with 2 scenarii:

Scenario 1 : LA’s manage by themselves the purchase and implementation of

eProcurement service.

Scénario 2 : LA’s are member of platform entity and agree on cost sharing

based on participating fee.

Cost sharing analysis evaluate benefits on :

Purchase and implementation of services (including eProcurement)

Digitization is not an objective « per se » and should be Cost-Benefit

ROI justified.

Evaluation is based on measurement; its construction implies the
