The aim of the project is to serve local and regional traffic management aspects by using VMS on Finnish road network.

The regions of Finnish National Road Administration have implemented individual traffic control systems on Finnish road network. The implementation project studies have been started and the implementation will be made in the near future.

Strategic and political issues

The regions of Finnish National Road Administration operate as rather independent authorities. Regions are responsible for implementing any traffic management tools within their region. VIKING serves as a tool to promote uniform and compatible solutions.

Increasing capacity and safety on existing road networks without having to perform heavy capital investments is fully conformable with European Union and VIKING countries’ policies. The development of intelligent transport systems has a strong political willingness and support.

State of the art

VMS technology is largely ready for intelligent transport system applications. Variable speed limits are applied on high-volume roads in order to improve capacity and traffic safety. Regions have implemented quite independently traffic control systems for their needs.

In Finland, the weather-controlled road experiment has given good results showing that the technology and methods are applicable.

Methodology

The variable message signs (VMS) are modern tools for efficient traffic management. The use of VMS improves traffic safety, traffic flow and driving comfort. They also increase the effectiveness of traffic control and traffic information.

The sub-activity local and regional traffic control implementation includes numerous traffic control implementation projects on TERN in Finland. The regions of Finnish National Road Administration are responsible for implementation. The implementation of traffic control is made on different categories of roads and in various special locations. The most typical point for these projects is the use of VMS on road network. The projects can be divided in categories e.g.:

• Weather-related traffic control system • Speed control system

• Bridge control system

• Network traffic monitoring and control system

Phase 1 The year 1997

In the first phase the work aims to implement weather-related traffic control systems on two sections of highway E18. Project milestone: Start and carry out the implementation of using VMS weather-related traffic control system

• Weather-related speed control and VMS (E18), Turku region (in progress) • Weather-related speed control on

two-lane road (E18), Kaakkois-Suomi region (nearly completed)

Phase 2 The year 1998

In the second phase more weather-related traffic control systems on Finnish TERN in specific locations will be implemented. Also other variable speed control, bridge control and network traffic control systems implementation will be started. Data transmission will be tested and improved in existing traffic control systems.

Project milestone: Carry out the implementation of using VMS weather-related traffic control system and start the implementation of speed control, bridge

control and network traffic control systems.

Phase 3 The year 1999

In the third phase the work aims to carry out implementation, which have started in previous phases. The network traffic monitoring and control system implementation and several speed control system implementations will be started in this phase. Data transmission will be tested and improved in existing traffic control systems.

Technical Approach

The sub-activity local and regional traffic control implementation includes numerous projects in special locations. In these projects many kind of traffic monitoring and control systems will be used. The detailed need of equipment can vary significantly in different projects.

Implementation

Finland

In Finland has been many projects under sub-activity local and regional traffic control implementation. Weather-controlled traffic management systems were taken in use and testing in Kaakkois-Suomi region, Keski-Suomi region and Turku region. Bridge control system was built in Vaasa region (Raippaluoto bridge) and it is tested. The improvements were made for detection and warning system of large animals in Uusimaa region. The implementation of traffic congestion system for Länsiväylä was started in Uusimaa region. Several intersections were connected to ETC-system for traffic monitoring of signal controlled intersections.

Final Achievements

The aim of VIKING Phase 2 was described under the heading Phase 1 The year 1997. Aims under the heading Phase 2 The year 1998 are the first plans for VIKING Phase 3 Application and aims under the heading Phase 3 The year 1999 are preliminary ideas for VIKING Phase IV Application.

Finland

In Finland has been many projects under sub-activity local and regional traffic control implementation. The implementations are mostly described in the text above. In Finland was made short report about each individual project to describe contents of each project.

Under sub-activity were made some detailed plans for future implementations. In Turku region has been made detailed plans for variable speed limit systems. The detail plan of traffic congestion system for Länsiväylä and plan to modify signal control system on Ring Road III was made Uusimaa region.

Under implementation was written the traffic management policy of variable message signs for weather-controlled road. There is described how the system has been planned to operate and how to operate with the system.

European Added Value

The implementations on road sections in rural area will give experiences about the effectiveness of using transport telematics instead of traditional construction of roads. Recommendations

The implementation project should be report at least shortly because the information about the project and experiences about the process are very important before and during next implementation projects.
