Oversight of Tuna and Billfish Program

The Skipjack Tagging Program was oversighted by an expert committee of scientists. Formally, its purpose was to assess the skipjack resources on a timely basis and provide for the exchange of information between the island communities and the larger fishing nations. In practice it did much more. The success of the program was contributed to greatly by the

committee's assistance in the definition of the initial

proposal; by the participation, in particular workshops and ad hoc meetings, of individuals with specific expertise and by the availability of the committee's independent reports on the program's progress both to those running the program and to members.

2. Australia believes there would be considerable advantage in the establishment of a similar committee to oversight development of the new Tuna and Billfish Program.

3. Given the success of the skipjack committee, it would seem wise to adopt similar terms of refernce, membership

arrangements and financial provisions for a Tuna and Billfish Expert Advisory Committee. Information provided by the SPC on

time to time to meet specific short-term needs. We suggest that both types of membership should be determined by the Secretary of the Committee (who is an SPC official) in

consultation with other SPC officials, but that SPC members should be consulted about standing membership options before the Secretary makes a decision.

In the light of the conditions applying to the skipjack expert committee, we propose that the following

conditions apply to a similar Tuna and Billfish Expert Advisory Committee:

Terms of Reference

The Committee is to:

advise on assessment of the tuna and billfish

resources in the South Pacific on a timely basis and in the light of research results arising from time to time, especially from the Tuna and Billfish Assessment Program;

assist in the final definition of the Program and advise, as requested by the SPC or its members or as seems necessary to the committee, on any redirection that may appear advisable from time to time;

hold an annual meeting of the Committee at the time of the annual Technical meeting on Fisheries and be

available for special meetings during the4year if required to assist with any specific problems

encountered by the program;

Membership

The Committee shall have a standing membership of between 3 and 5 experts. Additional experts may be appointed on a temporary basis, as the need arises.

A representative of the SPC shall be the Secretary to the Committee.

The Secretary, after consultation with members of the SPC and in consultation with other SPC officials, will determine the standing membership of the Committee.

The Secretary, in consultation with other SPC

officials, will determine the temporary membership of the Committee.

Finance

Economy class air fares and per diem will be paid to members of the Committee to enable their attendance at Commitee and other meetings approved by the

Secretariat.

Funds for this purpose are to be drawn from the SPC regular work program budget. The SPC is urged to seek extra budgetary funding to meet these charges.

The maximum amount to be made available for this purpose should not exceed $A8,000 a year.

The costs of servicing Committee meetings shall be met from the Committee's regular administrative budget.

Dear Mr Purnell-Webb,

Thank you for your letter of 1 July concerning the organisation of our Tuna and Billfish Assessment Programme. I very much appreciate your comments on this item as we ourselves have given considerable thought to ensuring the efficient management of the Programme.

The details of the Programme will be discussed at the Thirteenth Regional Technical Meeting on Fisheries under agenda item 5.2 and this would be the appropriate time at which to discuss this matter with the other participants at the meeting. Unfortunately, as indicated in Savingram No.9, the deadline for working papers for the meeting was 1 July 1981 and we could not at this stage translate and print any additional working papers. However, should you be able to provide 100 copies of a background document for the meeting on this matter, we could certainly distribute it to participants during the course of the meeting.

Dealing in turn with the specific points raised in your letter:

(1) The terms of reference for the Expert Committee on Tropical Skipjack were originally defined by the Sixth Regional Technical Meeting on Fisheries; recommendation No.5 of the Working Party at

that meeting reads as follows:

"The SPC sponsor a Standing Committee on Tropical Pacific Skipjack Resources. The committee to assess the skipjack resources on a timely basis and provide for the exchange of information between the island communities and the larger fishing nations. The committee to be made up of tuna
