II Executive Session

Mr. Zanetti moved that the Board recess into Executive Session to discuss contract negotiations and personnel matter. The motion was seconded by Mrs. Chin and passed by unanimous vote.

III Meeting Reconvened

The Regular Meeting of the Board of Education was reconvened at 7:45pm. The meeting was held via live stream and in-person.

Mr. Zanetti thanked and welcomed the Public for attending and joining tonight’s Board Meeting. He then opened the meeting to any announcements and correspondence from the Board and Central Administration. Among the items raised were the following:

Ms. Rutkoske congratulated all those that helped with the virtual Lunar New Year Celebration. She added that it was a fabulous performance.

Mr. Gounaris stated that he wants to echo Ms. Rutkoske’s sentiments. Congratulations to all the performers on an excellent job.

Mrs. Chin thanked all the families and students who helped organize the virtual Lunar New Year Celebration. She then stated that she along with Mr. Zanetti pulled out some of

the winning raffles. Congratulations to all the winners! It was a great virtual event!

Ms. Maggiacomo congratulated Ms. Renee Barcia, Science Research teacher, and Ms.

Mary Passero, Chair of Art, Home and Careers, and Technology, on their retirement. She added that the District appreciates everything they have done for our students, and wishes them the best in their retirement. They will be missed.

Ms. Guercin congratulated Ms. Barcia and Ms. Passero on their retirement.

Ms. Guercin acknowledged all our Asian families that celebrate Lunar New Year.

Ms. Guercin was proud to congratulated Herricks students on achieving outstanding results in the Scholastic Art and Writing Awards program. Ms. Guercin then stated that through these awards, students receive opportunities for recognition, exhibition,

publication, and scholarships. The students are as follows:

Ms. Guercin congratulated them again on their outstanding achievement.

Mr. Hassan gave a shout out to Ms. Rutkoske, Mr. Abrams, and the facility team on the great job they did with clearing the snow from all the buildings. He added that even during the winter recess, they were out there working hard. Thank you again!

Mr. Zanetti also congratulated the two retirees and thanked them for their dedication.

Mr. Zanetti stated that he also enjoyed the Lunar New Year Celebration. He added that his favorite part was the little children singing. Mr. Zanetti then thanked all the families for making this an enjoyable celebration.

Dr. Celano welcomed the in-person audience and those watching remotely from home to tonight’s meeting.

Dr. Celano stated that he also enjoyed the 19th annual Lunar New Year Celebration that was held virtually. He thanked the families and children that participated in the

celebration, and added that it was another wonderful performance. Dr. Celano then stated that he appreciates all that the families do to make this event so enjoyable.

Dr. Celano stated that this evening we have three presentations scheduled.

 Capital Projects Update by Gary Gonzalez our construction manager from Park East Construction.

 Presentation of proposed plans for the High School auditorium renovations by Keven Walsh, our architect from BBS.

 The first of a series of four-budget presentation on our draft budget for the 2021-22 school year. Tonight’s presentation is on the budget overview.

Dr. Celano then stated that the PowerPoints for tonight’s presentations can be found on the Home Page of the Herricks Website or under Board Presentations.

Dr. Celano stated that he would like to give a brief update on the NYS Assessments and Regents Exams. The United States Education Department informed the States that it will not grant a waiver for the State Assessment Exams. We are waiting to hear more from the Board of Regents in March, and as soon as we hear more we will bring the information back to you.

VIII Capital Projects Update: Gary Gonzalez (Park East Construction) & Kevin Walsh (BBS Architects)

Mr. Zanetti introduced Mr. Gary Gonzalez from Park East Construction, who will be giving a Capital Projects Update PowerPoint presentation.

Dr. Celano reminded the at home audience that tonight’s PowerPoint presentations can be found on the Home Page of our website or under Board Presentations.

Mr. Gonzalez stated that tonight’s presentation is an update on Phase 3 of the 2016 Bond – High School Window Replacement and Fitness Center Addition.

Mr. Gonzalez reviewed the following:

 Manpower Reports

Mr. Gonzalez stated that the Window Replacements at the High School are complete and both Park East Construction and BBS Architects will conduct a walk thru and prepare an observation and punch list followed by beginning project closeout and final

documentation.

Mr. Gonzalez then stated that due to the weather in January and February, excavation for the Fitness Center was at a halt. He added that now that the ground has thawed, we have been able to start excavating the ground this week. Mr. Gonzalez then stated that as far as timeline, we are still on schedule because we allowed for weather when we first prepared our timeline on the completion of the Fitness Center.

Mr. Zanetti asked if there were any questions or comments from the Board. Among the items raised were the following:

Mr. Hassan asked if the estimated date for the completion of the Fitness Center is still December 2021.

Mr. Gonzalez stated that yes, we are still scheduled for a December completion of the project.

Mr. Zanetti asked that now that the window replacements are completed, will the dumpsters and containers on the high school property be removed.

Mr. Gonzalez stated yes, they will be removed after school hours.

Ms. Rutkoske informed the public that the District just had its bid opening for the Middle School and High School site work and masonry work. The District along with BBS and Park East will review these bids and hope to make a recommendation to the Board in March.

On behalf of the Board and Central Administration, Mr. Zanetti thanked Mr. Gonzalez for the Capital Projects update, and added that the new windows look great.

Mr. Zanetti asked if there were any questions or comments from the Public. There were none at this time.

Mr. Zanetti introduced Mr. Kevin Walsh from BBS Architects. Mr. Walsh is here tonight to give a scope of work presentation on proposed renovations to the Herricks High School Auditorium.

Mr. Walsh began his PowerPoint presentation by reviewing the work that was already done on the stage, which is the lighting and front curtains, this is not part of this scope of work. Mr. Walsh then showed photos while discussing renovations of the entry corridor, new proscenium, cove lighting and side wall treatments, paint and stage walls, flooring, seating, sound booth, side and rear stage curtains, stage reconstruction, acoustical and ceiling work, ADA compliance seating, and storage areas. Mr. Walsh then showed inspirational photos of the proposed completed work on the auditorium, along with giving a phase one base bid scope cost of the project.

Mr. Walsh concluded his presentation by stating that we want to match the current

architectural vocabulary of the cafeteria, courtyard, and fitness center. He then added that the proposition will be placed on the May ballot for voter approval, and if approved, he gave a timeline of the project with an anticipated completion date of the summer 2022 with the Grand Opening in September of 2022.

Mr. Zanetti asked if there were any questions or comments from the Board. Among the items raised were the following:

Mr. Zanetti asked where the mechanical chair lift will be placed for ADA requirements.

Mr. Walsh stated that there isn’t enough room to install a ramp, so the chair lift will be

assessable to the stage and placed in the storage room.

Mr. Zanetti asked what type of material will be used on the side walls to help with the acoustics.

Mr. Walsh stated that acoustical material would be placed over the side walls.

Mr. Zanetti asked what kind of advancement in seating is available.

Mr. Walsh stated that we no longer use metal for seating. We now use a sturdy plastic covered with fabric.

Mr. Zanetti asked if there were any questions or comments from the Public. Among the items raised were the following:

A resident stated that the proposed renovations for the auditorium look great. She then asked if the Board had any thoughts on renovating or realigning the Music and Art Wings of the High School.

Dr. Celano stated that hat renovations of classrooms doesn’t require a Bond. We can look into contracting out the job, or have it done by our in house talented maintenance team.

We will get feedback from Ms. Arnold, the administration, and teachers about how these spaces may be improved.

Mr. Abrams stated we have looked at the Art rooms with some ideas, but the Music rooms have limited areas to work with.

Dr. Celano stated that we will look into this request.

Mr. Zanetti clarified that we need voter approval to put money into or take money out of the Capital Reserve Account. He added that hopefully the proposition to expend an amount from the Capital Reserve Fund – 2019 for High School Auditorium Renovations will be placed on the May 18 ballot.

On behalf of the Board and Central Administration, Mr. Zanetti thanked Mr. Walsh for his presentation.

IX 2021-2022 Draft Budget Overview Presentation #1 - Discussion by Dr. Fino Celano and Lisa Rutkoske

Dr. Celano along with Ms. Rutkoske presented a PowerPoint presentation on the 2021- 2022 Proposed Budget. Dr. Celano reminded the public that this is a draft overview of the budget, and not a finished product. He reviewed the Budget Development Process and then informed the public that further discussions on the proposed budget will take place at future Board of Education/Budget Meetings during March and April. There will then be a Budget Hearing on May 6 and the adopted Budget by the Board of Education will be presented for voter approval on Tuesday, May 18, 2021.

Ms. Rutkoske spoke about the Covid related expenses for 2020-2021 that were required to comply with the District’s mandated Covid-19 reopening plan, and how the amount was funded through the use of Unassigned Fund Balance. She added that the Unassigned Fund Balance reflects savings in areas during the pandemic. Unassigned fund balance represents the fund balance retained by the District that is not restricted or assigned for subsequent year’s taxes or other purposes.

Dr. Celano stated that we are working towards a normal school year budget. We are gradually getting back to normal, the infection rate is down, and we have the vaccine. He added that the Covid vaccine has been approved by Pfizer for anyone who is 16 years of age or older and should be able to get the vaccine by this summer. Anyone who is 12 to 15 years of age, the vaccine is in its trial stage and may be available this fall. He then stated anyone under 12 years of age the vaccine may not be available until this December. Health and Safety is our number one priority for our students and staff, so even though our budget is more like a normal school year budget, we have contingency positions in place if needed. We need to be prepared and flexible if necessary.

Ms. Rutkoske spoke about the financial aspect of the Proposed Budget which included the following:

 School Budgets and the Tax Levy Cap

 The Tax Levy Cap of 1.86%, history, and the Formula used for computing it

 Increase in Health Care Costs

 District’s Contributions to ERS & TRS

 State Aid Outlook

 Foundation Aid Formula Levels for Herricks

Dr. Celano then spoke about Budget Design Priorities such as aligning the budget with District’s Mission statement, ensure the health and safety of students and staff: Covid safety protocols, address education regulations, mandates, and legal requirements, increase opportunities for use of cutting edge instructional technology, provide efficient, cost-effective operations, and strong fiscal controls and oversight, conduct a thorough review of all budget items: seek cost-saving efficiencies, maintain long-term financial well-being, and use data to assess instructional programs and ensure accountability.

These are just a few of many priorities the District must look at. He showed per-pupil expenditure chart, which highlighted that Herricks has the lowest per-pupil expenditures among our high-achieving comparator school districts. Dr. Celano then stressed how the district respects the fact that property taxes from homeowners are the major source of revenue for the budget.

Ms. Guercin spoke about Herricks Points of Pride, which included the following:

Dr. Celano summed up the Proposed Budget presentation with proposed budget

highlights. He added that the budget challenge is balancing the educational needs of the students with what’s cost effective for taxpayers. He then reminded the public that the School Budget Vote is on May 18 during the hours of 7:00am-9:00pm, here at the Community Center. The Ballot will include:

Proposition 1: General Fund Budget

Mr. Zanetti asked if there were any questions or comments from the Board. Among the items raised were the following:

Mr. Gounaris asked how long the student will keep the Chromebook for once it is given to him/her.

Dr. Celano stated that the student will keep the Chromebook for 4 years. After that, the Chromebook becomes obsolete, at that point we will issue a new Chromebook to the student.

Mr. Gounaris asked if it is definite that voting for the budget will be held in-person.

Ms. Rutkoske stated as of now, yes, voting will be in-person here at the Community Center gymnasium.

Ms. Chin proudly stated that the Herricks Points of Pride is ongoing. The student’s achievements is continuous. She added that this past weekend a student won his 100th wrestling match and another student was in the top 60 students in Long Island for

Lacrosse. Constantly have evolving Points of Pride! Mrs. Chin then thanked Dr. Celano, Ms. Rutkoske, and Ms. Guercin for their hard work in putting together this proposed budget.

Mr. Zanetti asked if there were any questions or comments from the Public. Among the items raised are the following:

A resident asked if the District foresees having remote cohort next school year.

Dr. Celano stated that it is hard to say. There are factors to consider, the infection rate, how many are vaccinated, the Department of Health guidelines, and adhering to the State Education Department. He added that we need to meet the needs of all of our students.

X Recommended Actions - New Business

A Approval of Revised and Abolished Policies

The following resolution has been prepared for the Board’s consideration:

Resolved: that upon the recommendation of the Superintendent of Schools, the Board of Education hereby approves the following revised and/or renumbered policies, such policies to be included in the Herricks Policy Manual.

Policy #1440 – Public Complaints About School Personnel Policy #3000 – School District Organization Chart

Be It Further Resolved: that upon the recommendation of the Superintendent of Schools, the Board of Education hereby abolishes the following policies; such policies

Resolved: that upon the recommendation of the Superintendent of Schools, the Board of Education hereby approves the tentative schedule of Board Meeting dates for the 2021-2022 school year.

Note: that in order for work to begin on the school calendar, it is necessary for the Board of Education to tentatively set its Board meeting schedule for next year. A draft schedule has been prepared. Only a consensus is needed at this time. The official schedule will be adopted at the Reorganizational Meeting.

Fees: $150/per student (30 students Level 1 & 2) Supplies: $600

Salaries: Director/Lead Teacher $81.58/hour up to 20 hours $1,631.60 Teacher $45.00/hour up to 20 hours $ 900.00 Teacher Aide $20.55/hour up to 15 hours $ 308.25 Note: The Herricks Summer Art Program is a one-week art enrichment program for Herricks students. Each day students will learn about all types of art and techniques while creating their own masterpieces. Registration is open to all students entering grades 1-5. Summer program dates are June 28-July 2, 2021.

D’Argenio, 2 Wayside Lane, Wantagh, NY 11793, as Driver Education Theory Instructor for the Spring 2021 Driver Education Program, at a fee not to exceed $2,560.00, ($40 per hour for a total of 64 hours per semester.)

Note: The Classroom Instruction will be taught virtually by Mr. D’Argenio.

Architects, and Engineers, P.C., 244 East Main Street, Patchogue, NY 11772 for architectural and engineering services to complete a Building Condition Survey,

evaluate the District’s facilities and prepare a Five Year Plan for capital improvements.

Be It Further Resolved: that the President of the Board of Education be authorized to execute the agreement on behalf of the Board of Education.

Note: As per the State Education Department’s requirements for completing these tasks, including assistance with the completion of the School Facility Report Cards.

desire to participate in Cooperative Bids during the 2021//2022 school year as authorized by General Municipal Law Section 119-0, and whereas, the Board of Education through its Assistant Superintendent, or designee, has assumed

responsibility for drafting specifications, advertising for bids, accepting and opening bids, tabulating bids, and reporting the results for each of the respective bids to the participating Boards of Education.

Williston, Elmont UFSD, Floral Park-Bellerose UFSD, Freeport UFSD, Garden City UFSD, Glen Cove UFSD, Great Neck UFSD, Herricks UFSD, Hewlett-Woodmere UFSD, Hicksville UFSD, Island Trees UFSD, Jericho UFSD, Levittown UFSD, Long Beach UFSD, Lynbrook UFSD, Malverne UFSD, Manhasset UFSD, Massapequa UFSD, Mineola UFSD, North Bellmore UFSO, North Merrick UFSD, North Shore CSO, Oceanside UFSD, Plainview/ Old Bethpage UFSD, Port Washington UFSD, Rockville Centre, Roosevelt, Seaford UFSD, Syosset UFSD, Uniondale UFSO, Valley Stream CHSD, Valley Stream # 30, Wantagh UFSD and West Hempstead UFSD for the Bids noted above. Any award of any contract pursuant to these' Cooperative Bids will be made by the respective Board of Education in cooperation with the

participating Districts.

I Approval of Special Education Contracts

The following resolution has been prepared for the Board’s consideration:

Resolved: that upon the recommendation of the Superintendent of Schools, the Board of Education hereby approves the following 2020-21 NYSED contracts for students with special needs:

1. Brookville Center for Children's Services, Inc.

2. Henry Viscardi School 3. Nassau BOCES

Note: The Nassau BOCES contract has been attached to represent all of the above contracts. All contracts have been approved by Herrick's district attorney.

XI Questions or Comments from the Public

Mr. Zanetti asked if there were any questions or comments for the audience. Among the items raised are the following:

A resident asked if the YMCA Summer Recreation program will be offered to the 7th and 8th graders, because the survey that the YMCA sent only included grades K-6.

Ms. Guercin stated that in previous years, the older grades went on a lot of field trips.

This year we can’t offer that, so we are not sure if students will be interested. The YMCA will be sending out a survey to see how many 7th and 8th grade students will be interested in an outdoor Summer Recreation.

A resident asked if the District saw the new CDC guidelines.

Dr. Celano stated that the District has been following these guidelines all along. In substance, they are not new to us, but may be to thousands of schools that have not reopened yet. He added that most Long Island Districts, including Herricks, are ahead of the curve.

A resident thanked the Board of Education and Central Administration stating that parents appreciate everything the District has done for our children.

Dr. Celano stated that it was a group effort, and that is why it has been a successful school year. He added that we will look back in years to come with a sense of pride. Dr.

Celano then stated that he appreciates everyone’s efforts, parents, students, teachers, and administrators. He added that he is proud of the District’s parents and students for being respectful to the Covid protocols. We have a strong sense of Community!

A resident stated that with athletics starting, does the District foresee other events opening up such as Jazz Club.

Dr. Celano stated that we must adhere to the guidelines issued by Governor and the Department of Health. As of now, the guidelines for music have not been changed. He added that he recently had a conversation with Ms. Arnold regarding music activities, and she informed Dr. Celano that music organizations have been making inquiries to the State to make changes to the music guidelines, such as 12 foot distancing. We will see if any changes are made.

A resident stated that some Districts have high school seniors in school full time while following health and safety guidelines. Is this something the District can do for Herricks high school seniors.

Dr. Celano stated that yes, this is something we will look into as a possibility, but we must currently adhere to the six foot distancing protocols.

Mr. Gounaris asked if the District could tell us if and how the AP Exams will be administered.

Ms. Guercin stated that she along with other administrators are working on a plan and schedule to administer the AP Exams. College Board is allowing the AP Exams to be given remotely or pencil and paper test, where the regents exams, The State Education Department is not allowing the regents exams to be given remotely. She added that the pencil and paper AP Exam is one month earlier then the on-line exam, so if students are given the online exam, they have an extra month to prepare for the exams. Ms. Guercin then stated that as a District, we want to make a decision that provides the most equity for our students.

Mr. Zanetti then asked if there were any questions or comments emailed to the Board.

There were none at this time.

XII New Business and Future Agenda Items

Mr. Zanetti asked the Board if there was any New Business or Future Agenda items.

Among the items raised were the following:

Mr. Gounaris asked if Administration would provide a curriculum update at the next Board meeting on March 11, 2021.

Dr. Celano stated yes.

Mr. Zanetti then mentioned the following future meeting dates:

April 8, 2021 – Regular and Budget Meeting #4 & Budget Adoption
