TJI1--: (iLKNN BILL.

This is what a bill lately present-ed in the Georgia Legislature by a Mr. (ilenn, is called, and which is attracting attention beyond the borders ot the State immediately involved. It is a bill to prohibit

the of the races blacks and whiten.

Long before political parties were created in the I'nited States, it was said of the Rourbous, a French political party, that they never learned or forgot anything. Tin; proverb has been banded down as a mantle properly fitting and adjiistilde to the jlemoeratic

partv of our day and ueiieratioli.

l!el'o" the wall." the cry of the America:! lourbons was, " Do you

Now, in the light of experience which has demonstrated the tolly of such apprehensions, the Rom-bou-s

of the. South are yet

solicit-ous. It matters not hat many, nearly a majority ol the Soiith-crncr- .

plume themselves upon their

an-cestry. They may like our laws, ami the advantages springing there-from, better than their own, but were it left to their voto ns to whether they should sink their

ori-gin and adopt our's, they would defeat the proposition.

All the Negro wants is legal equality. Jle wants the sameright

to educate his children that the

white man has, and it should be accorded him. Oi course it is the refinement of wisdom to educate colored children separately when practicable, but foolishness becomes idiotic when it is urged that in sparsely Bottled neighborhoods the Xegro child shall not bo educated if in the elevating it from igno-rance to knowledge, awhite child shall be elevated upon the same trusty ladder.

The question of social equality is an unphilosophical one, unwor thy a lodgement in areasonable or reasoning mind.

It

does not

ex-ist amongst the whites it will never assert itself amongst the blacks. Educate the youth, no matter how, and they will choose their companions and form their

companionships with satety when they arrive at the period of sell-

-govern niont.

Georgia could be in better busi-ness than tearing itself up frem apprehension that the black chil-dren of that State should leap to an equality to the white ones.

In-stead of inibueing their offspring with envy or hatred toward the little blacks, they should stimu-late them with ambition to attain

wisdom, for l wisdom envieth

not, nor is cast down."

Wk regret to notice by the last Lincoln Independent, that our

IMMIGRATION.

The popular feeling in lavor of restricting immigration is growing. The subject will undoubtedly be brought to too attention of Con-gress at the next session. Some practical legislation in that line is demanded. The neonlc ot the United States want this question met fairly and fully. Rut the days of know nothingism are over. New Mexican.

The days of know-nothfngisi- n

are over, as Americans will not tolerate aparty that seek to conceal itspurpose inadark corner reached by a pair of back stairs, gaining it's members through tho mum mery ot an initiation. Neverthe less the Know-nothin-g party was

right in the main. It it meant anything, it meant

"

America tor Americans," and not a slum pit

torthe

'refuse of the European vagrant, pauper, and Socialist. To be a good American citizen does

nt

necessarily imply to the manor born, but one who respects law, and uims not at the obstruc-tion of our system of government and the subversion of legalized

au-thority. So far, neither party, Democratic or Republican, have had courage enough to boldly tiike the bull by th horn and re vise our naturalization and immi-

-gration laws. No wonder popular feeling has grow in favor t

re-striction. Decent people see the danger incident to unrestricted Immigration. Let us see if the Cleveland administration has

man-hood enough in it toput a stop to the incoming ot the scum of

Eu-rope.

It has been the policy of

En-gland tor years to send hither it's criminals and paupers. We are willing to receive the voluntary emigrant, who comes amongst us wtth honest hands and heart, out do not want, and should not

re-ceive what Johnny Hull desires to rid himself of. What is too bad for him, ió too mean for Uncle Sam.

Tiik New York Rcpubhlans ..poned the campaign in that State uu the 14th, for the State olliees that are to become vacant with the close of the year, by the nom-ination ot the following ticket :

Secretary of State, Fred. D. (irant ; State Comptroller, Jesse

S. Latnereau ; State Treasurer,

James II. Carmiehael : Attorney

General, James A. Dennison ;

State Engineer, O. II. R. Cornell. The platform endorses our pros' cut system of protection, demands a freo ballot and a fair fount

throughout every section of the land and declares in tavor of exclu-ding unfit emigrants.

Should the above ticket be elect-ed, there is every reason to rely on the certainty of the State ot New York casting it's electoral vote next year for the Republican candidate for Rresident.

ADVANTAGES OF Rl'ILDlNG

ASS )CIAT1()NS.

They teach thrift and economy. They enable a man or a woman to lay by a small sum regularly, which in m:st cases would not be saved.

They enable the working man to secure for himself a home, or to accumulate a moderate sum against a rainy day.

1hey secure tor a city a better, more self respecting andj stable class of citizens.

They educate the working man inthe methods and principles of business.

They give him a personal inter

est in tho management ot his daily accumulated sayings.

They give him hope, and make In tu more contented with his lot when ho finds himself making some little headway with his earn-ings.

The expenses aro merelv'jrismi-na-l

no heavy rents, nojjiigh sala-ried officers.

The profits are shared equally ;

the depositors are tho sharehold-ers.

The investments are in real estate in a growing city with tho best possible security.

A working man with no security to offer, and therefore helpless in tho business world, will find his shares grow until in a few years they are themselves security for a loan. If he borrows late, his shares mature as quickly as do those who borrow early in his

se-ries. He has his home paid for as soon, but has in the mean'ime

been paying rent instead ot in terest. Citrograph.

lie

who wrote'the above, knew whereof ho spake. Grateful un-

-didubtedly'for ttie benefits drs.wn from investments in & .building as

sociation, the Citrograph man gives us not enly the Ten Command-ments as to what we owe to our-

-sidve", our wives and little ones, but he also caps it bygiving unto the workingnian, the Eleventh Commandment, which

int

only embraces his duty towards himself, but his duty towards his neighbor, the "doing unto others" as the

working man

"

would have others lo unto him." Thousands of workiiigmcn, both in England and the United States, date their pros perity from the day they firstbegun to invest their savings in the work-

-ingman's bank, the building asso ciation, and whorever this system d savings has been adopted, we neither hear ot "strikes" or "anti-

-poverty society" shriekers amongst

it's members. Take tho city of Philadelphia, for example, where it is hard to find a mechanic or

la-boring man wdio is not the own er ot a comfortable home, r who does not contemplate owning one through the assistance of a build-ing association. In England, where building association's first origina-ted throgh the philanthropic

ef-forts of Lord Carlisle, about fifty years ago, to better the condition ot the workingmen in his coll-ieries. Tho system lias since grown to such an enormous extent

thatthe assets ot thesoinstitutions

are counted by the millions. Near ly every one of our own States and Territories have legislated on the subject, and in nearly every enter-prising village, town or city in the United States, almost the first sub ject thought of by the workingnian ot family after a school for his children, is tho organization of a building association Why?

Sim-ply because every pour, hardwork

inginan naturally wants to own a home of his own, and if ho can secure the means, he will own it

The building association is es sentially the workirigman's savings bank, ot which he, as a rirpoxitor, is a fiMrtfioufcr, and opens tho door wide open, so as to enable him to n ach the noblest aspira

tions of an honest inafi. As a shareholder, no matter how hum-ble his station in life may be, ho has a voice in the manasieiiieiit of hisiiwn bank ; he knows that ho will get what his investments earn, and that1 he can and will secure

his own home by a simple compli-ance with the faithful discharge ot his duties to his fellow share-holders.

Wo cannot understand why this subject has not engaged the atten-tion of tho wide-iiwak- working-me- n

as well as tho business men who feel an interest in the upbuilding of our town. White Oaks needs just such an organization, and tho sooner wo have one the better, ;as there is not a day passes without some no inquiring tora house to rent. Wo have secured our Academy through such public spirited men as Messrs. McDonald, Alcock, Ulrick and others our children will be pro-vided for. Workingmen ot Whito Oaks, organize and secure your own bank, so that ywu ran own

perfect symmetry ot all classes of your fruits. Every apple, peuch, pear and grape berry is perfect without a knot or flaw. Although we raise larger fruit perhaps in Callil'ornia than 1 have seen fiere,

the per centage of imperfect fruit ismuch larger in California than
