3 surrounded by land uses within a 5km radius as follows: North

The Atlantis industria area, including some undeveloped sites as well as industries such as the Atlantis Foundry, lies to the north of the site.

Just north of Atlantis industria and about 2.5km form the site lies some undeveloped land including dune fields. North-east of the industrial area and about 3.6km from the site lie the residential areas of Avondale and Protea Park.

East

Atlantis industria extends for some 3.3km east-north-east of the site, beyond which lies the residential areas of Protea Park and Witsand. Beyond these residential areas and about 4km from the site lie agricultural smallholdings.

Undeveloped, agricultural-zoned land, with a few agricultural smallholdings, extends for about 3km eastwards from the site until the R304 regional road. Just east of the R304 lie agricultural smallholdings. South

A wastewater treatment works lies just south of the site. Beyond that lies land used for sand mining purposes, with undeveloped, agricultural-zoned land lying beyond that.

West

To the west lies undeveloped, agricultural zoned land. The R27 road (“West Coast Road”) lies about 4km west of the site, with undeveloped land, including dune fields, lying beyond that

Nature of Process

Overview Facility-wide Process Description

Moist sand from nearby sand mines will be delivered to site and stored in bunkers made from shade netting or similar.

The moist sand will be transported from the storage bunker by TLB and tipped to a hopper, which will feed a conveyer to the dryer. The dryer will be combustion heated and will be situated in an enclosure. The dried sand will be conveyed by bucket elevator to silos, which will discharge directly via a chute to trucks for bulk transportation. Occasionally the sand will be discharged to bags for distribution, but bulk distribution will be the norm. The dried product will be used for construction industry and in industrial applications.

The dryer off gases will discharge to an appropriate emissions filtration system before discharging to atmosphere.

1) Haul routes and operational areas on the site associated with the dryer are to be sub-base surfaced or another appropriate hardened surface covering.

2) Trucks and other vehicles to use designated haul routes only. 3) Speed limit on the haul routes is to be about 20km/hour. 4) Sand leaving the site must be covered with a cloth during

transportation to prevent sand from being blown away by wind and causing pollution.

5) Raw material is to be stored in an appropriate 3-sided bunker. If required due to observations of fallout dust, the bunker should be covered when loading and offloading activities are not taking place. 6) Nuisance conditions, including excessive dustfall, and health hazards

associated with nuisance conditions, must be prevented.

7) The dustfall rate from operations associated with the dryer should meet the limits for non-residential areas contained in the National Dust Control Regulations.

8) A dustfall monitoring programme must be implemented if the air quality officer calls for such monitoring, or in the event that dust-related complaints are received from neighbours. The programme must comply with Regulation 5 of the NDCR.

9) A complaints register is to be opened. The nature of the complaint; location and contact details of the complainant; wind and weather conditions at the time of the complaint; and details of the complaint investigation and action take to resolve the complaint, need to be included in the register.

1) Investigate suitable abatement / filtration on the dryer stack in order to ensure that the new plant emissions limits can be met.

2) The abatement system should have at least 95% utilization (5% down-time allowed for unexpected maintenance).

3) A preventative maintenance plan for the dryer, abatement system and all associated equipment must be compiled prior to plant commissioning.

4) A work instruction for operating the dryer and abatement system according to manufacturer’s specifications, must be compiled prior to commissioning.

5) An emergency preparedness plan, including measures to address acute pollution such as excessive particulate and gaseous emissions from the dryer, must be compiled prior to plant commissioning. Timeframe for
