BEFORE COMPLETING AN EXPRESSION OF INTEREST PLEASE ENSURE THAT YOU READ THIS DOCUMENT AND OUR FAQ’S THOROUGHLY.

How does council select projects?

When we receive applications for the Activate Ipswich project, Council assesses these against a variety of factors and criteria. Applications will be compared against other applications that are received, and to properties that might be available. No matter how good a project, if a suitable property is not available Council cannot do anything further. In its assessment of applications Council is looking for projects from applicants involved in the creative industries (e.g. Arts focussed) and/or applicants with a start-up business proposal. Council will consider whether proposed projects have the potential to increase activity and foot traffic, how readily those projects would be able to proceed, and how difficult they would be to achieve with the resources available. Council will also consider whether a proposed project will make the best use of any available space.

Council will not consider project proposals predominantly based around the sale of food or alcohol, projects that require management assistance or projects that require the security of a long term lease. Furthermore, Council will not consider applicants that already rent commercial property in Ipswich. Projects that involve relocating from an existing commercial space to a subsidised one are ineligible.

Council makes a shortlist of potential projects and suitable project proposals will go on file for a period of six months. Council will then work with property owners of vacant space to determine whether they are willing to make their properties available for any shortlisted project proposals. Ultimately, it is the property owner who will make the final decision about whether they will make their space available for a shortlisted project proposal.

Participant Budget Expectations

As with any business there are still costs that you will be required to cover. Activate Ipswich negotiates with property holders for rent-free access to vacant commercial properties. Although you are not required to pay rent there will be some costs involved such as:

• An Activate Ipswich admin fee of $30/week.

• our own utilities. Including water, electricity etc. Utilities costs will be paid direct to the landlord/owner of the property or to the provider direct.

• Contents and business insurance appropriate for your project, and any necessary gap insurance. • Set up costs applicable to your venture including fit-out costs and stock.

• Anything else you elect to connect or utilise, e.g. internet.

Public Liability Insurance

Council has taken out a general public liability insurance policy that you may avail yourselves of in relation to

your tenancy, which represents a considerable saving and is designed to enable you to get your enterprise started at mini-mal cost. You must consider whether this public liability insurance is appropriate to the needs of your project and seek independent legal advice in relation to this. If you determine that this insurance is not fully appropriate for your project, it

Start time – If your application is successful, how long will it take for your project to be ready to launch?

Space/Special requirements – Do you need a minimum amount of space, ground or upper floor, security, kitchen facilities, three phase power etc.? Please remember that we rely on donated space and cannot always accommodate specific requirements. Flexibility is a plus.

Continued use – Are you looking to develop your project into a self-sustaining business? i.e. Do you see yourself taking on a commercial lease in the future?

Planning – Do you have a business plan or operations plan? Have you had any business training? If so, what? Please attach any documents as necessary.

Additional Costs – Activate Ipswich participants are required to cover all outgoings such as utilities and set up costs, as outlined at the start of this document. Participants are usually required to take out appropriate insurance for the contents/stock etc. Are you confident that you can do this?

How to submit your expression of interest:

Ipswich City Council is collecting your personal information so that we can assess your application for the Activate Ipswich project. We will not disclose your personal information outside of Council unless we are required by law or you have given your consent. However, in order to assess your application for the Activate Ipswich project, we may need to disclose your personal information to vacant property owners, who register to donate the use of their property for the Activate Ipswich project, for the purpose of enabling them to assess whether the project proposal contained in your application could be suitably accommodated at their property. By completing and signing this form and returning it to Council, we will consider that you have given us your consent to manage your personal information in the manner described in Council’s Privacy Statement, Personal Information Digest and this collection notice.

Further information:

• Even if your project is shortlisted, Council does not guarantee that a property will be, or will become available; • Council does not guarantee that a property owner will agree to enter into a licence agreement with any

successful applicant granting them access to the property;

• Any licence that is granted to a successful applicant to access and use vacant space is between the successful applicant and the property owner, and Council is not a party to, or liable for the terms of any licence agreement;

• Council does not guarantee that a property to which a successful applicant has been granted access will be able to be modified/altered/fit-out, and this is subject to successful applicants seeking and gaining the approval of a property owner (and any necessary permits/approvals from Council);

• The length of the term of any tenancy granted by a property owner is at the discretion of the property owner, and any term is limited to a 30 day rolling basis. Any grant of extension to the term of a licence agreement to access a property is entirely at the discretion of a property owner and is to be sought by a successful applicant from a property owner;

• Council is not responsible for the termination of any licence agreement between a successful applicant and a property owner, and a property owner may, at any time, give the successful applicant 30 days’ notice to vacate their property.

• Council takes no responsibility, and is not liable for, any damage to a property that a successful applicant is matched with, or to property belonging to the applicant that is present at any property they are matched with;

• Council is not responsible or liable for the payment of any utilities in respect of a property occupied by a successful applicant;
