Sacramento County Permitholders (who are also Sheriff Blanas campaign contributors):

Note: These names are derived from a list of 250 permitholders, labeled “Non – law – enforcement

permitholders”. So in theory, this doesn’t cover civilian jail staff or reservists who might have CCW. Effective 1/1/00, “Level 1” reservists must have 650 hours of police academy or equivalent to serve, but any sworn in ’99 or prior was “grandfathered in”, and there are also “Level 2” and “Level 3” reservists who must be supervised while doing police functions and need far less training. Cronies are perhaps being “masked” this way – see also the Ronald Sellers case below.

James “F”/“E” Anderson Total Blanas donation: $11,700

This same guy with the same address is sometimes recorded as “E” or “F” middle initial in the campaign logs. Probably just mistakes. Per the contributor data he retired in '99, and was VP of Pacific Coast Building Supply. $10k of this was a loan, forgiven in '99, same year he retired and possibly lost his “good cause”.

“Patricia Anderson” donated $1400 in 1998, and Darius Anderson donated $1000 on 1/19/01. Relationship unknown, so this money isn’t yet included in the James Anderson total. Exact date the James Anderson loan forgiven us unknown, beyo nd the year.

Total Blanas donation: $14,300

Frink's profession is “auto dealer”, and his brother Patrick Frink is too - $2000 of the total is from Patrick; in '96 they both gave a grand within a week of each other.

$10,000 of the total was a zero- interest loan from Robert Frink on 5/21/01 which was forgiven. Reference to a “Bob Frink” at:

Total Blanas donation: $1,745

10 donations took place between '98 and '02; per one of the later campaign statements he's a retiree – see if that’s reflected in his “good cause” statement.

A google search on "James F. Grey" Sacramento turns up (916) 485-0594, Sacramento, CA 95814 Page 10 article by WW2 vet “Lt. Col. James F. Grey”, may be our guy:

Christopher J. Hansen Total Blanas donation: $1,125

Executive director of “Project Ride”, chartable org, 'cept he doesn't run it day to day – hallmark of money. See also: http://www.elkgroveca.com/directory/cw_rhhh.htm for contact info. You'll see he's also an insurance agent for Farmers, and into the Rotary Club.

“Project Ride” puts disadvantages kids on horses. Betcha anything there's a Posse connection (see also Ronald Sellers!). Do a google on (hansen "project RIDE") and you'll see that many politicians list his endorsement for their campaigns, so he’s politically connected.

NOTE: different middle initial on Mastagni but it wouldn't be the first time the permitholder roster contained a wrong middle initial (as in the James Anderson case).

Morgan is an employee of the Padilla family of bail bond agents and companies, which have collectively donated a whole bunch.

The Padilla family runs Central Valley Bail Bonds under Mr. Topo Padilla – Topo's addition to the total is $2870. They also own Alex Padilla Bail Bonds. According to this URL:

Owns the Lucky Derby Casino in Citrus Heights. ALL donations I'm listing here were made in the name of the Lucky Derby. I recorded donations from that company on a hunch, ran google searches, turned up a permitholder owner.

Blanas also takes in other casino (card room) donations, and at the same time was a fervent opponent of Indian Gaming and Prop5 – do a google search on Blanas with the phrase “Indian Gaming” and you'll see.

Ronald L. Sellers

Total Blanas donation: $34,200.00

Here's a smoking gun! Ronald is one of three brothers who run a Coca-Cola bottling plant, Jack Ron and Steve. Each made out a $10,000 loan to Blanas' campaign on 12/30/96 at 9.25% interest, due on 6/30/98, still not paid as this year. All the biggest “donations” to Blanas are actually forgiven loans, so this is part of a pattern – could they be tax-deductible if handled that way?

It gets better. Another of the brothers, Jack, is a member of the Sacramento SHERIFF'S POSSE, and all members of the Posse are sheriff's reserve officers per the URLs below.

Per department staff and a conversation with Lobeer, the Posse are Level 3 reserves.

Think: if Jack isn't on the list which is marked “NON-LAW ENFORCEMENT” CCW PERMITS, and Jack is a major campaign contributor and permitholder, it's a good pet Blanas is hiding other cronies under the label of “reservist”. At the end of '99, the standards for reservist training statewide jumped to 650 hours but Blanas could have grandfathered Jack Sellers and other major cronies the way Sheriff Baca attempted in 1999 (see LA Times reports on my website describing how 20 major cronies were turned into an “executive reserve unit” with minimal training and guaranteed CCW.

I have a sketchy report that Ron Sellers may be disabled, which would explain why he’s not a reservist/horseman. Steve Sellers isn’t Posse, he’s a more-fully-trained Level 1 reservist. Lt. Rolfeappel in the sheriff’s office runs the reserve program and has the names of the Level 1s, but does NOT know the names of the Level 3s and has no info on CCW issuance to Level 1s or Level 3s.

Blanas is selling outright law enforcement status to major campaign contributors. We’ll find out if Jack and/or Steve Sellers have permits! That will prove Blanas is hiding God knows how many other cronies under reservist status. It would also be worth knowing if Jack Sellers does anything else as a reservist besides ride horses in parades, and how old he is.

Here’s the story of how Los Angeles County Sheriff Baca sold both CCW and reserve status to 20 major cronies, and how within a year 2 out of the 20 (10%) were arrested on felony charges and the “executive reserves unit” was disbanded in disgrace:

Hatem Sharif

He's a jeweler – a Google search shows his contact info: (916) 366-3445, 9004 Posada Way, Sacramento, CA 95826

Interesting, if that address is inside the city limits! It means Blanas is picking and choosing which city residents he'll deal with!!! (See also ’99 Anderson memo denying CCW based on town residency.)

Pano N. Stathos

Total Blanas donation: $? (suspected link to Angelo Tsakopoulos money, over $25k, not in total below) Related to Frank Stathos, who in turn is very politically connected and is a business partner of Angelo

Tsakopoulos, who in turn is Blanas' biggest contributor. It's possible other Stathos and/or Tsakopoulos family members have CCW but were made reservists in '99 or prior and Blanas is withholding the names.

If this permitholder can be reliably linked to Tsakopoulos money, that'll add at least $25k or more to the pot. As I don't have that link quite yet, I'm not counting this – yet.

He's an attorney practicing in Sacramento. No other info, in fact info on this guy is unusually sketchy – no website of his own, no listing in any online attorney directory, nuthin. URL below has contact info but as you'll see, it's almost a fluke that it's there at all.

OTHER NOTES:

1 – Another casino that donated money is the Bicycle Casino in SoCal (considering moving up here?) for a grand. 2 – Other bail companies donating: Bull's Eye Bail ($250), Mr. Bond Bail Bonds ($1000), Acme Bail of Utah ($5000) and Ace of California Bail Bonds ($3200) – each of these may have permitholders. It would be worth finding bail agents or company owners who been denied CCW and haven't donated money!

3 – the biggest lead is the Sellers – if Jack and/or Steve has CCW as an “elite reservist” but doesn't really do reserve functions, we have a case of “sale of law enforcement powers” and there ain't no way that will fly.

According to one of the Sellers links I've provided, “all” the Posse members are reservists – if so, the membership roster would be public.

4 – the other big lead is the Stathos/Tsakopoulos connection, and how many more of that crowd have CCW connected to the massive Tsakopoulos donations.
