Explanation of variances greater than 15 percent:

The increase in the number of small businesses receiving contracts is tied directly to total dollars awarded and number of contracts. The increase in the sheltered market amount is due to the fact that there is greater understanding of the program among agency buyers, and more visibility among our certified small businesses .

The increase in revenues received in FY06 can be attributed to greater attention to compliance throughout the life of the projects after the 2004 Business Opportunity Act was passed.
