IP2 – PBN data collection

Summary

With ICAO FPL 2012 provisions introduced in November 2012, field 10 and 18

provides both information on NAV and PBN equipment and capability.

The objective of this study is to analysis the FPL content for fleet assessment. First

results form 2 surveys have been presented during NSG 17 meeting (analysis by UK

for 1 day of data and analysis by EUROCONTROL - first 2 month 2013 data for

Europe).

This IP provides the results and analysis from flight plan data as received by

EUROCONTROL in the timeframe 01 January – 30 June 2013 (6 months)

NAV data collection and fleet capabilities assessment

(ICAO flight plan 2012 data)

1. Introduction

On 15 Nov 2012 the standard ICAO format for airline flight plans has changed. This global ICAO initiative means that several new fields in the ICAO Flight Plan have been added and/or modified to reflect current aircraft navigational and communications capabilities. The fields 10a and 18 within the new ICAO FPL form that have been revised enhance considerably the identification of aircraft capabilities required for satellite navigation.

The objective of this assessment is to determine via the new flight plan information the current level of equipage and capabilities related to Navigation, as basis for deployment planning and monitoring (fleet situation vis-à-vis PBN IR requirements).

2. Summary of the changes - Navigation

The primary impacts of the 2012 FPL changes (and of importance for Navigation) can be summarized in two categories: indicators in Field 10a and Field 18.

2.1. Field 10a: Equipment and capabilities 2.1.1. Capabilities

Capabilities comprise the following elements:

(a) Presence of relevant serviceable equipment on board the aircraft;

(b) Equipment and capabilities commensurate with flight crew qualifications; and (c) Where applicable, authorization from the appropriate authority.

Ground-Based Augmentation System (GBAS) is a safety-critical system that augments the GPS Standard Positioning Service (SPS) and provides enhanced levels of service.

It supports all phases of

approach, landing, departure, and surface operations within its area of coverage.

B

Localizer Performance with Vertical guidance (LPV). Approach with Vertical guidance (APV-SBAS). Space Based Augmentation System (SBAS).

The purpose of LPV is to fly ILS look-alike procedures published as RNAV GNSS with LPV minima, by using SBAS. These procedures with vertical guidance constitute a progress to approach safety.

C

Long Range Navigation (LORAN) C is a terrestrial radio navigation system using low frequency radio transmitters to determine the location and speed of the receiver

D

Distance Measuring Equipment (DME) is a transponder-based radio navigation

technology that measures distance between the equipment on ground and an aircraft by timing the propagation delay of VHF or UHF radio signals.

D is mandatory in Item 10a when Item 18 contains one of the following Performance Based Navigation (PBN/) descriptor: B1, B3, B4, C1, C3, C4, D1, D3, D4, O1, O3, O4.

G

Global Navigation Satellite System (GNSS). The term GNSS encompasses all the satellite navigation systems such as GPS, GLONASS, GALILEO, etc

If the letter G is used, the types of external GNSS augmentation, if any, may be specified in Item 18 following the indicator NAV/ and separated by a space. G is

mandatory in Item 10a when Item 18 contains one of the following Performance Based Navigation (PBN/) descriptor: B1, B2, C1, C2, D1, D2, O1, O2.

An Inertial Navigation System (INS) or Inertial Reference System (IRS) or Inertial Reference Unit (IRU) is a navigation aid that uses a computer, motion sensors

(accelerometers) and rotation sensors (gyroscopes) to continuously calculate the position, orientation, and velocity (direction and speed of movement) of a plane without the need for external references.

I is mandatory in Item 10a when Item 18 contains one of the following Performance Based Navigation (PBN/) descriptor: B1, B5, C1, C4, D1, D4, O1, O4.

R

R indicates the Performance Based Navigation (PBN) levels that can be met. It is used by ATC for clearance and routing purposes. The insertion of R in the field 10a requires PBN/ to be present in field 18. The PBN sub-field contains the RNAV and/or RNP certifications and operational approvals applicable for the flight.

If the letter R is used, the Performance Base Navigation (PBN) levels that can be met shall be specified in Item 18 following the indicator PBN/. The letter P indicating P-RNAV is not valid anymore in NEW format.

S

S shall be specified if standard

COM/NAV/approach aid equipment for the route to be flown is carried and serviceable. If the letter S is used, standard equipment is considered to be VHF RTF,VOR and ILS unless another combination is prescribed by the appropriate ATS authority.

In NEW format S= VHF+VOR+ILS.

S can be specified alone or with any other letters indicating COM/NAV/approach aid equipment and capabilities available.

O or S (which implies O) is mandatory in Item 10a when Item 18 contains one of the following Performance Based Navigation (PBN/) descriptor: B1,B4.

2.2. Field 18: Other Information

Field 18 related PBN information (PBN/ Indication of RNAV and/or RNP capabilities): this field can include as many of the applicable descriptors, up to a maximum of 8 entries (not more than 16 characters).

2.2.1. Field 18 – RNAV 10 (RNP10) Capability

RNP 10 supports lateral and longitudinal separation minima in oceanic airspace and remote areas with limited navigation aids.

RNP 10: 10 expresses the lateral navigation accuracy in nautical miles which is expected to be achieved at least 95 per cent of the flight time by the aircraft operating within the airspace, route or procedure.

2.2.2. Field 18 – RNAV 5 NAV Capability

The navigation performance of aircraft approved for Basic RNAV operations within European airspace requires a lateral navigation and along track position fixing accuracy equal to, or better than, 4.6km (2.5NM) for 1 standard deviation and the realisation of a 95% containment value of ± 9.26km (± 5 NM). This value includes signal source error, airborne receiver error, display system error and flight technical error.

B6

RNAV 5 corresponds to B-RNAV (Basic), in this case with LORAN C.

LORAN (Long Range Navigation) is a terrestrial radio navigation system which enables aircraft to determine their position and speed from low frequency radio signals transmitted by fixed land based radio beacons, using a receiver unit.

RNAV 2 is primarily a US specification and it is not expected to be used in Europe. If the aircraft is RNAV 1 certified then it is fully compliant RNAV 2.

2.2.4. Field 18 - RNAV 1 Capability

An RNAV 1 designation refers to an RNAV specification which includes a requirement for 1 NM navigation accuracy among many other performance requirements. Although the designation RNAV 1 may suggest that 1 NM (lateral) navigation accuracy is the only performance criterion required, this is not the case. Like all navigation specifications, the RNAV 1 specification includes all flight crew and airborne navigation system requirements. Operators wishing to indicate P-RNAV (Precision RNAV) within Europe should select an RNAV 1 alphanumeric. However, for operations outside Europe, the message originator must ensure that the aircraft and crew are fully compliant for RNAV 1 operations (Refer to ICAO Doc 9613 for amplification).

2.2.5. Field 18 – RNP 4 Capability

Like RNP APCH, GNSS provides the primary infrastructure. It allows reduced lateral & vertical obstacle clearance, curved paths and precise missed approach guidance.

3. Data collection out of CFMU flight plan data

Survey is build on fleet equipage using the fields 10a and 18 within the new ICAO FPL form PRISME Fleet II is used to collect data input from the CFMU flight plans.

This data will allow an assessment of the current level of equipage and capabilities related to Navigation (with a remark that the quality of the data will rely on the output from the airlines/operators). A quarterly update on the result is foreseen.

The survey will eventually allow also an analysis per geographical area (airports, per route (e.g., STAR): aircraft type and % traffic per A/C category). At this moment only specific European Airports (by IFR movement) are used.

4. Results of first data collection (August 2013) 4.1. Analysis at aircraft equipment level

Indication of equipment in field 10a (GNSS, DNE, INS...) in order to capture in PRISME 2 fleet against each airframe the avionics capability information.

Remarks

• Results are valid for all flight plans for 6 months (Jan 2013 - June 2013), based on flight plan field 10a content.

• Numbers are based on the number of distinct PRISME Fleet 2 aircraft (aircraft = piece of metal, this implies that changes of registrations has no impact on data).

4.5. Analysis at segment level: results by aircraft segment to ensure a global view on NAV capabilities (% aircraft). This aircraft fleet can be divided into following main categories: Mainline aircraft: large airliners (Airbus, Boeing, and some aircraft made in CIS), Regional aircraft (jets and turboprops, mainly regional aircraft), Business aircraft, Military, GA IFR, Rotorcraft IFR? VFR and Other

Analysis have been done according to the ICAO aircraft type designator (ICAO Document 8643), 736 different types of aircraft/rotorcraft (most common in PRISME Fleet database).

5. Conclusions

Flight plans PBN data in Europe from 01st January 2013 to end of June 2013 are in line with previous studies (Eurocontrol and UK data).

FP data can be used to check fleet PBN capability without needing to conduct operator surveys, but quality of data needs to be assessed.

Flight plan data can be used to determine CNS (and PBN) capability of aircraft at specific locations without requiring surveys.

There is a need to validate that operators are correctly stating PBN capability before acting on the results of filed flight plan data.

Some operators are not filing in accordance with flight plan changes: incorrect PBN, no PBN indication in Field 18 or indicating PBN in field 10 without further information in field 18 on navigation capabilities. We need to keep in mind that FPL data is “as provided” by operators. Airport data needs to be verified, differences could be explained due to incorrect field 18 PBN data in the flight plan.
