1 Title: Coordinator Rangers

Position Number: 2211

Division: Planning and Development Level: Five (5)

Position Objectives

 To ensure effective and efficient provision of Ranger Services in accordance with the City’s strategic and corporate plans, policies, procedures and practices.

 To promote compliance and increase awareness of the City’s Local Laws through education, media campaigns, positive community interaction and excellent customer service to the residents of Nedlands.

 To assist the City’s planning, building, technical, waste and health services in the investigation of reports of non-compliance.

Organisational Relationships

Reporting to: Manager Health and Compliance

Responsible for: Ranger (Team Leader), Rangers, Ranger (Parking) and Ranger Services Administration Officer

Membership of: Health and Compliance

Liaison with: All staff, Ratepayers and Residents, General Public, Emergency Services, Public Utilities, Public Services, Government Authorities and Western Central Local Emergency Management Committee

Key Responsibilities

Operational

 To ensure Ranger Services respond to and investigate resident and ratepayer requests and complaints relating to parking, development compliance, blocked access, barking dogs, dog attacks, safety and security and litter etc. in accordance with relevant legislation and the City’s policies and procedures.

 To ensure compliance with the provisions of relevant legislation and the City’s Local Laws, policies and procedures by conducting regular patrols, investigating complaints, issuing warnings, fines and notices and facilitating the impounding and subsequent release of dogs and vehicles when necessary.

 To review and update Ranger Services procedures and guidelines manuals.

 To provide expert advice to and participate in internal and external meetings and working groups, relating to Ranger Services and the City’s Local Laws.

 To assess traffic management plans for road closures to facilitate event requests.

 To compile and review the annual ranger services budget in conjunction with the Manager Health and Compliance.

 To monitor monthly Ranger Services budget spending.

 To act as incident controller in emergency situations when required.

 To develop and manage the City’s emergency management plans in consultation with the Manager Health and Compliance.

Strategic

 To assist with the development, review and implementation of the Ranger Services plan for the City.

 To research, plan and complete the City’s emergency management plans in consultation with the Manager Health and Compliance.

 To assist in the development of Local Laws concerning Ranger Services.

Human Resources

 To provide direction and supervision of Ranger Services employees in their day to day operations in accordance with City policies and procedures.

 To set and monitor employee goals to achieve optimum performance standards whilst maintain safe work practices.

 To provide technical advice to employees as required.

Council Support

 To provide advice and information to Management on Rangers Services related matters as required.

 To write reports to Council on Ranger Services related matters as required.

 To liaise with Councillors in consultation with the Manager Health and Compliance on Rangers Services matters when required.

Occupational Safety and Health

 Responsible for the Rangers Services’ compliance with the Western Australian Occupational Safety and Health Act 1984, the Occupational Safety and Health regulations 1996 and the City’s OSH policies and procedures.

 To promote and lead a positive, proactive safety culture to all staff.

 To be responsible for ensuring own safety and health and that of others in the workplace.

Risk Management

 Responsible for the Rangers Services’ compliance with the City’s risk management policies and procedures.

 Responsible for performing risk assessments and investigating possible risks associated with operational procedures as reported by staff.

 Comply with the City’s risk management policies and procedures.

Requirements of the Job

Skills and Knowledge

 Thorough understanding of Local Laws and relevant legislation.

 Sound verbal and written communication skills.

 Well-developed customer service and interpersonal skills.

 Sound negotiation and conflict resolution skills.

 Team leadership skills.

 Good organisational and time management skills.

 Highly developed investigative skills.

 Competent computer skills, particularly with the Microsoft Office Suite and proficient in using a range of integrated technology and software applications.

 An understanding of budget preparation and management.

Experience

 Local Government or law enforcement experience.

 Experience in interpretation and enforcement of Local Laws and relevant legislation.

 Experience in a supervisory role.

 Local Government emergency management experience.

4 Qualifications, Certificates and Licences

 Certificate IV in Local Government (Regulatory Services).

 Current OSH White Card.

 Current Basic Worksite Traffic Management Certificate.

 Current ‘C’ class drivers licence.

 Current Senior First Aid Certificate.

 Current National Police Certificate.
