Local Control & Accountability Plan (LCAP)

The LCAP is an important part of the state of California’s Local Control Funding Formula (LCFF) model that lets districts make more decisions about how they use funding. Under LCFF, districts receive:
● LCFF Base Funding: Money provided for each student served and based on average daily attendance
● LCFF Supplemental/Concentration Funding: Money provided based upon the number of high needs (English Learners, Foster Youth, Homeless Youth, and Low-Income students) whose unduplicated student population is more than 55%
A key part of the LCAP is describing how the district is using principally directed (LCFF Supplemental and Concentration Grant funding) to meet the needs of English Learners, Foster Youth, Homeless Youth, and Low-Income student s.

New Three Year LCAP
Goal 1 (Basic Conditions)
All Students including, Students with Disabilities, will have access to fully credentialed teachers,
appropriately authorized special education staff and qualified administrators at facilities that are highly maintained and moving toward exemplary condition. Students will also have equal access to teacher selected SBE and other approved/California standards aligned materials for all subjects.
Goal 2 (Student Outcomes-Pupil Achievement)
Develop support systems to increase all student success in mastering the Common Core State
Standards(CCSS) in all content areas, ensuring that all students are college/career ready and attest all English Learners will make adequate yearly progress in attaining English Language proficiency.
Goal 3 (Student and Family Engagement)
Create safe and welcoming learning environments where students and families are engaged and
connected to their schools in order to support student academic success to be college and career ready.
New Three Year LCAP Goals
Ensure all the following has taken place:
● Stakeholders were involved throughout development
● Draft of LCAP was presented to each of the required committees.
● Draft Posted on website for public comment
County Administrator or designee responded in writing to comments
● Submit Draft to Los Angeles County office of Education (LACOE)- State and Federal Department for review and feedback.
● Public Hearing/Board Approval: The Board must hold a public hearing prior to the meeting at which the LCAP and budget are adopted.
Approval
● The LCAP and the budget are adopted at the same board meeting held after, but not on the same day as, the public hearing, and prior to July. Submit to Los Angeles County of Education (LACOE).
LCAP Approval Process
● LACOE reviewed our submitted LCAP
● Due to the new template and new instructions, the County Administrator received a request for clarification letter from LACOE August 6, 2021 regarding items within the new LCAP.
● The County Administrator was required to respond in writing within 15 days of this request for clarification pursuant to EC 52070(b). Dr. Torres responded in writing to LACOE on August 17, 2021.
● The IUSD team met and worked side by side with our LACOE support person from the LACOE State and Federal Programs Department, to discuss and revise the actions in accordance to the new 2021-2022 LCAP Template.
● The new actions now reflect what services the students are receiving, different from the past LCAP that identified what the district was doing for students.
