Stadium Rules for UEFA EURO 2016™
These Stadium Rules together with the relevant national laws including French laws shall apply to all ticket and/or accreditation holders who enter the stadium premises used in connection with the final tournament of the UEFA European Football Championship 2016 (hereinafter “UEFA EURO 2016™") organised by Union of European Football Associations, Fédération Française de Football and EURO 2016 SAS.
The stadium (hereinafter "Stadium") as referred to in these stadium rules shall include all areas within the stadium premises and in its immediate vicinity where a UEFA EURO 2016TM match will be played, is played or
has been played that are only accessible with a UEFA EURO 2016TM match ticket (hereinafter "Ticket") and/or a
UEFA EURO 2016TM accreditation (hereinafter "Accreditation"), including all entrances and exits.
These Stadium Rules replace, in the period during which Ticket or Accreditation are needed to enter into the Stadium, the stadium rules of the Stadium, which govern other matches and/or events played and/or held at the stadium during other periods.
2.1 Entrance to the Stadium shall only be authorised upon presentation of an Accreditation and/or a valid Ticket per person, regardless of age including for very young children. The Ticket and/or Accreditation must be shown for inspection on entrances and inside the Stadium at the request of any person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer. If requested, proof of identity shall be shown in the form of an official document. Failure to cooperate shall result in access to the Stadium being denied or expulsion from the Stadium.
2.2 The validity and usability of Tickets or Accreditations shall be determined according to the relevant UEFA EURO 2016™ terms and conditions. Ticket or Accreditation holders may only enter the Stadium with a Ticket or Accreditation acquired/granted and used in compliance with such terms and conditions.
Tickets or Accreditations acquired from illegal/unauthorized sources are invalid.
2.3 Ticket holder minors under the age of 16 shall only be authorised to enter the Stadium with an accompanying adult, who will be responsible for. The accompanying adult shall also hold a valid Ticket.
2.4 Disabled persons will be able to reach accessible areas via entrances provided for this purpose by presenting a valid Ticket for disabled persons. An accompanying person shall also hold a valid Ticket. Proof of disability shall be shown to Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS at the request of any person appointed by them.
2.5 Driving and parking of vehicles inside the Stadium shall only be permitted with the special authorisation of Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS.
3.1 Every person entering the Stadium shall be obliged to show and, if requested, hand over for inspection their Ticket and/or Accreditation to a person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer.
3.2 Any person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer shall be entitled to examine – including through the use of technical aids – whether persons represent a risk of potential trouble to public order, in particular on the grounds that they have consumed alcohol or drugs or are in possession of weapons or other prohibited items. Any qualified person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer shall be entitled to search any person’s clothing and other items in their possession.
3.3 In order to be able to enter the Stadium, prohibited items will be confiscated by any person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or will have to be left, when possible, at the deposit by its owner. The above entities or their representative(s) may refuse to store an item.
3.4 Any person who refuses to abide by these control rules or represents a security risk shall be turned away and denied access to the Stadium, without prejudice to any action, which can be initiated against such person.
3.5 Persons who make an unauthorised use of Tickets, or who are subject to an applicable stadium ban shall be denied access to the Stadium and shall immediately return their ticket to Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS (as instructed) in accordance with the Ticketing Sales Terms and Conditions. Similar rules apply to any use of an Accreditation not compliant with the Accreditation Terms and Conditions.
4 Conduct inside the Stadium
4.1 All persons entering the Stadium shall:
(a) conduct themselves in such a way that they do not harm, injure, endanger or unnecessarily obstruct or annoy others, nor cause damage to anything;
(b) follow the instructions of the persons appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS, police, fire brigade and/or rescue service;
(c) occupy the seat allocated to them as described on their Ticket and use the appropriate access routes. Any person may be obliged to change the seat indicated on his/her Ticket if so reasonably requested by any person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer for safety or major organisational/operational reasons;
(d) If any person becomes aware of any damage caused to any property or any accident of any kind, such person should take immediate steps to inform any person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer at the Stadium. (e) Access will be strictly limited to what the holder of a Ticket, an Accreditation and/or, when relevant, a supplementary access device is entitled to.
4.2 Further exceptional demands may be made in order to prevent, reduce or eliminate danger to life, health or property. Instructions issued by a person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer must be followed and failure to cooperate may result in expulsion from the Stadium.
4.3 Rubbish and empty packaging shall be placed in the bins and containers provided at the Stadium. If any, the arrangements for the separation of waste shall be respected.
4.4 Smoking – including use of e-cigarette products - is strictly prohibited in the Stadium.
4.5 Betting activities are prohibited within the Stadium premises.
5 Sound and image recordings and transmissions
5.1 Any person attending a UEFA EURO 2016TM match acknowledges that use may be made, free of charge, of
his/her voice, image and likeness, when he/she was in the Stadium, in still images, audio, visual and/or audio-visual transmissions or materials taken or recorded at such moment and used simultaneously to their capture or any time afterwards in relation to such match and UEFA EURO 2016™ in general.
5.2 Any person attending a UEFA EURO 2016TM match shall not record, use or transmit over the Internet, radio,
television or any other current or future media, any sound, image, recording or description of the Stadium or the match (including any result, statistics, information or other data of the match in whole or in part) - or to assist any other person(s) conducting such activities - other than for private use.
6 Prohibited items and conduct
6.1 The following items shall not be brought into the Stadium, unless authorised , as and when relevant, by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS:
(a) anything that could be adapted for use as a weapon or to cut, thrust or stab with, or as a projectile, in particular long umbrellas, helmets and other unwieldy objects such as ladders, stools, (folding) chairs, boxes, large bags, rucksacks, suitcases and sports bags. For the purposes of this rule, “unwieldy” means, in principle, any objects which are larger than 25cm x 25cm x 25cm or which cannot be stowed under the seat in the Stadium;
(b) bottles, jugs or cans of any kind as well as other objects made from plastic, glass or any other fragile, non-shatterproof or tough material, except UEFA EURO 2016™ consigned cups or on medical grounds duly evidenced;
(c) fireworks, flares, smoke powder, smoke, bombs or other pyrotechnics;
(d) gas spray cans, corrosive, flammable substances, dyes or receptacles containing substances which are harmful to health or are highly flammable;
(e) laser pointers; (f) flying objects; (g) weapons of any kind
(h) alcoholic beverages of any kind, drugs, stimulants or psychotropic substances (except for the latters on medical grounds duly evidenced).
(i) any insulting, racist, xenophobic, religious, political or other illegal/prohibited material including discriminatory propaganda material (including in relation to male and female);
(j) any promotional, commercial objects or materials, including banners, signs, symbols and leaflets;
(k) flagpoles or banner poles of any kind. Only flexible plastic poles and so-called double-poles that do not exceed 1 (one) metre in length and 1 (one) cm in diameter are permitted;
(l) banners or flags larger than 2.0 (two) x 1,5 (one and a half) metres. Smaller flags and banners may be permitted, provided that they are made from material which is deemed “non-flammable” and comply with French law; All such banners or flags must be proactively offered up for inspection by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS;
(n) mechanically or manually operated sound-emitting devices such as mega-phones, klaxons or vuvuzelas; (o) professional cameras and video cameras or other sound or video professional recording equipment, being understood that cameras, video cameras or other sound or video recording equipment may be brought to the Stadium when they are intended to be for private use and accepted as such by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS;
(p) all devices used for the purposes of transmitting or disseminating any content in breach of Clause 5.2;
(q) animals, except for guide and/or assistance dogs in compliance with the French law.
In case of any doubt with regards to any object being brought to the Stadium, the relevant person appointed by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or a police officer shall be responsible for deciding which objects are prohibited or permitted in accordance with the Stadium Rules.
6.2 It is strictly forbidden to do any of the following inside the Stadium:
(a) throw objects or liquids of any kind, particularly in the direction of another person or in the direction of the area around the pitch or the pitch itself;
(b) start a fire, let off or launch fireworks, flares or other pyrotechnics;
(c) express or disseminate insulting, racist, xenophobic, religious, political or other illegal/prohibited messages and in particular discriminatory (including in relation to male and female) propaganda messages;
(d) act in a way which may be interpreted by others as dangerous, provocative, threatening, discriminatory or offensive;
(e) sell goods, tickets, distribute material (including printed material) or any object, and hold collections or carry out other promotional or commercial activities without prior written authorisation from Union of European Football Associations Fédération Française de football or EURO 2016 SAS, as relevant;
(f) climb on or over structures and installations not expressly intended for that use; (g) write or paint on or affix anything to structural elements, installations or pathways;
(h) relieve oneself anywhere other than in the toilets, or litter the Stadium by discarding objects such as rubbish, packaging, empty containers;
(i) stand on seats in the spectator areas;
(j) disguise or camouflage oneself (in particular the face) in a way that hinders recognition; (k) any other conduct which is prohibited.
The above list is not exhaustive.
6.3 Unless otherwise authorised to do so by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS, it is strictly forbidden to do any of the following inside the Stadium:
(a) access areas (e.g. function rooms, VIP and media areas), which are closed to the public or for which access is limited to the holder of a specific Ticket, Accreditation and/or, when relevant, a supplementary access device, when the holder of the Ticket, Accreditation and/or supplementary access device holder is not entitled to access such areas;
(b) restrict or loiter in areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits;
(c) enter the pitch or the area around the pitch. The above list is not exhaustive.
Subject to any applicable laws, any breach of the Stadium Rules may result in the following penalties being imposed:
(a) expulsion from the Stadium and possible handing over to the police;
(b) banning of the offender from all Stadiums for part or all of the duration of UEFA EURO 2016TM in accordance
with the Accreditation Terms and Conditions or the Ticketing Sales Terms and Conditions, as relevant;
(c) cancellation and invalidation of the Ticket and any other Tickets that have already been purchased by such breaching person for the same or other UEFA EURO 2016™ matches in accordance with the Ticketing Sales Terms and Conditions;
(d) provision, in accordance with applicable laws, of the relevant personal information to respective national football associations and/or the police so that appropriate measures can be taken, e.g. national stadium bans; (e) initiating by Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS or any other authorised persons or entities of legal proceedings;
(f) penalties or remedies in compliance with French law;
Union of European Football Associations, Fédération Française de Football and/or EURO 2016 SAS reserve all other rights to pursue other legal remedies at their own discretion.
To ensure safety of the public, the Stadium is equipped with a video surveillance system which is placed under the control of judicial police officers and the images from which are likely to be used in the event of legal proceedings. A right of access is provided for in compliance with French law and in particular the relevant articles of the “Code de la Sécurité Intérieure”.
Within the limit(s) imposed by applicable laws, any person entering into the Stadium acknowledges that he/she does so at his/her own risk and that he/she may be liable for damage or loss resulting from any of his/her acts at the Stadium.
10. Severability and amendments
10.1 Should any provision(s) of the Stadium Rules be declared void, ineffective or unenforceable by any competent court, the remainder of the Stadium Rules shall remain in effect as if such void, ineffective or unenforceable provision(s) had not been contained.
10.2 Union of European Football Associations, Fédération Française de Football and EURO 2016 SAS reserve the right to make reasonable amendments to the Stadium Rules from time to time, the latest and effective version of which shall be available on the official websites of the Union of European Football Associations and Fédération Française de Football http://www.euro2016.fr, http://www.fff.fr/.
10.3 Each Ticket and/or Accreditation applicant will be informed of the publishing of the above new version via the e-mail address provided to at the time of his/her application (as may be changed from time to time in accordance with the relevant terms and conditions) and it is such applicant’s responsibility to inform all the potential or actual Ticket and Accreditation holders covered by his/her application of such change. Each such relevant person would then be entitled to cancel the respective application in accordance with the Accreditation Terms and Conditions or the Ticketing Sales Terms and Conditions, as relevant.
11. Authentic text
The Stadium Rules have been drafted in French and translated at least into English, German, Italian, Spanish and Russian. In the event of any discrepancy between the texts, the French text shall prevail. The Stadium Rules shall be available on the official websites of the Union of European Football Associations and Fédération Française de Football
:http://www.euro2016.fr, http://www.fff.fr/ and the up-to-date version of the Stadium Rules will be displayed at the entrances and inside the Stadiums at all time during the enforcement period of the Stadium Rules.
12. Applicable law and jurisdiction
12.1 The Stadium Rules shall be governed by and interpreted in accordance with the laws of France.
12.2 All disputes arising from or related to the Stadium Rules shall be submitted to the competent court in France.
