I. SUPPLEMENTARY GENERAL CONDITIONS
A. Time of Completion: The revised Supplementary General Conditions are attached to this addendum and changes the time of completion as follows:
Base Bid: All work shall be completed within 90 consecutive calendar days from the Notice to Proceed.
Alternate No. 1: All work shall be completed within 45 consecutive calendar days
after completion and acceptance of Base Bid work.
Alternate No. 2: All work shall be completed within 45 consecutive calendar days
after completion and acceptance of Alternate No. 1 work.
II. TECHNICAL SPECIFICATIONS
A. Clarifications for Specifications Section 210000 – Fire Protection:
Corrosion Inhibiting Paint or Coating:
Black steel pipe is specified, and will not be corrosion resistant from the factory.1. Paragraph 210003, E. shall be revised as indicated below. “3. Corrosion Inhibiting Paint or Powder Coating” 2. Paragraph 210007, B. shall be revised as indicated below.
“3. Contractor shall provide corrosion inhibiting paint or powder coating and apply it on all pipe and fittings. Corrosion inhibiting powder shall be specifically designed by the manufacturer to protect piping that is close proximity to salt water.”
Pipe Material:
1. Paragraph 210007, A. 1. shall be revised as indicated below.
“Sprinkler piping 2” 1-1/2” and smaller (minimum 1”) shall be Schedule 40 threaded black steel, conforming to ASTM A 795 and or ANSI/ASTM A 53”
2. Paragraph 210007, A. 2. shall be revised as indicated below.
“Sprinkler piping 2-1/2” 2” and larger shall be Schedule 40 cut Schedule 10 roll

SUPPLEMENTARY GENERAL CONDITIONS 1. TIME OF COMPLETION
a. The Contractor shall commence work to be performed under this Contract on a date to be specified in written order from the Designer/Owner and shall fully complete all work hereunder as follows:
Base Bid: All work shall be completed within 90 consecutive calendar days from the Notice to Proceed.
Alternate No. 1: All work shall be completed within 45 consecutive calendar days after completion and acceptance of Base Bid work.
Alternate No. 2: All work shall be completed within 45 consecutive calendar days after completion and acceptance of Alternate No. 1 work.
For each day in excess of the above number of days, the Contractor shall pay the Owner the amount of Five Hundred and 00/100 Dollars ($500.00) as liquidated damages reasonably estimated in advance to cover the losses to be incurred by the Owner should the Contractor fail to complete the Work within the time specified.
b. If the Contractor is delayed at any time in the progress of his work by any act or negligence of the Owner, his employees or his separate contractor, by changes ordered in the work; by abnormal weather conditions; by any causes beyond the Contractor's control or by other causes deemed justifiable by Owner, then the contract time may be reasonably extended in a written order from the Owner upon written request from the contractor within three days following the cause for delay. Time extensions for weather delays, labor disputes, fire, delays in transportation, unavoidable casualties or other delays which are beyond the control of the Owner do not entitle the Contractor to compensable damages for delays. Any contractor claim for compensable damages for delays is limited to delays caused solely by the Owner or its agents.
2. PERFORMANCE AND PAYMENT BONDS
a. Contractor shall furnish a Performance Bond and Payment Bond executed by a surety company authorized to do business in North Carolina. The bonds shall be in the full contract amount. Bonds shall be executed in the form bound with these specifications (Forms 307 & 308). An authorized agent of the bonding company who is licensed to do business in North Carolina shall countersign all bonds.

B. Project Description:
Unless on the drawings, in the specifications, in the documents, or issued by addendum, nothing said in the Pre-Bid meeting is in the project or contract.
Installation of all materials, labor, equipment, and incidentals for the complete and proper installation of the MHC T-3 Sprinkler System Renovation project located on the North Carolina State Ports Authority property at the Port of Morehead.
C. Bidding:
1. Informal bids shall be received Wednesday, February 3, 2021 up to 2:00 PM in the Executive Board Room of the Maritime Building, 2202 Burnett Blvd., Wilmington 28401.
2. Cutoff for questions shall be 5:00 PM, Wednesday, January 27, 2021. 3. The Final Addendum date shall be Friday, January 29, 2021.

5. Work will be completed in four (4) phases: a. Phases 1 and 2 – Base Bid Work b. Phase 3 – Add Alternate No. 1 c. Phase 4 – Add Alternate No. 2 6. Alternates:
a. Alternate No. 1: This Alternate includes work noted as “Phase 3”, as shown on Drawing Sheet Nos. FD-301, FD-302, F-301, and F-302. This work includes complete demolition of the existing dry pipe sprinkler system in approximately 25% of the building back to the existing in in a single riser room and replacement of the system from this stub-in. Sprinklers are to be added below approximately 25% of the exterior canopy as part of this work. This work also includes a single nitrogen generator in lieu of an air compressor.
b. Alternate No. 2: This Alternate includes work noted as “Phase 4” ”, as shown on Drawing Sheet Nos. FD-401, FD-402, F-401, and F-402. This work includes complete demolition of the existing dry pipe sprinkler system in approximately 25% of the building back to the existing in in a single riser room and replacement of the system from this stub-in. Sprinklers are to be added below approximately 25% of the exterior canopy as part of this work. This work also includes connection to a single nitrogen generator (see Alternate No. 1) in lieu of an air compressor. As such, this Alternate can only be taken if Alternate No. 1 is also taken.
7. Allowances: None.
8. The following documents must be completed fully and submitted with the Bid/Acceptance Form:
a. Addendum No. 1 has a Revised Bid Acceptance Form. This is the only bid form that will be accepted.
b. Completed Identification of HUB Certified/Minority Business Participation Form. This form is in the project manual. Bidders are not required to participate, but the form must be filled out and submitted by all bidders.
c. Bid must be signed, and sealed, if by a corporation. 9. No Bid Bond is required.
10. Performance Bond and Payment Bond are required.
11. Contractor must be properly licensed in the State of North Carolina. 12. Contractor shall do both rough cleaning and final cleaning for project.
13. Contractor’s employees will be required to have a TWIC card and a valid NCSPA badge which must be worn at all times while on site. The TWIC card can be applied for on-line, and must be obtained at the contractor’s local TWIC office (locations can be found on the website, included in the Project Manual). The fee is $125 per card per person to be paid for by the contractor. The NCSPA badge can be obtained at the NCSPA badging office at the Port of

Wilmington or at the NCSPA badging office at the Port of Morehead City. The fee is $20 per badge per person to be paid for by the contractor.
D. Time of Completion:
1. 90 consecutive calendar days from Notice to Proceed. The time of completion is currently 90 consecutive calendar days regardless of how many alternates (if any) are taken. Concern arose that this may not be enough time for base bid and both alternates to be completed, should both alternates be taken. Bidders may submit an RFI requesting additional time to Casey Gilman for consideration by NCSPA and the design team.
2. Liquidated Damages: Five Hundred and 00/100 Dollars ($500.00) per day.
E. Additional Information:
1. Permits from Carteret County are not required. Inspections will be by CAPA, NCSPA, and Jesse Farrell – SCO. It is the contractor’s responsibility to arrange and obtain inspections from SCO.
2. Contractor’s work hours are anticipated to be normally workday times except work that may occur on nights and weekends if the contractor desires. The contractor must make a request to NCSPA for any desired working times outside of Monday through Friday between 8 am and 5 pm.
3. Specification Section 011400 1.8 Utilities calls for the Contractor to provide their own electrical power for their work and restroom facilities. Contractor will be required to provide their own restroom facilities.
4. Documents are available to Contractors electronically through Dropbox.
5. Addenda: Addendum No. 1 was issued on December 21, 2020. Addendum No. 1 has a Revised Bid Acceptance Form. This is the only bid form that will be accepted.
F. Questions/Comments:
1. Several questions were asked:
a. Question: Will the contractor have access to the entire building at once?
Response: No. The area encompassed by a single phase will be emptied of stored product while work is occurring for that phase. After a phase is completed, product will be moved back into the area of the previous phase, and the area encompassed by the next phase will be emptied of product.
b. Question: Will the contractor be responsible for rough cleaning and final cleaning of the entire building?
Response: The contractor shall be responsible for all cleanup related to the contractor’s work. This includes cleanup of any water that discharges from existing or new piping, regardless of what area(s) of the building it runs to.
c. Question: When will bidders know if any alternates have been taken?
Response: This will be decided after bid opening when the bids have been reviewed, and will be made known at the Time of Award.

d. Question: A request was made for more specifics on what is expected regarding the corrosion-inhibiting paint or the coating for the piping that is noted in the Division 21 specifications.
Response: Cheatham and NCSPA will discuss this and issue a clarification by addendum. e. Question: Will the contractor be required to clean or paint the structure?
Response: No.
f. Question: The specifications call for all piping to be Schedule 40, and for cut grooves on piping 2-1/2” and larger. This will be expensive and will cause longer fabrication time. Is Schedule 10 piping with rolled grooves allowed?
Response: Cheatham and NCSPA will discuss this and issue a clarification by addendum. g. Question: Are all phases accessible from the building exterior?
Response: Yes. There are roll-up doors on the north and south sides within the areas of all phases.
h. Question: Each phase encompasses three “bays” created by column lines. Will all three bays within the area of a single phase be cleared of product at the same time?
Response: The original intent of NCSPA was to have work occur by bay. However, since all three bays in a single phase are part of the same sprinkler system, this will not work. NCSPA to coordinate with their operations to ensure that the area encompassed by an entire phase (three bays) will be cleared of product while work is happening for that phase. i. Question: Are existing hangers allowed to be reused?
Response: No. Hangers are to be new, per the specifications.
j. It was noted that, per the plans, existing structural penetrations are to be reused. k. Question: Are the existing hanger inserts in the roof deck allowed to be reused?
Response: No. All hanger materials are to be new. The specifications do not allow for hangers to be fastened to the roof deck. Hangers may attach to the side of the existing structure.
l. Question: Is any of the existing piping allowed to be reused?
Response: No. All piping materials shall be new per the bid documents. m. Question: Area the existing riser rooms to remain elevated?
Response: Yes, per the bid documents.
n. Question: Is there any intent to salvage any of the existing materials that are to be demolished?
Response: No.
o. Question: Should random vehicle checks be expected?
Response: Random vehicle checks may occur. Contractor(s) shall have their NCSPA badge and TWIC card on their person(s) and visible at all times.
p. Question: Are the existing riser rooms heated?
Response: Yes. Any work needed to maintain heat in the riser rooms will be by NCSPA and is outside of the scope of work for this project.
q. Question: The mains running along the north side of the building is currently supported by angle brackets. Can the existing holes be used for the angle brackets as long as new angle brackets are provided?

r. Question: May the contractor use NCSPA power if there is a circuit close by? Response: Yes.
s. Question: Is the electrical wiring to the nitrogen generators included in the scope of work? Response: Yes, per the bid documents.
t. Question: Can nitrogen generators that are rated less than the 7.5 HP indicated on the plans be used?
Response: The 7.5 HP rating is a result of calculations performed by Cheatham and Associates, and we feel it is the minimum horsepower required per nitrogen generator due to the high volume of the systems. Per the specifications, the contractor shall provide calculations for Cheatham to review during construction. If it can be proven via the contractor’s calculations that lower horsepower nitrogen generators will suffice, then they may be installed. However, this review will not occur until after bid opening, and it is expected that the bidders will include the cost of the 7.5 HP nitrogen generators in their bid. If lower HP nitrogen generators are found to be sufficient upon review of the contractor’s calculations, then a credit is expected to be given to NCSPA.
u. Question: Existing air compressor wiring appears to be fairly new. Can this be reused to feed the nitrogen generators?
Response: Cheatham will investigate this and issue a clarification by addendum. v. Question: Who is the existing fire alarm manufacturer?
Response: Cheatham will investigate this and issue a clarification by addendum. w. Question: Are all bidders required to be general contractors?
Response: Cheatham will investigate this and issue a clarification by addendum. x. Question: Are license numbers required to be on the bid form?
