S.E.S.A.M.O project exploits the results of previous LdV projects. Such projects aimed at identifying systemic maps and integration tools, implementation guidelines, adhesion constraints and requirements. The scenario refers to ECVET indications: mobility, mutual trust, transparency, validation. According to these principles the project results are divided into three categories:
system results - H.E.LE.N. project has identified a methodology to formalize the national education and vocational training systems by referring to three main analysis domains: qualifications, certification and recognition of competences and credit systems. The detailed analysis of the context, validated through case studies represented by vocational training paths, has enabled to identify systematic and systemic representation of the national structures in order to further identify the concept classes and describe the relations between them. In a mobility context such methodology and the maps ease the voluntary adhesion by the Authorities and the operators through the selection and mutual understanding of the information meaning. Moreover it is functional to make those decisions which are not based on a casual process but require temporal and organizational correlations. The innovation in employing H.E.LE.N. results lies in moving from an equal approach to a top-down one thanks to the EQF implementation and ECVET consultation process results – good practices
established in the partnerships and based on the willing to compare and the opportunities provided by ICT tools. In particular B.E.A.TR.I.C. activities are complementary to H.E.LE.N project and are functional to help the operators in using the certification tools present in the national contexts, the Europass framework and the Certificate Supplement. The experiences carried out in previous projects have enabled to strengthen the relationships and enhance the mutual trust, but most of all to consider the diversity as a source of enrichment. The strengths to be transferred are the semantic clearness, the selection of information, the collaborative learning/working; product results – they are designed to enhance the transparency and are functional to the validation.
The most remarkable products transferred are:
•H.E.LE.N maps as semantic and syntax tools designed to identify links between the systems in order to establish relations between concepts at a transnational level. Such concepts deal with the transparency of qualifications, the recognition of competences and credits; the links can be based on three different approaches;
•Tools for transparency” created in B.E.A.TR.I.C. where a procedure to semantically represent the concepts regarding national and Europass certificates was applied. Such procedure was designed to define a protocol and the guidelines functional to the filling in. The protocol focuses on the Certificate Supplement following Europass implementation in 2004. The procedure will be transferred and completed with the credits according to the procedures described by ECVET;
•he results provided in the study regarding the definition of a credit system carried out in ECVET Connexion. This system has pointed out the constraints, the obstacles, the strengths and weaknesses through a SWOT analysis as well as the opportunities and risks through the simulation of case studies by providing indicators on the compliance level ofthe local systems to the EU one
