INTRODUCTION

• The rights and duties relating to contractors and

supervisors in the process of construction through review of the most important Acts, Technical Regulations and Ordinance that were developed and legislate in recent years.

• Implementation of quality control of concrete on the site as one of the obligations of contractors in the

construction procedure, all in accordance with applicable regulations in the Republic of Croatia.

• Croatia is preparing to become a member of the European Union and it is necessary to adapt their

regulations to those that apply to the EU market, but it is also necessary to comply with applicable regulations.

In accordance with Article 177. Physical Planning and Building Act

(NN 76/07, NN 38/09, NN 55/11, NN 90/11 & 50/12)

OBLIGATIONS OF CONTRACTOR

In accordance with Act contractor is obligated to build

according to approved main design and building permit and thereat:

• Confer performance of construction works and other works to persons who fulfill ordinance requirements for performance of these works

• Perform works in order to fulfill basic requirements and other requirements for structure

• Embed construction products and equipment in

OBLIGATIONS OF CONTRACTOR

Provide:

proof of usability of embedded construction products

proof of compliance of embedded equipment according to specific act

documents of compliance of specific building parts to basic requirements for structure and from competent authority given proof of quality (testing results, records of conducted control quality procedures etc.)

• Legally dispose construction waste generated during construction on the site

• Draw up a written report of conducted works, and of the maintenance building

SUPERVISIOR ENGINEER

• In accordance with Physical Planning and

Building Act

Supervisor Engineer

is a natural

person who under a special law has the right to

use the professional title of a licensed architect

or licensed engineer and to conduct technical

supervision of construction on behalf of the

Investor.

• The supervisor engineer can not be an

employee of a person who is the contractor on

the same building

OBLIGATIONS OF SUPERVISIOR

ENGINEER

• Supervise the construction to be in accordance with

confirmed the main design, or building permit, Physical Planning and Building Act and special regulations

• Determine if a main design in terms of horizontal and vertical dimensions and purpose of the building is made in accordance with the decision on building conditions or location permit

• Determine if construction staking is performed by the person authorized to conduct affairs of state survey and real property under a special law

• Determine whether the contractor meets the

requirements for performing construction activities, regulated by special law

ENGINEER

Determine the implementation of control

procedures in respect of compliance

assessment, and prove the quality of certain

parts of the building by an authorized person

• Immediately inform Investor with all the

disadvantages or irregularities perceived during

construction, and Investor, building inspections

and other inspections of the measures taken

• Compile a

final report on the building

REPAIR AND PROTECTION

• In the past few decades the need for renovation of existing structures (especially bridges) has increased. • With development of the area of repair and protection of

concrete structures the legal and technical regulations related to this area also had to pursue.

• The adoption of new rules for concrete structures

(Technical regulation for concrete structures) involved products and systems for the protection and repair of concrete structures for the first time.

• At the same time the Ordinance on conformity

assessment, documents of conformity and marking of construction products was adopted and therefore

brought the obligation to bring the approval of the

EXAMPLE OF “KRK BRIDGE” REPAIR

• It was built from 1976 until 1980

• Only six years after the opening for traffic it was

concluded that some badly done structural solutions must be repaired urgently and that concrete structure has to be protected from the chloride ingress

“KRK BRIDGE”

• The bridge connects the mainland with the

island of Krk over islet of St. Mark in the vicinity

of Kraljevica through two sea channels

• Its total length is 1309.50 m without abutment

(including the 96 m road cut on the island of St.

Mark)

• Building permits (with the main design as an integral part, the site permit)

• Detailed design, program control and quality assurance • Appointments of persons responsible under the Physical

Planning and Building Act

• Study on site organization with the work protection and safety and fire protection

• Record of the geodesic construction staking • Plan for quality performance

• Specifications of materials and construction products in the order

• Evidence about the quality of the built-in concrete (reports of examinations conducted on the site)
