a moment of silent meditation after which he led the group in a pledge to the flag.

ROLL CALL found the following in attendance:

APPROVAL OF MINUTES – The minutes of October 13, 2020 are presented for approval. Motion by Wendy McClintock and seconded by Francis Gillott to approve the minutes of October 13, 2020 as presented. Motion #1 carried.

PUBLIC PARTICIPATION

Jennifer Heintzelman asked why the election was allowed to be held at the high school and what safety precautions were taken and was any extra cleaning done after the election.

Mr. Lichtel stated that the public was in a very limited area of the high school and was completely separated from students and employees.

SUPERINTENDENT’S REPORT - Mr. Lichtel announced the following:

• The primary purpose of the Special Board Meeting is to review student achievement data.

• Covid Update – A few individual cases have been reported. Currently, there are a few students quarantining at home. Overall, Mr. Lichtel is proud of the job all district staff members and students are doing to combat the virus.

• Friday, November 13 is the start-up date for the biomass boiler. Much testing will be needed to regulate the system on this day.

• Educational Spotlight – Building principals and faculty members shared their plans and preparations in the event of going remote.

EDUCATION COMMITTEE REPORT – Mr. Eberhart 1. Policies – Attachment 5.1

The administration recommends approving the final reading of the following policies:

103 - Discrimination/Title IX Sexual Harassment Affecting Students 104 - Discrimination/Title IX Sexual Harassment Affecting Employees Motion by Tom Eberhart and seconded by Bob Mulrooney to approve the final reading of policies 103 and 104 as presented. Vote by roll call was: Yes – Benfer, Eberhart, Gillott, Hosterman, Keiser, McClintock, Mulrooney, Weaver, Wehr. Results: Unanimous. Motion #2 carried.

The administration recommends approving the first reading of the following policies based on PSBA recommendations:

252 - Dating Violence

317.1, 417.1, 517.1 - Educator Misconduct

Motion by Tom Eberhart and seconded by Francis Gillott to approve the first reading of policies 252, 317.1, 417.1 and 517.1 as presented. Vote by roll call was: Yes – Eberhart, Gillott, Hosterman, Keiser, McClintock, Mulrooney, Weaver, Wehr, Benfer. Results: Unanimous. Motion #3 carried.

The administration recommends approving the following revised policies based on PSBA recommendations:

247 - Hazing 249 – Bullying

Motion by Tom Eberhart and seconded by Wendy McClintock to approve revisions to policies 247 and 249 as recommended. Vote by roll call was: Yes – Gillott,

Hosterman, Keiser, McClintock, Mulrooney, Weaver, Wehr, Benfer, Eberhart. Results: Unanimous. Motion #4 carried.

2. HSA Donation – Attachment 5.2

The administration recommends accepting a monetary donation from the Elementary HSA in the amount of $2,439.50 for the purchase of Scholastic News.

Motion by Tom Eberhart and seconded by Wendy McClintock to accept the monetary donation from the Elementary HSA for the purchase of Scholastic News as presented. Vote by roll call was: Yes – Hosterman, Keiser, Weaver, Wehr, Benfer. No –

McClintock, Mulrooney, Eberhart, Gillott. Results: 5 yes, 4 no. Motion #5 carried.

PROPERTY COMMITTEE REPORT – Mr. Mulrooney had no report. FINANCE COMMITTEE REPORT – Mrs. Weaver

3. Financial Update – Tom Caruso

Tom Caruso gave a brief financial update.

4. Financial Reports/Ratification of Expenditures – Attachment 7.2

The administration recommends approving all financial reports as presented, subject to audit and ratify the expenses for the month of October 2020.

Motion by Janell Weaver and seconded by Wendy McClintock to approve the financial reports for the month of October 2020 as presented. Vote by roll call was: Yes – Keiser, McClintock, Mulrooney, Weaver, Wehr, Benfer, Eberhart, Gillott, Hosterman. Results: Unanimous. Motion #6 carried.

PERSONNEL COMMITTEE REPORT – Mrs. McClintock 5. Resignations

The administration recommends accepting the following resignations:

Betty Roush as a food service employee at the high school effective Oct 16, 2020 Dan Foss as the head golf coach effective immediately

Motion by Wendy McClintock and seconded by Francis Gillott to accept the recommended resignations. Vote by roll call was: Yes – McClintock, Mulrooney, Weaver, Wehr, Benfer, Eberhart, Gillott, Hosterman, Keiser. Results: Unanimous. Motion #7 carried.

6. Uncompensated Leave

The administration recommends approving an uncompensated leave for Employee #21-008 beginning approximately March 29, 2021 and continuing until the second semester of the 2021-2022 school year.

Motion by Wendy McClintock and seconded by Tom Eberhart to approve an uncompensated leave for Employee #21-008 as presented. Vote by roll call was: Yes – Mulrooney, Weaver, Wehr, Benfer, Eberhart, Gillott, Hosterman, Keiser, McClintock. Results: Unanimous. Motion #8 carried.

7. Volunteer Coaches

The administration recommends approving the following volunteer coaches:

Tanner Stoltzfus, Mifflinburg - Boys' Basketball

Benjamin Wert, Mifflinburg - Junior High Boys' Basketball Motion by Wendy McClintock and seconded by Tom Eberhart to approve the recommended volunteer coaches. Vote by roll call was: Yes – Weaver, Wehr, Benfer, Eberhart, Gillott, Hosterman, Keiser, McClintock, Mulrooney. Results: Unanimous. Motion #9 carried.

8. Substitutes

The administration recommends approving the following substitutes for the remainder of the 2020-2021 school year:

Brian Holohan, Mifflinburg - Teacher Zachary McGee, Milton - Teacher Lauren Rehm, Lewisburg - Teacher

Laura Solomon, Mifflinburg - Guest Teacher Christie Leach, Mifflinburg - Aide

Tammy Klock, Milton - Bus Aide

Motion by Wendy McClintock and seconded by Bob Mulrooney to approve the recommended subs for the remainder of the school year. Vote by roll call was: Yes – Wehr, Benfer, Eberhart, Gillott, Hosterman, Keiser, McClintock, Mulrooney,

Weaver. Results: Unanimous. Motion #10 carried. LEGISLATION – Mr. Hosterman had no report.

SUN AREA CAREER AND TECHNOLOGY CENTER – Mr. Gillott announced that Mifflinburg students Cameron Murray and Sylvia Rishel have been named Students of the Month at SUN. SUN currently has two active covid cases among the students. All

precautions are being taken.

INSURANCE TRUST— Mr. Caruso announced that a Trust Meeting was held on October 28, 2020. The 2021-2022 rates have been set to not exceed 3%. The Trust is exploring a possible payment holiday sometime during the 2021-2022 school year.

FEDERAL PROGRAMS – Dr. Mattocks had no report.

OLD BUSINESS NEW BUSINESS

Mrs. Wehr asked to be added to the Personnel Committee.

Mr. Keiser announced that all Board Members are eligible to attend all committee meetings. Mrs. Wehr asked to be added to the district’s Policy Committee. Mr. Lichtel is considering creating a Policy Committee specifically for Board Members.

Mrs. Wehr mentioned that the executive session that was held during the October School Board Meeting was not clearly defined to the public. She is asking for better clarification to the public before going into executive sessions. She would also prefer that executive

sessions be held prior to or after a Board Meeting.

Mrs. Wehr stated that previously recorded Board Meeting are difficult to find on the district’s website. Recorded Board Meetings are currently available under the “About Us” tab on the homepage of the district’s website. Mr. Haynes is looking into possibly moving them to a more easily accessible spot on the website.

ADJOURNMENT – With there being no further business to come before the Board, President Keiser adjourned the meeting at 9:55 p.m.
