Welcome and Introduction
Welcome to the HIMSS Nursing Informatics Committee Starter Kit.
If you are interested in forming a local organization that focuses on issues and needs related to the practice of Nursing Informatics (NI), you have come to the right place! Healthcare Information and Management Systems Society (HIMSS) is pleased to provide you with an existing organizational structure that easily promotes and supports the formation of such a group. This means you can be off and running almost immediately! More importantly, it provides the opportunity to become actively involved on both a local and national level, in one of the leading healthcare information societies comprised of a diverse membership of healthcare informatics professionals
.
This starter kit provides information that can simplify the start up of a Nursing Informatics Committee as a part of your local HIMSS Chapter.

What is a HIMSS Chapter Nursing Informatics
Committee?
A Nursing Informatics Committee is a standing committee of a local HIMSS Chapter that provides an emphasis on issues of interest and concern to Nursing Informatics’s. The link with an existing local HIMSS chapter provides an opportunity for a closer working relationship with other leading health information technology (HIT) professionals, software developers, vendors and consultants on a local and national level.

Mission and Objectives of a Nursing Informatics
Committee
The primary mission of a HIMSS Chapter Nursing Informatics Committee is to provide critical networking and educational opportunities that enhance the practice of nursing informatics on both a local and national level. Integration and active involvement with other HIT professionals is also maximized. Objectives:
• To provide an opportunity for sharing information, view points and experiences with other nursing informaticists
• To provide structured educational opportunities of interest to Nursing Informaticists
• To provide opportunities for nurse informaticists to actively participate in HIMSS Society activities and collaborate with other HIT professionals
• To identify areas of special interest to NI and facilitate the emergence of these topics within the HIT arena
• To support current professional initiatives that includes research and development within the field of nursing informatics
• To effectively communicate with and support the initiatives and efforts of other Nursing Informatics organizations
Section 4
Guidelines for a Nursing Informatics Standing Committee
Criteria:1. The Nursing Informatics Committee is an appointed entity of an existing local HIMSS chapter. 2. Chapter bylaws must include the ability of the Chapter President to assign and establish committees. 3. Annual appointment of the NI committee by the HIMSS Chapter President is required and must be
documented in chapter minutes.
4. The committee has standing committee status.
5. Members are both HIMSS Chapter and NI Committee members. 6. HIMSS National membership is encouraged.
7. Committee leadership is provided by a steering subcommittee whose chair is also a Chapter board member.
8. The committee submits an annual progress report and active membership list to the HIMSS Chapter Board of Directors and general membership. Group activities and objectives should be addressed.
Committee Composition:
1. The Nursing Informatics Committee will consist of a Chair and at least one other steering committee member (Vice Chair).
2. Membership is comprised of but not limited to nurses who are HIMSS Chapter members.
3. Other IT professionals closely involved with NI interests and have a direct working relationship with nursing informatics may be included if desired.
4. The committee should have at least 10 active members to be successful.
5. The member who pursues the establishment of the NI committee should serve as Chair for the first
year.
Role:
The role of a Nursing Informatics Standing Committee is to provide an organizational structure within a local HIMSS chapter that allows Nursing Informatics members to provide educational opportunities and exchange information on shared areas of interest. The committee may also serve as clinical consultants to the entire chapter membership.
Members have the opportunity to:
1. Share information, viewpoints and experiences with other HIMSS members 2. Develop educational programs pertinent to the practice of Nursing Informatics 3. Identify special interests and enhance collaboration with other NI organizations
4. Identify special interests and enhance collaboration with other HIMSS initiatives and membership groups
5. Encourage member-initiated development of new activities and services
6. Develop opportunities to actively participate in Society activities on both a local and national level 7. Broaden the knowledge base and information exchange pertinent to healthcare and information
management from a clinical perspective
8. Develop a more effective representation of Nursing Informatics interests within the Society
9. Provide HIMSS with Nursing Informatics expertise to assist in the development of new products and services
Functions: Meetings:
Work with the Chapter Board of Directors to schedule meetings and educational sessions. Topics are determined by the level of interest based on membership feedback. An attempt to schedule meetings in conjunction with HIMSS Chapter meetings is strongly encouraged. NI Committee members should also attend Chapter meetings and events. An invitation for other HIMSS members to participate is
encouraged.
Educational Programs:
The provision of locally held, high quality educational opportunities should be a major goal of the
committee. The steering committee should strongly consider developing an annual programming budget request for the upcoming year and submit to the Chapter Board and membership. If approved, the budget should be managed by the steering committee. Budgetary requests should support committee objectives and chapter board strategies. Each Chapter is required to have a minimum of six (6) hours of education per year. The NI Committee can help achieve this requirement by providing Nurse educational
programming. Accreditation of programs for continuing education credit by National HIMSS is encouraged.
Involvement in Annual Conference:
Nursing Informatics Committee members are encouraged to participate in the NI Symposium and other NI related activities during the Annual Conference.
Involvement with other Nursing Informatics Organizations:
Communication with and participation in the endeavors of other existing NI organizations is strongly encouraged. This cooperation should help strengthen and unify the voice and pursuits of nursing informatics on a national level.

NI Committee Leadership and Structure
Steering Subcommittee:
The steering subcommittee should be comprised of a Chair and at least one other committee member (Vice Chair). The Chair should also serve on the Chapter Board of Directors.
The Vice Chair will resume leadership of the subcommittee upon retirement of the Chair. The subsequent vice chair is to be elected by committee members.

Secretary Programming
Qualifications:
• Steering subcommittee members must be a current member of HIMSS (local or national).
• Members must demonstrate strong leadership skills, business acumen and a commitment to perform all duties of the role in an orderly and responsible manner.
Responsibilities of the Chair: (required)
The Chair is the leader of the Nursing Informatics Committee and is responsible for calling and presiding at committee meetings as well as providing direction and coordination to other members of the
committee.
• Preside at all regular meetings of the committee membership and steering subcommittee
• Establish the agenda and schedule for all meetings of the membership
• Work with the steering subcommittee to set goals, objectives and measurable results for the NI Committee
• Assist in identifying and organizing programming and educational needs
• Serve as liaison with the HIMSS Chapter Board
• Conduct business portion of committee meetings
• Present updates on committee functions to chapter members
• Facilitate the annual committee self-evaluation and audit of activities
• Perform any other non-specified duties necessary to further the business of the committee as duly authorized by the steering subcommittee and chapter board
Responsibilities of the Vice Chair: (required)
The Vice Chair will assist and fill-in for the Chair, as needed. The Vice Chair assumes the position of Chair upon retirement or resignation of the Chair in order to ensure a smooth leadership transition.
• Assist the Chair in conducting the business affairs and activities of the committee through special assignments and duties delegated by the Chair or leadership subcommittee
• Attend all meetings of the NI committee and presides in the event of the Chair’s absence
Responsibilities of the Secretary: (optional)
The Secretary is the officer who maintains the records and rosters for the committee in addition to coordinating the materials related to all committee leadership and membership meetings.
• Attend all regular and special meetings of the steering subcommittee and the membership
• Notify the committee Chair if unable to attend so that an interim Secretary can be assigned
• Make necessary arrangements for conducting meetings, whether held in person or by conference call
• Record, prepare, and distribute the minutes to members via e-mail or make available on chapter website
• Work with the chapter webmaster to maintain and update information on the Nursing Informatics webpage
• Maintain a permanent binder containing notices, agendas, and related materials, in addition to the signed and approved minutes
• Prepare or assist in the preparation of an annual newsletter
• Maintain a Secretary’s Book of chapter records, correspondence and activities to be transferred to the incoming Secretary
Responsibilities of the Program Chair: (optional)
The Program Chair leads the NI steering subcommittee in developing and implementing educational and professional offerings to NI committee members.
• Attend all regular meetings and special meetings of the steering subcommittee and membership
• Provide leadership to the NI steering committee in the design, creation and implementation of educational opportunities annually
• Collaborate with the steering subcommittee leadership and chapter board to develop the revenue and expense budgets for any planned annual educational events
• Work with membership committee and HIMSS Chapter to market and publicize educational offerings
• Work with Professional Services staff at National HIMSS to obtain continuing education credits for educational offerings
The committee Membership Chair provides leadership in developing member recruitment and retention activities, setting annual membership goals, maintaining an active member roster and evaluating member satisfaction.
• Attend all regular meetings and special meetings of the steering subcommittee and membership
• Collaborate with steering subcommittee and membership in recruiting NI committee members
• Prepare regular membership reports and present to the NI committee chair
• Ensure that a membership recruitment and application packet is prepared and adequate copies are stocked and available for all committee programs
• Maintain binder of membership list plus any other pertinent correspondence or materials

Membership
Membership in the Nursing Informatics Committee is comprised of, but not limited to nurses who are HIMSS Chapter members. National HIMSS membership is strongly encouraged. Other IT professionals closely involved with NI interests and having a direct working relationship with nursing informatics may be included if desired.
Types of Membership:
Membership in the HIMSS Nursing Informatics Committee is dependent upon joining via one of the following HIMSS membership routes:
• National Membership- provides national HIMSS membership benefits plus automatic Chapter
membership. National benefits include access to publications and newsletters, national survey results, educational opportunities, participation in national committees, task forces, special interest groups and advocacy initiatives along with professional certification and HIMSS advancement opportunities
• Chapter-only Membership- provides Chapter membership only
• Student Membership- provides national membership to documented full time students at a
reduced rate

Process Membership, dues billing and collection:
Membership applications are sent to the National Office for processing. Membership information is entered into the membership database and maintained by National Office staff. National Office staff handles renewal billing and follow up. A listing of new members and renewals will be sent to the HIMSS Chapter monthly along with a check for paid chapter dues. A membership prospect database for each chapter is also maintained.
Conduct membership campaigns:
Chapter membership is included as a benefit of national HIMSS membership in all of our membership campaigns. Local membership campaigns remain the responsibility of the respective chapters.

HIMSS can provide you with membership marketing materials that will be helpful for recruitment and can be distributed at events. For materials contact [email protected].

Initial efforts should utilize existing organizations to market and promote the NI Committee.
• Current HIMSS membership (coworkers and other professional contacts)
• State Hospital Association (organization for nurse executives and mailing lists)
• National and State Nursing Associations (membership lists for your area)
• State educational institutions with nursing programs
Tips for Improving Recruitment Efforts:
• Have prospective membership kits available at all chapter programs attended by non-members (HIMSS National staff will make available upon request).
• Hold “member recruit a member” drive with prizes for member who recruit the most new members.
• Designate a specific time of year for an annual membership drive and kick it off with festivities.
• Ask members and board members to provide the membership committee with a list of referrals for a recruitment referral.

Tips for Getting Started
Organizing a Nursing Informatics Committee is significantly simplified by utilizing the existing
organizational status of your Local HIMSS Chapter. (As a standing committee of the chapter, you are not required to develop separate By-laws of Incorporation or file for non-profit tax status from the IRS). As a result, you can immediately begin to address the other responsibilities and tasks required in starting a new organization.
We encourage you to contact National HIMSS Chapter Relation’s staff to communicate your interest in developing a NI Committee. HIMSS staff is extremely helpful in providing direction and support. If your state does not have an existing HIMSS chapter, HIMSS National support staff can also assist by providing information on how to form a Chapter.
Evaluate your potential membership pool
Questions to consider:
• Will the Chapter be willing to support your efforts?
• Does your community have the resources to supply new members?
• Are there enough interested people in your immediate area to accomplish the goals of improved communications, education and cooperation between nursing informaticists?
• Will other professionals be allowed to participate in the committee?
• Will your Chapter help cover the cost of providing basic services such as meeting announcements, meeting places, postage and educational speakers?
Discuss your interest in evaluating the formation of a NI Committee with the
Local HIMSS Chapter Board of Directors and National HIMSS
It is extremely important to obtain the interest and support of the Chapter Board of Directors. The ability of a NI Committee to recruit a more diverse membership can provide distinct benefits to the Chapter. Recruiting a member of the board to serve on the NI steering committee is strongly recommended. We also suggest working with the chapter Membership Chair in order to identify and contact current HIMSS members that are nurses. New incoming chapter members can also be identified as potential participants.
A reasonable approach in determining interest and support is to suggest planning a special HIMSS
program that incorporates topics of interest to existing members as well as nurse informaticists and nurse administrators. Topics dealing with patient safety are particularly appropriate at this time. If the chapter is interested, use current HIMSS members to help recruit appropriate coworkers and professional
contacts.

Identify and pursue effective methods of communication and recruitment
:• Develop educational offerings of interest to Nursing Informatics and utilize as a method to promote the formation of the organization
• Distribute informational letters and emails (include mission and initial objectives)
• Include current HIMSS members, nursing administrators and CIO’s in all communications to encourage interest in and support for participation of their staff
• Write informational articles for existing nursing newsletters and publications
• Place personal phone calls to potential participants and members
• Advertise educational offerings in existing publications of various organizations
During the first meeting or educational program
:• Discuss the mission and initial objectives for the committee
• Verify interest in pursuing the establishment of the committee
• Identify the most appropriate meeting schedule and location (encourage ongoing participation and coordination with HIMSS chapter meetings if at all possible)
• Gather participant demographic information and areas of interest
• Distribute questionnaire for topics of interest and willingness to serve
• Recruit initial Steering Subcommittee members from group
• Offer a high quality and informative educational program
• Encourage program attendance and support by existing HIMSS members
Ongoing efforts:
• Have HIMSS Chapter Board President establish the NI Committee as a standing committee of the Chapter and include documentation in meeting minutes
• Continue to actively cooperate and participate in all HIMSS chapter initiatives
• Provide active ongoing membership recruitment
• Maintain close communication with initial contacts from existing outside organizations
• Submit informatics updates and articles of interest to interested organizations for publication
• Initiate frequent steering subcommittee phone conferences to enhance personal relationships, commitment to organization and initiate successful planning and programming efforts
• Enhance working and networking relationship with other IT professionals and HIMSS members
• Provide evaluation forms for all educational programming
• Submit education programs to National HIMSS for continuing education credit
• Develop an annual survey to determine organizational effectiveness and possible avenues for improvement
• Copy HIMSS on your committee communications (letters, emails, meeting announcements, etc.) in order to keep them updated on your progress and record your activity
• Take advantage of the support services offered by HIMSS during the ongoing committee development or educational program planning

Microsoft Healthcare Users Group (MS-HUG) was created to be a healthcare industry forum for exchanging ideas, promoting learning, and sharing solutions for information systems using Microsoft technologies. EHR Vendor Association
The HIMSS Electronic Health Record Vendors Association (EHRVA), is a trade association currently comprised of 35 of the nations leading EHR vendors.
Our primary mission is to support national efforts to create interoperable EHRs in the hospital and
ambulatory care settings. The HIMSS EHRVA provides a forum and structure for collaboration for the EHR vendor community relative to standards development, standards-based interoperability, the EHR
certification process, performance and quality measures, and other EHR issues that may become the subject of increasing government, industry and physician association initiatives and requests. Given the large number and variety of organizations that are becoming involved in EHR issues, we believe that an EHR trade association is the most effective way to provide a unified voice from the software vendor community which offers unmatched experience and expertise.
An EHR vendor trade association, as opposed to individual EHR companies, is able to represent the EHR industry as a whole in the many initiatives currently being considered by legislators, standards
development organizations, government agencies and others. EHR vendors working together can achieve interoperability more quickly and more efficiently – for both EHR vendors and our customers, hospitals and physicians’ practices. The current public and private initiatives, if done well, could accelerate EHR adoption and improve quality of care. But, if done poorly, these well-intentioned programs might actually hinder EHR adoption and have little or no impact on quality of care. EHR vendors have unparalleled expertise and experience to ensure that these initiatives are properly developed and actually help accelerate EHR adoption and improve quality and efficiency of care delivery in the United States.

RHIO Federation
The RHIO Federation Task Force focuses on the industry of Health Information Exchanges (HIE), Regional Health Information Organizations (RHIO) and the National Health Information Network (NHIN). The RHIO Federation focuses on three key elements of information exchange: business rules,
harmonization and chain of trust. The Task Force is part of the Integration & Interoperability Steering Committee and meets twice per month to discuss the delivery of education, outreach and advocacy services to the industry at large. The Task Force plans pilot projects to support the growth and success of NHIN through collaboration with government organizations and other non-profit interests. The Task Force creates work groups to support specific interest areas deemed important by its constituents. The RHIO Federation Task Force works closely with the RHIO Federation Chapter Liaisons in each HIMSS Chapter. The liaisons are charged with supporting local HIE and RHIO efforts. This task for works closely with the IHE Steering Committee since the role of IHE in the development of RHIOs/HIEs/NHIN is considered to

Integrating the Healthcare Enterprise (IHE)
Integrating the Healthcare Enterprise (IHE) is a multi-year initiative that creates the framework for passing vital health information seamlessly-from application to application, system to system, and setting to setting — across the entire healthcare enterprise. Under the sponsorship of HIMSS and the
Radiological Society of North America (RSNA), IHE began in November 1998 as a collaborative effort to improve the way computer systems in healthcare share critical information. IHE includes medical specialists and other care providers, administrators, standards organizations, IT professionals, and vendors. IHE does not create new standards, but rather drives the adoption of standards to address specific clinical needs. Opportunities to participate in IHE include the opportunity to join the IHE Special Interest Group as well as IHE Planning and Technical Committees that support specific domain areas including Cardiology, Radiology, Patient Care Coordination and Information Technology Infrastructure. Nursing Informatics
Nursing Informatics is a Community at HIMSS that provides an opportunity for nurse
informaticists promote and support the field of Nursing Informatics through knowledge sharing, advocacy, collaboration, innovation, community affiliations, and recommend/advise on public policy. Participation in the HIMSS Nursing Informatics Task Force provides a forum for these activities. HIMSS is also a co-sponsor of the Alliance for Nursing Informatics (ANI) which provides an opportunity to
collaborate with 19 other nursing informatics groups to represent a unified voice for nursing informatics. ANI provides the synergy and structure needed to advance the efforts of nursing informatics

Technical Advisory Group (TAG) for Health Informatics
HIMSS as of 2003 became the delegated secretariat for the International Health Informatics Technical Committee (TC) and began a balanced recruitment for US delegation/technical advisory group (TAG) for Health Informatics. Today the US TAG includes industry experts, government agencies, providers, clinicians and end-users of HI systems. HIMSS collaborates and funds the United States delegation to the TC and the US national functions of the international TC. The TC new business plan and Global Health Informatics Technology Standards Summit (co-funded by HIMSS and Japan) show 24 countries collaborating and working together to achieve interoperability. ISO’s mission includes active involvement of stakeholders through partnerships, membership in World Trade Organization, and their technical committees. HIMSS harmonizes liaisons to the TC which include, IHE, DICOM, IEEE and HL7. HIMSS facilitates HI standards developers and stakeholders across the national and international community.
