Oniel Delva, BA, CTT+
Communications Manager
Oniel Delva is the Communications Manager for the CROWNWeb Outreach, Communication, and Training (OCT) team. Since joining the CROWNWeb team in October 2008, he has spearheaded the development of CROWNWeb educational events and materials, and
published more than 33 CROWNWeb articles in a numerous national magazines and journals—of which he successfully published 3 cover stories.
Michael Seckman, CTT+
Training Manager
Michael Seckman is the Training Manager for the CROWNWeb
Outreach, Communication, and Training (OCT) team. Mr. Seckman has led the development of CROWNWeb online training modules, online
help systems, and quick start guides since December 2007. Additionally, in his role, Mr. Seckman oversees the deployment of instructor-led webinar and video training efforts.

Al Meltzer
Project Manager
Al Meltzer is the Project Manager for the CROWNWeb
Outreach, Communication, and Training (OCT) team. In his role, he oversees the management of all CROWNWeb outreach and training
efforts. Mr. Meltzer has managed many large efforts including two CMS IDIQs and tasks within these contracts, as well as contracts with AHRQ, ASPR, CDC, HRSA and DoD/HA.
Jack Savage
Task Lead - Web Designer
Jack Savage is the Web Designer for the CROWNWeb Outreach,
Communication, and Training (OCT) team. In his role, Mr. Savage will manage the webhosting. He has participated in the development of
websites on contracts QRS has held with ASPR, HRSA and OS and has employed cloud computing for over five years moving complex, resource intensive
applications to the cloud.

Who is QRS?
Quality Resource Systems, Inc. is a woman-owned
small business established in 1989. The firm has
supported agencies of HHS including AHRQ, ASPR, CDC, CMS, HRSA, and OS/Office
on Women's Health. QRS has developed and maintains websites on our in-house
servers, and for one agency received authorization to host the site as a .gov
address.
QRS will conduct the monthly interactive CROWNWeb and QIP training sessions,
respond to user questions, and develop web-based tools aimed at enhancing user
experiences. QRS makes extensive use of cloud computing, placing resource
intensive applications in the cloud for enhanced user access and response.
