Goals & Objectives

GOALS & ACHIEVEMENTS

Goals(numbered and bold) describe the overall intent for a set of related actions and are relatively long-term in focus and unchanging;Achievements(lettered and italicized) provide specific examples of items accomplished in the past year. These recommendations were derived from the analysis of data collected from the public, stakeholders, staff, and other sources, and the assessment of the current context shaping the Parks & Recreation Department. Projects proposed by staff and the Parks & Recreation Advisory Board (PRAB) for possible inclusion in annual work plans should be drawn from them and carefully evaluated based on technical feasibility, cost and financing implications, as well as their fit with the Guiding Principles.

1. Improve access to and connectivity with the parks and other recreational opportunities.

A) The Division of Parks & Forestry has worked extensively with the Development Department, the Engineering Division, developers and residents on the design and implementation of several new sidewalk projects throughout the City;

B) Sidewalks disturbed by street trees were repaired/replaced in dozens of locations;

C) Sunny 95 Park will add approximately one-mile of looping paved path to our system of paved park trails. Phase one construction is underway;

D) Assisted the Mid Ohio Regional Planning Commission (MORPC) on the development of a Central Ohio Bikeways Map;

E) Assisted the Columbus Recreation & Parks Department on the design and configuration of a portion of the Scioto bikeway that will connect to the southern boundary of Upper Arlington at Fifth Avenue;

F) Partnered with Pedal Instead, a bicycle valet service, at the Upper Arlington Labor Day Arts Festival promoting the use and convenience of bicycles; G) Restored the historic stairway into the west end of the Miller Park ravine; H) Sealed pathways at Reed Road Park and Northam Park;

I) The Department continued our long tradition of street tree planting with sixth grade students from three local schools, planting trees along Cambridge Boulevard, McCoy Road and Zollinger Road;

J) The Senior Center organized an activity titled Sandwich Stroll to make use of and create awareness of the paved walking paths in the parks. More than 100 seniors participated in the event at Fancyburg Park.

2. Enhance the provision of high quality aquatics facilities and programs.

A) Structural analysis of Tremont Pool conducted that addresses the immediate and long-term needs of the facility;

B) Completed the changes required for compliance with the Virginia Grahame Baker Act to two of our three facilities before opening day 2009;

C) Completed cross-training of all aquatics staff allowing them to be fully trained to work at anyone of our three pools;

D) Implemented “Skills Check” training component for all lifeguard staff;

E) Constructed outdoor pump pit cover to extend the effective life of pumps, valves and pipes at Reed Road Water Park;

F) Completed replacement of deteriorated skim gutters at Tremont Pool; G) Upgraded ventilation system in Northam Park Tennis Courts locker rooms; H) Aquatics and Tennis revenues exceeded expenses in 2008;

I) LifeLong Learning and Aquatics partnered together to cross-promote water aerobics.

3. Improve availability and range of field-based activities.

A) The Field Sports Advisory Committee created a field improvement fund that will be used to assist with the maintenance, upkeep and additions to our field sport offerings;

B) The Upper Arlington Lacrosse Association purchased two new soccer goals for Greensview Elementary School allowing more use of this much needed field; C) Installed sports field lighting at Thompson Park Diamond Four, increasing the

playing time and utilization of our fields;

D) Sunny 95 Park phase one construction is in progress and will add much needed sports field acreage to the community.

E) Hosted the state 12 & under Nations Ohio baseball tournament at Northam, Fancyburg, Thompson and Reed Road Parks. This tournament drew over 80 teams from all over the state for four days in June.

4. Provide indoor leisure/recreation opportunities for year-round use.

A) In a partnership with Leadership UA, staff completed a Community Facilities Guide identifying all reserveable indoor facilities in Upper Arlington;

B) Began renting programming space from Covenant Presbyterian Church for use by the Recreation Division;

C) Gained support by the Upper Arlington Foundation to conduct the fundraising for the Sunny 95 barn project;

D) Renovated the interior of the shelter at Fancyburg Park;

E) Senior Center contracted with Friendship Village to use indoor pool for water walking and open swim;

F) LifeLong Learning partnered with a new business “The Culinary Table” to hold more cooking classes;

G) LifeLong Learning partnered with Ohio Orthopedic Center for Excellence for use with a their indoor facility.

5. Improve park facilities and infrastructure.

A) Developed a master plan concept for Reed Road Park after the construction of Firehouse 72;

C) Served on the development and construction teams in the construction of Firehouse 72;

D) Installed new pet friendly drinking fountains at Fancyburg and Northam Parks;

E) Added electrical outlets to new light poles on Thompson Park Diamond 4; F) With assistance from the Tree Commission, conducted several tree related

programs on tree identification and maintenance; G) Added new benches to several parks;

H) Added additional drainage on the north edge of Northam Park; I) Painted the exterior of both shelters at Thompson Park;

J) Considered but rejected the idea of restrooms at Westover Park, following neighborhood feedback;

K) Added new gateway feature at North Star Road and Northwest Boulevard, and updated several other gateways;

L) Installed a sponsored spectacular new garden area in the Southwest corner of Thompson Park;

M) Coordinated two sponsored “Bright Spot” annual gardens, at Lear Road & Oxford Drive, and at Sandover Road & Clarion Court.

6. Enhance nature-oriented areas, environmental programs and park aesthetics.

A) Completed renovation of historical stairs and made significant path improvements in the Miller Park creek corridor;

B) Facilitated removal of an overhead utility line through the middle of Cardiff Woods park;

C) Continued implementation of the city’s emerald ash borer management plan. The borer was found in Upper Arlington in June.

7. Enhance the cultural- and art-based components of park facilities and programs.

A) New permanent art installation at Reed Road Park;

B) Entered into contract with Farmers Citizen Bank to be the presenting sponsor for three years for the Upper Arlington Labor Day Arts Festival;

C) Secured a funding source for the development of a permanent performance arts venue at Sunny 95 Park.

8. Improve the facilities for and operation of LifeLong Learning courses and other recreation education programs.

A) Completed the Community Facilities Guide for distribution and use by all community groups;

B) Relocated Barrington day camp as well as Camp Once In a While due to construction activity at both sites;

C) Upper Arlington Senior Association provided many donations including but not limited to: funding for the landscaped gardens, three new pieces of fitness equipment, six new MAC laptop computers, software for Photoshop classes, and new programming tables for donations exceeding $13,000; D) New fiber optics installed for senior center computer applications and to

improve on the connectivity and speed of connections at Tremont Pool and the tennis courts;

E) Increased the rental opportunities at the Senior Center for use by the general public in non-peak programming hours;

F) Coordinated an Eagle Scout project to create a new entry way to Building 3 at the Senior Center;

G) Expanded use of computer lab at Senior Center by utilizing contractors, volunteers and partners to offer classes and services such as computer basics, tax counseling, LifeLong Learning courses and Medicare counseling.

9. Enhance the department’s administrative and management practices.

A) Received a commitment from the Upper Arlington Foundation to coordinate the fundraising efforts for the historical barn reconstruction at Sunny 95 Park;

B) Completed the automation and computerization of all remote sites including swimming pools, tennis courts, Senior Center and all three day camp sites; C) Recognized as a Tree City USA for 19th consecutive year;

D) Division of Parks & Forestry consulted with the Engineering Division, the Development Department, developers and residents regarding tree and landscape issues for many construction and development projects throughout the city;

E) Online registrations now make up over 20 percent of our total registrations for all of our programs and passes;

F) The Department mobilized unprecedented resources and coordinated work with many agencies and individuals to restore the community following the devastation caused by Hurricane Ike in September 2008;

G) The Senior Center entered into an agreement with a health insurance provider to cover the cost of participating in Studio 55;

H) Cultural Arts Division completed its programming manual and began work on a manual for the Upper Arlington Labor Day Arts Festival;

I) The Senior Center changed facility scheduling to an electronic format; J) Updated policies and procedures for Senior Advisory Council and Board of

Trustees;

K) Changed Center Stage program brochure from four editions per year to three for cost savings;

L) Began using “blast” e-mails for marketing purposes as well as notifications for schedule changes.

Listed below is the Department’s work plan for the remainder of 2009 and 2010. The majority of this work will take place during the 2010 fiscal year.

1. Improve access to and connectivity with the parks and other recreational opportunities.

A) Look into the possibility of connecting the three larger north parks

(Sunny 95, Thompson and Reed Road) utilizing sidewalks, paths, street lanes and proper signage;

B) Continue connectivity work with park pathway system;

C) Continue consulting with other departments and divisions on new sidewalk design and construction;

D) Continue repair of sidewalks damaged by street trees;

E) Coordinate with the City of Columbus and the Mid Ohio Regional Planning Commission on the continuation of the Scioto Bike Trail;

F) Develop a forum for dialog between the City and bicyclists to continue to make Upper Arlington more bicycle friendly.

2. Enhance the provision of high quality aquatics facilities and programs.

A) Complete the changes required for compliance with the Virginia Graeme Baker Act at Reed Road Water Park;

B) Deliver the report and present to City Council the findings of the site analysis for Tremont Pool;

C) Hire a design professional to study and design modifications to the existing bath house and support structures at Devon Pool;

D) Evaluate the condition of the tennis office, deck and patio areas at the Northam Park Tennis Courts and develop a comprehensive plan to address immediate- and long-term maintenance;

E) Develop administrative plan to better integrate the aquatics and tennis operations at Northam Park.

3. Improve availability and range of field-based activities.

A) Develop a maintenance and use policy for Sunny 95 Park;

B) Continue partnering with the Upper Arlington Schools on field use and programming;

C) Utilize the new lights at Thompson Park to maximize field usage; D) Develop an equitable policy for user groups in supporting the ongoing

maintenance and improvements at our larger multi-use parks.

4. Provide indoor leisure/recreation opportunities for year-round use.

A) Convert Reed Road Park shelter to year-round use;

B) Assist the Upper Arlington Foundation on the fund-raising efforts for the reconstruction of the Lane Road barn.

5. Improve park facilities and infrastructure.

A) Complete construction of Sunny 95 Park (phase 1), evaluate, and incorporate maintenance into annual work plan;

B) Begin the process of developing plans for additional phase work at Sunny 95; C) Evaluate Reed Road Park shelter for renovation;

D) Coordinate installation and establishment of Fire Station #72 landscape and reconstruction of the surrounding park area and facilities. This should include the reconstruction of the sand volleyball courts and skatepark; E) Install rain gutters on various shelters;

F) Working with the local neighborhoods, begin to identify locations for outdoor basketball courts;

G) Seek sponsorship for additional gateways or “Bright Spots.”

6. Enhance nature-oriented areas, environmental programs and park aesthetics.

A) Continue implementation of EAB management plan and public education efforts;

B) Continue sixth grade street tree planting initiative.

7. Enhance the cultural- and art-based components of park facilities and programs.

A) Increased number of sites for Arts in Work Spaces by adding two new spaces; B) Working with the Cultural Arts and Tree Commissions develop a proposal for a

mural on the wall of the AEP substation next to Smith Nature Park.

8. Improve the facilities for and operation of LifeLong Learning courses and other recreation education programs.

A) Partner with First Community Village for indoor pool use; B) Seal, repair and stripe the Senior Center parking lot;

C) Expand on the offerings and events at the annual Fall Fest located at Fancyburg Park;

D) Create maintenance schedule for senior center facility in keeping up with increased use.

9. Enhance the department’s administrative and management practices.

A) Continue landscape consultation regarding construction and development projects;

B) Continue Tree City USA status;

C) Senior Center to increase fitness participant numbers from insurance contract creating more revenue;

D) Increase rentals of Senior Center facility;

E) Work with the Field Sports Advisory Committee to develop cooperative agreements between all of our users to better utilize our existing resources; F) Increase revenue producing programming;

G) Increase green efforts by continuing our use of blast e-mails, creating recycled art projects and reducing the amount of printed materials.

10. Additional Goals.

A) Highlight commemorative bench program;

B) Promote Pet People sponsorship of dog waste bags in the parks; C) Recognize sponsors of “Bright Spots” and Thompson Park garden; D) Promote Arbor Day program;

E) Increase sponsorship with community businesses;

F) Continue to support the four community-wide special events - Spring Fling, Summer Celebration, Fall Fest and Winter Festival.
