Sailing Instructions

1. RULES

1.1. The race series will be governed by the Racing Rules of Sailing.

1.2. All boats shall comply with ISAF Category 5 safety regulations, as well as applicable Coast Guard regulations.

1.3. PHRF-LO Class rules will apply. 2. NOTICES TO COMPETITORS

2.1. Notices to competitors will be posted on the official notice board located on the porch at the Brockport Yacht Club .

3. CHANGES TO SAILING INSTRUCTIONS

3.1. All Changes to the Sailing instructions will be posted by 4:00PM on the day of the race.

3.2. Changes to the sailing instructions may be made via radio channel 68. 4. SIGNALS MADE ASHORE

4.1. All signals made ashore will be on the BYC flagpole in front of the clubhouse. 4.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30

minutes' until the warning signal. This changes RRS Signals. 5. SCHEDULE OF RACES

5.1. The schedule shall be posted on the BYC Racing Website. 5.2. The Warning time until and including Aug 15th shall be 6:30 PM.

5.4. Changes to the schedule may be made with notice on the BYC Racing Website and the Official Bulletin Board.

6. DIVISIONS

6.1. See Appendix D. 7. CLASS FLAGS

7.1. The Class flag for all number divisions shall be Green. 7.2. The class flag for all letter divisions shall be Yellow. 8. RACING AREAS

8.1. All Starts will take place within a 2 mile radius of the mouth of Sandy Creek 9. COURSES

9.1. The race courses are attached Appendix C

9.2. The Race committee shall convey course information via Radio. Such information will be broadcast approximately 5 minutes prior to the warning signal. All boats

should monitor VHF channel 68 for this information. Failure to receive such information shall not be grounds for redress.

10. MARKS

10.1. Marks will consist of Inflatable Tetrahedrons, inflatable tall “barrel” cylinders, “stubbys” (low barrel cylinders), and buoy balls and Government marks. These marks may vary as equipment and conditions dictate.

11. STARTS

11.1. Pre-Start announcements and Course designation will be made via Radio on Channel 68.

11.2. Race “Attention” Signal consisting of 6 short horn blasts will be made approximately 1 minute before the warning. The Race committee flag will be taken down. This is not an official time signal and should not be treated as such.

11.3. Starting lines will be between the orange flag on the committee boat and nearby starting buoy course side edge.

12. CHANGES OF COURSE

12.1. Changes to the race course either direction or length or both will be made via VHF radio channel 68. No signals or sounds will be made other than radio

transmission. This changes RRS 33. Failure to hear such transmission shall not be grounds for redress.

13. FINISH

13.1. Finishes shall be between an orange flag on the committee boat and a nearby mark. 13.2. In the event the race Committee is absent boats shall finish as close to the

finishing mark as possible and record their time via GPS; or cell phone, and note any other racing boats in the vicinity.

14. PENALTY SYSTEM

14.1. For Letter Divisions Only; Any OCS boat may take an optional scoring penalty of 20% or 2 scoring positions, whichever is less, so long as the boat is no more than 1 boat length over the starting line. Any boat greater that one boat length will be scored OCS unless they return to the pre-start side of the line and start correctly.

14.2. Appendix T Section A and B of the RRS will apply. The first two sentences of rule 44.1 are changed to; 'A boat may take a one-turn penalty when she may have broken a rule of part 2 or rule 31 (Touching the mark) while racing. However when she may have broken a rule of part 2 while in the zone around a mark other than a starting mark, her penalty shall be a two turn penalty.

14.3. Appendix T1 Section D shall be in effect. 15. TIME LIMITS AND TARGET TIMES

15.1. The time limit shall be 35 min after the first boat finishes thereafter the boat will be scored TLE which is 2 point higher than the number of boats that did finish. 15.2. Time for the first boat to reach the first mark is 45 min.

15.3. Division D boats not finishing within 45 minutes of the first boat shall be scored TLE (time limit expired) which shall be 2 points higher than the number of boats that did finish.

a) The race committee may attempt to change course based on target time, this changes RRS(32.1)

16. PROTEST TIME LIMITS

16.1. Protest time limit is 1 hour after the committee boat docks. 17. SCORING

17.1. Scoring will be based on PHRF-LO Time on Time

17.2. Inter-divisional overall championships and any prize based on overall scores shall be scored based on CHIPs High Point Scoring System

17.3. Divisional series schred on Appendix A

17.4. Scoring rule A9 (long series scoring) will be in effect.

17.5. When 7 or more races are sailed in each of the Spring and Summer series there shall be 2 exclusions; Otherwise there shall be 1 exclusion.

17.6. The combined exclusions in 7.5 shall be the number of exclusions for the overall championship.

17.7. Division D overall shall consist of total races sailed in the Spring and Summer series with exclusions consisting of 7 if 16 are sailed; 6 if 15; 5 if 14 or less.

18. SAFETY

18.1. Boats retiring from the race shall notify the Race Committee as soon as possible. 18.2. Boats will conform to the Equipment Rules of Sailing for inshore/ coastal racing. As

well as the laws and guidelines of local state and municipalities 19. RADIO COMMUNICATION

19.1. It is mandatory that all boats have radios that are able to communicate on channel 9, 16, 68, 71, and 72.

19.2. All boats shall monitor VHS Channel 68 and 16 during the race.

19.3. Except in an emergency boats shall neither transmit nor receive radio

communications not available to all boats. This includes cell phones, and all mobile devices.

19.4. The Race Committee will use VHF channel 68 to communicate to the fleet, including countdown to the start, location of the starting area, OCS, general recalls and postponements. In addition changes in the length and direction of the leg of the race course will be made via radio. Failure to make such broadcasts or failure to hear them shall not be grounds for redress. This changes RRS 62.1 (Redress) 20. PRIZES

20.1. See Appendix P for trophies and prizes. 21. INSURANCE

21.1. All boats shall be insured with a valid 3rd party liability insurance as required by

Brockport Yacht Club 22. DISCLAIMER OF LIABILITY

22.1. Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Appendix D Divisions

Division 1: PHRF-LO 217 or higher and NFS Boats. Division 2: PHRF-LO 208-216

Division 3: PHRF-LO 207 and Lower

Division D: All boats not participating in # Divisions

Division D may be divided into 2 fleets depending on number and type of boats participating

Organizing authority may adjust these Divisions or boat assignment depending on those participating
