Mini-Match Program

NOTE:

Goal of the Program:

Program is intended to take mini steps to make Williston a better place by helping new and existing businesses to succeed, make their properties more attractive to their customers, and to make the community more attractive to potential new businesses, employees, residents and visitors.

How the Program Works:

The STAR Fund will match the investment in commercial and industrial zoned property projects on a 1 (City): 2 (Applicant) basis. The STAR Fund will invest a maximum of $10,000 per project. The applicant will fill out an application along with an estimate of construction costs. The STAR Fund will pay based on submittal of construction bills for the project and the inspection by the City building inspector that the project was completed. Applicant is responsible to provide documentation that expenses are bona fide expenses related to the project. The City reserves the right to make final determination.

Features:

 Total minimum applicant’s out of pocket project expense $20,000

 The grant may be subject to income tax.

 City reserves the right to make a final determination on all projects.

 Mini-Match cap of $200,000 per calendar year. First come, first serve basis and as funding is available to the STAR Fund.

Qualifications Required:

 Project is a commercial or industrial zoned business within the City Limits of Williston.

 Applicant is current with property tax.

 Applicant would qualify for no more than one Mini-Match project per a five year time period.

 Applicant’s Mini-Match funds will expire one year from the City Commission approval date.

 If a Mini-Match recipient applies for a Flex PACE during the five years the Mini-Match amount received will be deducted from the Flex PACE.

 A Flex-PACE recipient is eligible to apply for a Mini-Match five years after Flex Pace approval from City Commission.

 One Mini-Match application per physical address on a rehab building older than 10 years old.

 If the applicant is not the building owner, the building owner must sign the Mini-Match acknowledging they will not be eligible for a Mini-Match

 Non-sectarian religious activities are permitted.

The applicant will submit a W-9 form with the application. If approved for the match, the applicant will supply an invoice for all goods and services purchased to receive the grant funding. The City of Williston reserves the right to use the results of the report in published reports and/or articles as an example of a City of Williston funded project.

Flex PACE Express Program

NOTE:

Goal of the Program:

Program is intended to make Williston a better place by helping existing businesses to succeed, make their properties more attractive to their customers, and to make the community more attractive to potential new businesses, employees, residents and visitors by assisting businesses to take major steps to build, remodel, or expand their facilities.

How the Program Works:

The STAR Fund will match the Bank of North Dakota through the Flex PACE Interest Buy-down Program to encourage investment in commercial and industrial property. The Star Fund will invest up to a maximum of $52,800 / project or up to a maximum of $162,000 on a child care facility as the community’s portion of the interest buy-down at a designated participation level set by the Bank of North Dakota. The Bank of North Dakota will provide an additional percentage of the interest savings. A large project could save as much as $150,000 in interest with this program. The applicant will fill out an application along with an estimate of construction costs. Upon completion of construction, the STAR Fund will work with the applicant’s bank to provide funds as a part of the permanent financing for the project. Flex PACE approved funding expires 18 months from the date of City Commission approval. Any approved monies requested on this application can only be used for interest buy-down and not equity in your project. Due to the growth in the City and the demands on the STAR Fund, we cannot guarantee that these funds will be available every year. The application will go before the STAR Fund Board and City Commission where it will be reviewed and may be approved for the first year interest by-down amount of the loan as presented. For the foreseeable future, your STAR Fund yearly installment will be reviewed on an annual basis based on your City Commission approval date and each 12 month period until the funding runs out or we have sufficient funds to fully fund your application.

Features:

Match of $5,000 on project costs under $125,000 from the City of Williston STAR Fund.

Match of $10,000 on project costs between $125,000 and $250,000 from the City of Williston STAR Fund. Match of $24,999 on project costs of $250,000 and over. Projects meeting criteria may qualify for more funding. The City of Williston STAR Fund will provide a match at a designated participation level.

Maximum STAR Fund commitment is $52,800 on projects over $250,000 and $162,000 on child care facilities. City reserves the right to make a final determination on all projects.

Qualifications Required:

Project is a commercial or industrial zoned business within the City Limits of Williston. Applicant is current with property tax.

Limited to one project per business per year. Non-sectarian religious activities are permitted.

Eligible Uses:

Please mark all that apply.

Project that improves the image of the community. Building construction.

Building additions. Site Improvements.

Sub-division development – within Williston City Limits only. Furnishing and equipment may be eligible.

Transitioning a retiring business to a new owner.

Ineligible Uses:

PACE Program

NOTE:

How the Program Works:

The Bank of North Dakota PACE Fund may provide an interest rate buy down. The buy down is matched

by the Star Fund at a designated participation level. In addition, the PACE Fund's participation is limited

to the amount required to buy down the interest to the lower of 5% below the yield rate but in no event

may the interest rate be more than five hundred basis points below the national prime rate. The

borrower's rate shall never fall below 1% at any time.

Features:

The City of Williston STAR Fund will provide a (35%) match with the Bank of ND (65%).

City reserves the right to make a final determination on all projects.

Qualifications Required:

Project is a commercial or industrial zoned business within the city limits of Williston.

Applicant is current with property tax.

Non-sectarian religious activities are permitted.

Eligible Uses:

Eligible uses as defined by the Bank of North Dakota

Ineligible Uses:

Taxing entities.

Sectarian religious activities.
