Foreword Welcome to Austria

Are you interested in studying in Austria ?

Because of its rich cultural past and pre sent Austria is cherished by people all over the world.

The varied landscape is of great importance for tourism, there are many skiing resorts; in the summer there are lots of opportuni-ties for hiking and climbing or for water sports on the numerous lakes.

Other factors for a stay in Austria are the great social security, the economic stability and the great hospitality of the Austrians. The Austrian educational system offers you a broad spectrum of educational oppor tu-nities. This is why Austria is an ideal place for studying and living.

This new edition of the ›Study in Austria‹ bro chure will provide a general overview and serve as a basic guide: By providing in-formation about entry and residence regu-lations, general conditions for ad mission and necessary steps to take after arrival in Austria we want to help you plan your stu-dies in Austria.

In this publication you will find tables of the degree programmes at the Austrian uni-versities and uniuni-versities of applied scienc-es. Further information about appli cation requirements and procedures is available from the institutions mentioned in this bro-chure.

Higher Education Institutions in Austria*

Universities and

Universities of the Arts

Apart from the traditional comprehensive universities, which offer a wide variety of disciplines, there are a number of techni- cal and medical specialist uni versities as well as a university centre for postgradu- ate edu cation.

Austria’s six universities of the arts offer programmes in music, applied, performing and fine arts as well as in the visual arts and design. Though the common language of instruction remains German, an increas-ing number of programmes is offered in Englisch, see:

The total number of students is approxi-mately 284.085 (of whom international stu- dents 67.117). (uni:data, winter term 2010)

Academic calendar

The academic year in Austria as a rule begins on October 1st and ends on September 30th of the following year. It consists of: > winter semester

(October 1st to January 30th), > summer semester

(March 1st to September 30th) and periods during which no lectures are held (Christmas, semester and summer breaks). (Exceptions from this schedule are possible; please enquire at the edu­ cational institution of your choice.)

Structure of study programmes

In the last few years the Austrian university system has introduced the European three­ tier system of degrees according to the Bo-logna process.

Besides, the old two­tier system still ex­ ists in some subject areas and uni versities (for example medicine).

1 Austrian bachelor programmes, university level

Bachelor and master study

programmes

Most degree programmes are divided into > bachelor studies, which conclude

with the degree of Bachelor. ECTS credits: 180 (in special cases: 240) > master studies, which require the

successful completion of a bachelor study programme and conclude with the academic degree of Master. ECTS credits: at least 120

Doctoral studies (Dr. / PhD)

Doctoral studies are based on the success-ful completion of diploma or master degree programmes. Succesful candidates demon-strate their capacity to create an original piece of research work. They conclude with the degree of Doktor/in or PhD. Duration: at least 3 continuous years without the award of ECTS credits.

Traditional diploma programmes

These programmes conclude with the award of a diploma: Magistra or Magister in most disciplines or Diplomingenieur(in) for engineers. Duration: 4 – 6 years.

Private Universities

Austrian private universities offer innova-tive and high quality education and provide students with personal attention at the highest academic level. Continuous internal and external evaluation of teaching and re- search as well as active promotion of the arts assure constant university quality de-velopment.

The Austrian private universities refine exis- ting and establish new degree programmes based on current and future educational needs.

Periodic external re-accreditation reviews supplement internal quality management and provide graduates with excellent chan-ces for their future careers.

The Conference of Austrian Private Univer-sities (OePUK) serves as official representa-tive for its members both in Austria and abroad.

The curricula of the Austrian private uni-versities as well as the academic degrees awarded by them differ from university to university.

University Training Courses

University Level Courses

Universitätslehrgänge

University training/level courses are further education courses at universities. There are various levels (undergraduates –

postgraduates). Very often they last 2 – 4 se-mesters. The contents, goals, structure and duration of these courses are determined by the universities, which are responsible for the individual curricula and can provide in-formation about these opportunities. Upon the completion of postgraduate university courses academic titles such as Master of Advanced Studies (MAS) or Master of Busi-ness Administration (MBA), among others, may be conferred. Universities of

Applied Sciences (UAS)

Fachhochschulen (FH)

Universities of Applied Sciences offer their students professional-oriented higher edu-cation. This is reflected in their curricula, which include mandatory career-oriented practical training units or job-based intern-ships. Thenumber of students per year and programme is limited, and for this reason most of the programmes have an entrance procedure which has to be successfully completed.

UAS offer full-time and part-time study pro-grammes. Part-time programmes are de-signed for working students and take their specific situation into account. For the com-pletion of all UAS programmes a relevant thesis and an examination are required. The academic degrees awarded are Bachelor

and Master. In the technical fields Master of Science or Diplom ingenieur(in) (equivalent to a Master of Science) are awarded. Gradu-ates of UAS Master’s programmes may en-rol in doctoral programmes at universities. In line with the Bologna Process Universities of Applied Sciences have offered Bache lor’s and Master’s programmes since 2003.

The University of Applied Sciences is a rela-tively young type of tertiary education com-pared to universities. It is mainly financed by the Federal Government.

The first degree programmes were estab-lished in 1994/95. At present (i. e. in the 2011/12 academic year) 359 UAS degree programmes in areas such as Business, En- gineering and IT, Social Scien ces, Law, Media and Design, Health Sciences and Cultural Sciences are offered by 21 insti- tutions (see list on page 106). About 50 de- gree programmes are offered entirely in English.

The total number of students is approxi-mately 38,000. 13% of the students go abroad for a period of study or a professio- nal placement.

University Colleges

of Teacher Education

The Austrian University Colleges of Teacher Education offer a three-year (six- semester)

Bachelor of Education (BEd) degree in com-bination with a teaching qualification for primary, secondary or special needs schools. Some of them also offer BEd degrees for polytechnic schools and for teaching re-ligious education. The University College of Agriculture and Environment offers a Bachelor of Education in combination with a qualification for teaching in schools of ag-riculture.

Graduates of higher secondary education

are accepted at the University Colleges after going through a screening procedure and after successfully completing a four-week information period.

The study programme comprises courses in educational science, subject studies relevant for the respective teaching qualification and practical school experience.

There are nine state-run University Colleges e.g. in Lower Austria, Upper Austria, Salz-burg, Tyrol, Styria, Vorarlberg, Carinthia and two in Vienna and five private ones main-tained by the dioceses of Graz, Innsbruck, Linz and Vienna and by a foundation in Burgenland.

Application for Admission

to Study in Austria

You have to send the application and ne­ ce s sary documents to the university, the university of applied sciences (Fachhoch-schule / UAS) or the UAS degree programme (applications submitted to the Austrian re-presentative authorities will be forwarded to the educational institution – applications must arrive at the university on time, please bear in mind that forwarding may take some time; submission of the application at the representative authority does not ex-tend the deadlines!). Some universities offer a ›registration of data‹ via Internet and will then send specific information to you via e-mail.

Closing dates / deadlines

> Universities: All documents have to ar-rive at the Austrian university by September 1st for the winter semester and February 1st for the summer semester. These deadlines cannot be extended. Since it takes a while to process the applications it is advisable that you submit the application as early as possible.

For foreigners who ›have the same status as Austrians‹1and for nationals of EU and EEA member countries as well as for Swiss na-tionals the general application deadlines of each university (approx. mid/end of Oc-tober for the winter semester and mid/end of March for the summer semester, depend-ing on the individual universities) and an additional application period (November

1 diplomatic staff; spouses and children of

accre-dited foreign correspondents; persons who them-selves or those liable for their support have had their centre of life in Austria for at least 5 years im-mediately prior to application; certain recipients of grants; holders of school leaving certificates of Austrian schools abroad; statutory acknowledged refugees.

Training Courses / University Level Courses differ from course to course and should be enquired about at the individual courses.

the university may limit admissions either by introducing an entrance examination before admission or by carrying out a se-lection procedure until two semesters after admission (detailed information is available from the universities concerned).

5. For many programmes proof of profi­ ciency in German is necessary and should also be included in the application documents, if available (e.g. German exami-nation within the school leaving examina-tion, language course diplomas). See ›Ger-man language courses‹ on page 16. Foreign documents have to be presented in the original (and in photocopy) and have to be legalised 4. If documents are drawn up in languages other than German, legalised translations have to be added, translations done abroad also have to be legalised.

2. Proof of nationality in combination with an official ID document with photo or valid travel document.

3. General university entrance qualifica­ tion:

> for bachelor and diploma degree studies: secondary school leaving certificate 3or equivalent > for master studies: bachelor or

equivalent degree

> for doctoral studies: diploma, master or equivalent degree

4. Specific university entrance qualifica­ tion (for universities): proof of the right to direct admission to study the chosen field and level of study in the country in which the document qualifying for universi-ty studies was issued (not applicable to EU/ EEA citizens).

The groups of persons specified in footnote1 (1see page 10) will not need such a proof for bachelor and diploma degree studies. In some study programmes, e.g. medicine, dentistry, psychology the rector’s office of

to the Austrian school leaving certificate, the Austrian university will prescribe supplementary examinations, which have to be passed before ad-mission to degree programme studies. Austria has concluded agreements of equivalence of school leaving certificates with several countries. Further information is available from the Austrian univer-sities or NARIC (National Academic Recognition Information Centre).

4 Legalisation is done by the Ministry for Foreign

Affairs of the individual countries and then by the Austrian representative authority in that country or – after prior legalisation by the re presentative authority in Austria of the country of issue of the document – by the Austrian Ministry for Foreign Affairs (legalisation office) (only for original docu-ments). Documents from certain countries either require only an apostille or no legalisation at all. Detailed information is available from the Aus-trian representative authorities.

Entry and Residence Conditions

a) Nationals of EU and EEA member coun­ tries as well as Swiss nationals do not need visas or residence permits. When staying in Austria for longer than 3 months they, however, have to apply for a confirmation of registration (Anmelde bescheinigung) at the immigration office (Landeshaupmann, Magistrat, Bezirks hauptmannschaft) within 4 months of entry to Austria.

b) Other foreigners have, if they are stay-ing for longer than 6 months, to apply for a residence permit for study purposes

(›Auf-enthaltsbewilligung Studierende‹) 5 at the Austrian representative authority before entry to Austria after receipt of the noti-fication of admission. The application will be sent to Austria and the decision has to be awaited in one’s home country (there-fore the application should be submitted at least 3 months before the intended ar-rival in Austria). Exception: Applicants who are allowed to enter Austria without a visa (information about this is available from the Austrian embassies) may apply for and receive the residence permit from the Immi-gration Office once they are in Austria. Universities of the arts and UAS degree

programmes often do not require proof of the general or specific university entrance qualification; instead, prospective students have to pass an entrance examination or pro duce proof of relevant professional qua lification. Information about the pre-requisites (these differ from one institution to the other) is available from the universi-ties of the arts, the universiuniversi-ties of applied sciences and UAS degree programmes. If all prerequisites are met, the educational institution will send the notification of ad­ mission or the invitation to sit an entrance examination to the address specified by the applicant. Students may be admitted as degree programme students or – if supple-mentary examinations are required and in the case of university training courses / university level courses (Universitätslehr­ gänge) – as non-degree programme stu-dents. On arrival in Austria students have to enrol in person with the university or UAS degree programme.

5 For stays of up to 6 months maximum a visa is

sufficient, this, however, cannot be renewed in Austria.

If you have to sit an entrance examination at an Austrian university of the arts, the pro-cedure for students who may not enter Aus-tria without a visa will be the following: > 1. On the basis of your application the theuniversity will issue a conditional letter of admission (bedingter Zulassungs­ be scheid). Together with the conditional letter of admission and all other necessary documents you have to apply for a resi-dence permit at the competent Austrian representation authority. Since the pro-cessing of the application has to be awaited in your home country you should apply at least three months before the scheduled entrance examination. Sufficient finan-cial means and accommodation have to be shown credibly, e.g. confirmation of alimo-ny payments of parents, pre liminary rental contract, reservation of a room in a student dormitory.

> 2. In case the Austrian authority ap-proves of your residence permit application you can apply for a visa D to travel to Aus-tria. The visa D will be issued for 4 months. The visa allows you to come to Austria to take part in the entrance exam.

The following documents have to be submitted:

1. a fully completed and signed application form (available from the representative authority; can also be downloaded from the Internet)

2. valid passport (must be valid for the whole duration of your stay in Austria)

3. passport-sized colour photograph (between 3.5 x 4.5 cm and 4.0 x 5.0 cm)

5. certificate of good conduct (where available)

6. health insurance for the period of entry to beginning of studies (see ›Health insurance for students‹)

7. notification of admission of the Austrian educational institution

8. proof of sufficient financial means to cover one’s living costs for 12 months in advance (for students up to 24 years of age: € 450/month;

for students over 24 years of age: € 814/month (these amounts contain the rent for accommodation of up to € 260.35 in 2012), e.g.: savings bank book / account in Austria / declaration of guarantee of a person living in Austria / Travellers Cheques

9. proof of accommodation (rental agreement, accommodation agreement with a student hall of residence).

The issue of the residence permit is subject to a fee (€ 120), additional fees may be applicable.

> 3. If you pass the entrance exam you have to provide the letter of admission (Zu lassungsbescheid / Aufnahmebestäti­ gung) and documents that prove sufficient finan cial means and accommo dation to the compe tent Austrian authority to get your residence permit. You have to pick up your resi dence permit within the validity period of your visa!

Students who may enter Austria without a visa may sit the exam without a visa and may apply afterwards for their residence permit in Austria within their visa-free stay.

Family members of students

In case of spouses or minors accompany-ing the student a separate application for each person must be submitted. Proof of adequate health insurance, accommoda-tion in Austria and a separate document showing the financing of the stay in Aus-tria must be produced for the whole fam-ily (€ 1,221.68 per month for couples, € 122.41 per month per child in 2012). Fam-ily members are not allowed to take up gainful employment in Austria.

Important notice: Entering Austria with a tourist visa (visa C) is not recommended because with such a visa you cannot apply for a residence permit in Austria. A visa can-not be renewed in Austria.

For a renewal of the residence permit an ad ditional confirmation of the success-ful course of study (›Studienerfolgsnach-weis‹) is necessary: examinations equalling 8 hours/week or 16 ECTS credits per aca-demic year.

The OeAD Housing Office

provides accom-modation in flats and student halls of resi-dence for recipients of OeAD grants, for Eras-mus students, visiting lecturers and guests.

Particularly in the summer months

(July – September) we have free capacities even for large groups (~ 200 places). Prices on request.

Arriving in Austria – The Stay

Attention: Nationals of EU/EEA countries and Swiss nationals have to apply addi-tionally for a confirmation of registration (Anmeldebescheinigung) if they stay in Austria for more than 3 months.

Health Insurance for Students

Students admitted to an Austrian university or university of the arts or UAS degree pro-gramme as regular degree propro-gramme stu-dents may take out a comprehensive health insurance with one of the local public carri-ers (Österreichische Gebietskran kenkasse). This insurance is only available to Austrians and foreigners who have established a legal residence in Austria (and fulfil several re-qui rements regarding duration of stu dies, change of study programmes, income, study programmes already completed).

Forms to apply for this insurance coverage are available at the respective Gebiets kran­ kenkasse branch offices and the Austrian Student Union (ÖH – Öster reichische Hoch-schülerschaft).

Accommodation

The Austrian Exchange Service (OeAD) and the Austrian Student Union (Österreichi-sche Hochschülerschaft / ÖH) offer reason-ably priced accommodation for students. For details consult:

The International Offices of the universities provide help in finding private accommo-dation.

Registration

In Austria it is compulsory to register with the municipal authorities (Meldeamt: Ge-meindeamt, Magistratisches Bezirksamt) within three working days of entering the country. For this you need a registration form (Meldezettel, available from the regis-tration offices or from the Internet), which must be completed by you and signed by your landlord / landlady. (In youth hostels and hotels this registration is carried out by the management when you check in.) A change of address also has to be reported to the registration office within 3 working days.

Please do not forget to inform the registra-tion office when you leave Austria.

Please enquire directly at the university or UAS of your choice to find out whether or not the certificate / diploma you hold is also accepted as sufficient proof!

University Preparation Programmes

Vorstudienlehrgänge of the OeAD

In addition many universities offer the pos-sibility to attend language courses at the University Preparation Programmes ( ›Vor-studienlehrgänge‹) of the OeAD located in

Vienna, Graz and Leoben (addresses see ap-pendix). By attending these programmes students can prepare for supplementary examinations (e.g. in mathematics or Ger-man …), which they have to take to be ad-mitted to a degree programme. Students can also begin their studies without know-ledge of German and be admitted to univer-sity studies after passing the supplementary examination in German (or other subjects). Other institutions and organisations also offer a variety of German language courses for foreigners. For more information consult

The insurance premium for this coverage currently amounts to € 49,85 (as of 2012) per month for students. Students can con-sult all physicians who have a contract with the Gebietskrankenkasse. Students from EU/EEA countries who are in possession of a valid health insurance in their home coun-tries need the ›European Health Insurance Card‹.

Students who do not meet these require-ments have to take out insurance with pri-vate insurance companies or the local in-surance carriers (Gebietskrankenkassen) them selves (higher premium)!

German Language and

University Preparation Courses

The main language of instruction at Aus-trian universities and UAS is German, only a few programmes are taught in English, see:

www.oead.at/international_programmes. In order to be admitted to a degree program-me you have to prove sufficient know led ge of German. At some universities you need proficiency in German corresponding to level B2, at others corresponding to level C1 of the Com mon European Framework of Reference for Languages. There are differ-ent diplomas that are accepted, e.g. the

›Österreichisches Sprachdiplom Deutsch‹,

Austria’s officially recognised examination system for German as a foreign language with licensed examination centres all over the world: www.osd.at.

c) In case your study plan recommends or requires the proof of a vocational intern­ ship (Berufspraktika)you will not need a working permit. A vocational internship is an employment (practical training) which is required by the study plan of an Austrian educational institution with public status. The employer has to notify (Anzeige be stä­ ti gung) the employment service (Arbeits­ marktservice) and the competent authori ty for taxes (Abgabenbehörde) at least 2 weeks before the beginning of the employment.

The Austrian Student Union (Österreichi­ sche Hochschülerschaft / ÖH) is the legal representative body of all students in Aus-tria: www.oeh.at

Social and cultural institutions as well as the public transport providers offer reductions for students. The Austrian Student Union (Österreichische Hochschülerschaft) in-forms students about these reductions and provides information about all matters con-cerning their studies.

The University Sports Departments (USI –

Universitäts - Sportinstitut) offer a

wide range

of opportunities for practising sports at reasonable prices.

Working in Austria

a) For students who are EU or EEA or Swiss nationals there are no restrictions con-cerning work in Austria as long as the fiscal and national insurance regulations are met.

Important exception: Students from Bul-garia and Romania still need a work permit before taking up gainful employment (de-tails see in the following). Students from Estonia, Latvia, Lithuania, Poland, Slovakia, Slovenia, the Czech Republic and Hungary do not need a work permit since May 2011.

b) Students from third countries need a

work permit to work in Austria. The per-mit is to be obtained by the employer be-fore the student starts working. The work permit is granted for students in a bachelor programme for up to 10 hours per week, for students in a master programme for up to 20 hours per week. Work in the field of sci-ence and research or on the basis of a con-tract for work and labour (self-employment, ›Werkvertrag‹) (by which you are not fully employed and have to take care of your in-come tax and health insurance yourself) does not require a permit. Further informa-tion is available from the employment ser-vice (Arbeitsmarktserser-vice / AMS www.ams. or.at). Please note that your stay in Austria cannot be financed exclusively by such employment! ERASMUS MUNDUS offers a full­time scholarship for excellent students – not only from Austria or Europe but from all over the world – who have successfully ap-plied for an ERASMUS MUNDUS Masters Course or an ERASMUS MUNDUS Joint Doctorate Programme.

An ERASMUS MUNDUS study course lasts between 1 – 2 (Masters) or 3 – 4 (PhD) years. A minimum of three European higher edu-cation institutions (EU or EEA) are actively involved. Students need to study at least at two different European higher education in-stitutions.

Furthermore, it is possible for third country universities (not EU or EEA) to participate in the consortium of an ERASMUS MUNDUS study course and therefore host EM stu-dents for one semester. Internships in en­ terprises and at research institutions are possible, too.
