Department News
Bob Hayes joined the team on March 18, 2019 as a Building Inspector. With the addition of Mr. Hayes, the Town now has 4 full time Building Inspectors and a Chief Building Official, which will improve service delivery for our customers.
Ashli Pirozzi attended a week-long Effective Supervisory Management course at the UNC School of Government this month, learning a variety of management and supervisory roles and issues including teamwork, conflict resolution, coaching skills, and more.
The Department’s section of the Town’s website was overhauled this month to provide better organization and
information. Staff is working on a set of Frequently Asked Questions that will also be included on the website to provide customers with answers to commonly asked questions about zoning, permitting, and inspections.
Planning Board Meeting Summary
The Planning Board met on March 26th and had four discussion items and four action items:
1. Discussion of Text Amendments for Yard Sale Regulations – As part of Staff’s ordinance maintenance project, Staff presented recommended changes to ordinance language regarding yard sales to clarify the standards and relocate the language to a better section of the ordinance.
2. Sending TRC Projects to Planning Board Members for Comments – Staff announced to the Planning Board their intent to email plans for projects that will be going to the Technical Review Committee. Staff will distribute the plans to Planning Board members at the same time that they are distributed to TRC members in an effort to engage the Planning Board earlier in the review process for these projects.
3. Discussion of Monthly Working Groups for Text Amendments – The Planning Board discussed having some members work with Staff monthly on text amendments in between Planning Board meetings. The consensus was to continue discussion with all Planning Board members and Staff during the regular monthly Planning Board meetings.

4. Discussion of Requiring Pre-Application Meetings for Subdivisions – The Planning Board discussed requiring pre-application meetings between applicants and Staff for site specific plans and preliminary subdivision plans. The consensus was to leave the existing ordinance language, which “strongly encourages” a pre-application meeting. 5. Initial Zoning Recommendation for Pending Voluntary Annexation – The Planning Board voted to recommend
applying R-6 zoning to three parcels totaling 28.473 acres near Mt. Miser Road and US Highway 74/76, in association with a pending voluntary annexation request.
6. Text Amendment for Larger Changeable Copy Signs along US Highway 74/76 – The Planning Board voted 5-2 to recommend approval of a modified version of a text amendment proposed by Riegelwood Federal Credit Union that would allow changeable copy signs to be up to 16 sq. ft. for properties along US Highway 74/76. The current allowance Town-wide is 4 sq. ft.
7. Text Amendment Clarifying Minor and Major Subdivision Requirements – This is the first Staff-initiated text amendment from Staff’s ordinance maintenance project, and was discussed at the Planning Board’s February meeting. The Planning Board recommended 7-0 to recommend approval of the text amendment.
8. Request for Validity Extension for Site Specific Plan for The Pinnacle at Mallory Creek – The Planning Board voted 7-0 to approve a request to extend the validity of the Site Specific Plan for The Pinnacle at Mallory Creek. The project’s validity would have expired April 19, 2019, and is now valid until April 18, 2020. The developer cited setbacks due to weather and Hurricane Florence as the basis for the extension request.
The Planning Board’s next meeting is on April 23rd at 6PM.

Long Range Planning Update
Planning Staff is beginning to strategize on a comprehensive planning process to update and combine all of the Town’s existing land use and transportation plans. Staff will be creating a Public Engagement Plan to lay the framework of who, how, and when to engage community stakeholders in the planning process.
Transportation Planning Update
Street Design Manual – Planning Staff continue to work on the Street Design Manual project, including addressing
comments received on the final draft and formatting and editing of the final draft. Additional work will require coordination with existing and new staff from the Public Services Department.
WMPO Transportation Coordinating Committee – Staff attended the TCC meeting on March 13; items discussed include an upcoming public education campaign “Be a Looker” and the NC Moves 2050 Plan.
NC Moves 2050 Plan – The NC DOT is updating its long-range transportation plan to help guide the state’s future
transportation policies and investments. Interested parties can learn more and provide input at www.ncdot.gov/ncmoves. Street Infill Maps – Staff began this month reviewing the projects on the Street Infill Maps and will working with the
Transportation Oversight Committee in April on recommendations for updates to the maps.
Cape Fear Crossing – On April 30, 2019 at North Brunswick High School, NC DOT will hold an open house from 5pm-6:30pm and a public hearing at 7pm on the Cape Fear Crossing project. NC DOT representatives will be available at the open houses to answer questions and receive comments regarding the proposed project. The opportunity to provide verbal comments and/or submit written comments and questions will be provided. The public may attend at any time during the above hours. Copies of the Draft Environmental Impact Statement and maps showing the six (6) detailed study alternatives are available for review in the Planning and Inspections Department office at Leland Town Hall through May 16th, which is the deadline for public comments. Code Enforcement Update
In March, Code Enforcement opened 3 environmental cases and 4 zoning cases, and closed 5 environmental, 1 zoning, and 1 nuisance vehicle case. At month end there was 1 open zoning case. Approximately 200 noncompliant signs were removed from public rights-of-way during March.
