Situated on the coast of Ostrobothnia near Pietarsaari at the port of Alholma, the UPM Pietarsaari complex comprises the Pietarsaari pulp mill, Alholma sawmill and UPM Metsä’s Ostrobothnia offi ce. UPM Metsä is responsible for wood procurement to, and mill moni-toring at, the Pietarsaari pulp mill and the Alholma sawmill. The most noticeable change at UPM Pietarsaari in 2013 was the construction and staggered introduction of the new effl uent treat-ment plant. Pulp production in 2013 was very good, the third best year in its history. In terms of accidents at work in 2013, the fi g-ures were unprecedented: just 1 accident leading to absence at the pulp mill. The accident frequency level was 2 (in 2012, 9.58). As a result of the organisational changes at UPM, biofuels, wood procurement, forest operations, sawmills and pulp mills, etc. were

merged into a new UPM Biorefi ning Business area. In Pietarsaari this is noticeable in the closer cooperation between the pulp mill, the sawmill and UPM Metsä. The goals central to this close cooperation are the procurement of wood from local municipali-ties, a reduction in wood handling port costs and the enhance-ment of common logistics. One goal was achieved in 2013, when the decision was made to improve the condition of the Kolppi-Pohja road for 2014. UPM works closely and actively with Pietarsaari Town and other interested parties in order to bring forward the decision to electrify rail transportation. This environmental report covers environmental matters concern-ing the UPM Pietarsaari pulp mill and the Alholma sawmill in 2013. Environmental matters pertaining to UPM Metsä are cov-ered in the UPM Metsä environmental statement.

Pine and birch pulp are produced on 2 fi bre lines at UPM Pie-tarsaari pulp mill. Sawdust pulp, which is combined to produce pine and birch pulp, is cooked in the sawdust boiler. Some of the pulp produced at the pulp mill is sold, as before, as pulp stock to the paper mill owned by BillerudKorsnäs Finland Oy. Some of this paper production is sold for further processing to the Walki factory operating in the same mill area.

2013 was the fi rst year of the sawmill profi tability programme at the Alholma sawmill. The goals were the full use and maxi-mum possible production of pine and spruce sawn goods. The programme was so successful, it exceeded expectations by the end of the year.

Installation of the new sticking machine during the summer shut-down is the most signifi cant investment at the sawmill in 2014. The new machine replaces the battening machine introduced in 1969.

The UPM Pietarsaari pulp mill and Alholma sawmill are respon-sible for their own environmental issues. These are coordinated and monitored by the UPM Pietarsaari Environmental Manager. The common environmental goals of the pulp mill and saw-mill are to avoid putting further strain on the environment and to keep emissions below the statutory permitted levels while increasing production levels.

This publication, UPM Pietarsaari Environmental Performance 2013, is the mill’s appendix to the joint environmental report for UPM pulp and paper mills for 2013, which handles environmental performance and parameters for 2013. This publication, along with the mill appendices, forms UPM’s joint EMAS statement. The environmental report is available at www.upm.com. Achievement of environmental goals in 2013

The most important long-term goal for the

pulp mill is the increase in production lev-els without placing any further strain on the environment. UPM has also estab-lished environmental goals in pulp busi-ness operations which also concern each individual pulp mill and are to be achieved by 2020.

At the beginning of 2012 the positive decision to construct a new effl uent treat-ment plant in Pietarsaari was made by the company. This effl uent treatment plant was constructed in phases so that the new pre-sedimentation basin could begin operations in the autumn of 2012 and the new aeration basin would be ready

in the spring of 2013. In the autumn of 2013 the second phase of the project was completed in which the former aer-ation basin became an equalising basin and a buffer basin.

Opportunities for further development for the pulp mill will be ensured by the new effl uent treatment plant in compliance with the mill’s long-term environmental goals. Effl uent discharge volumes from the pulp mill remained at the same level as for the previous year or were slightly higher. Dis-charges into the sea – calculated in terms of specifi c discharges – were clearly within BAT parameters.

Emissions into the air in 2013 were lower than those for the previous year.

In February 2013 BHK7 exceeded the permitted monthly level. In April and May SO2 levels exceeded the permitted daily level three times at the soda recovery boiler.

improving and developing environmental performance will continue.

In 2013 129 environmental deviations were recorded. This fi gure was about three times the level for the previous year. Deviations are classifi ed into levels of 1–5. In 2013 three deviations at level 3 and level 4 were recorded. The goal had been no higher than level 2 deviations. The effl uent treatment plant was com-pleted at the end of 2013. The aeration basin and pumping plants were already in operation by the spring of 2013. The equalising basin and the new buffer basin were ready at the end of the year. Optimising operations at the effl uent treat-ment plant began in 2013 and will con-tinue into 2014. Operations at the plant began successfully apart from a leakage occurring in the collecting well during the construction work. This leakage caused some untreated effl uent water to fl ow into the treated effl uent water. As a result, the permit level for BHK7 was exceeded in February 2013. However, the leakage was repaired promptly.

Development of the environmental report-ing system of the effl uent treatment plant was completed in 2013.

Goals for 2014

The Clean Run programme will continue. The goal is to obtain even more observa-tions of environmental deviaobserva-tions than in

the previous year. Level 3 deviations must not exceed 2.

In each department key environmental matters will be updated. Matters learned from previous environmental deviations will be used in updates. Environmental risk surveys will be updated in 2014 and 2015.

Optimising operations at the effl uent treatment plant will continue. The main emphasis is to ensure that the higher oper-ation system at the effl uent plant and the non-stop measuring gauges function accu-rately.

Surveys on the recycling of solid waste will continue. The goal is to reduce levels of waste bound for the landfi ll site. Spe-cial emphasis will be placed on the recy-cling of organic waste.

If a decision on the environmental permit regarding the landfi ll site is announced at the beginning of the year, preparations will begin to close the northern section of the landfi ll site.

Implementation of the development pro-gramme for saving energy will continue. Alholma sawmill

All members of staff at the Alholma saw-mill attended Clean Run training sessions. Three level 1 environmental deviations (oil spillage) occurred at the sawmill. These were recorded in the Clean Run system.

Sorting of waste and waste sorting informa-tion, e.g. to contractors involved in the pro-ject, were intensifi ed.

More waste pallets were purchased and the labelling of waste containers was updated. There were no environmental deviations during the log x-ray building project. As a result of positive experiences in the use of LED lighting in the drying plant more LED lighting was acquired for other areas. To increase energy effi ciency, doors and sealings were replaced in the drying plant during the summer shutdown. In equipment rooms detachable thresholds were installed to minimise the spreading of any hydraulic leakages.

Goals for 2014

At the Alholma sawmill energy effi ciency will be increased in maximising saw-mill operations and optimising the drying capacity use.

LED lighting will be installed during the sticking machine investment operations. More specifi c sorting instructions will be formulated to improve waste sorting operations.

Wood waste from the sticking machine will be moved directly by conveyer belt for chipping. So far wood waste has been transported by cars and pallet trucks to a separate chipper.

Jarmo Ketola in Alholma sawmill looks after that the quality of sawn wood remains constant.

Emissions into the air

As in previous years, the pulp mill had a surplus of electricity solely from energy obtained from the combustion of black liq-uor. The surplus electricity was sold to the electricity network via UPM Energy. The pulp mill and sawmill sold bark from debarked wood and wood-based waste to Alholmens Kraft for converting into energy. Emissions into the air measured with the specifi c emission coeffi cients were good according to BAT* standards. The emis-sions remained below the permitted levels when converted into specifi c emissions.

All emission parameters considered, emissions into the air in 2013 were sig-nifi cantly lower than those recorded in 2012.

Uptimes and downtimes relating to planned and unplanned shutdowns caused some malodours in areas close to the mill.

During normal operations permit levels were exceeded three times in the context of SO2 permitted daily levels at the soda recovery boiler.

A deviation in April is suspected to have been caused by the temporary channel-ling of smoke gases in the soda recov-ery boiler. This resulted in weaker sulphur dioxide binding in the recovery boiler. In May permitted levels were exceeded due to fi bre line problems. As a result, black liquor fuel at the recovery boiler did not reach the normal operation level. Emissions of fossil nitrogen oxide per pulp tonne produced fell signifi cantly and were well below the permitted level.

The long-term goal is to achieve a pulp mill free of carbon dioxide. The per-centage of biofuels during pulp produc-tion remained as high as for the previous year, i.e. 98.4%.

The combustion of malodorous gases in the recovery boiler was successful throughout the year with a high utilisation coeffi cient. Because of high disturbance levels strong odorous gases had to be channelled into the reserve burner from time to time.

Strong odorous gases were channelled via the reserve burner 1.0% of the time. The corresponding level for 2012 was 4.4%. Thus, the 2013 fi gure is consider-ably lower.

Air quality in the Pietarsaari region Local air quality is continuously moni-tored at two surveillance points: one is located in Pietarsaari near the town cen-tre, the other in Vikarholmen, Larsmo. Impurities in the air remained well below the specifi ed permit guideline levels – except for airborne particles (PM10). Environmental concern is a matter

shared by all mill workers. Responsible control, effective maintenance and careful monitoring of mill processes can prevent problems arising at all. Left to right, Keijo Olli, Jaakko Rajakallio, Terhi Leivo-Holmqvist, Jari Latvala and Krister Niemi.

of 50 μg S/m3 on 11 days (the

maxi-mum permitted amount is 35 days). Traf-fi c-related levels of nitrogen oxide were quite high, as was the case in 2012. The daily permit guideline value speci-fi ed for malodorous sulphur compounds (10 μg S/m3) was never exceeded at

either surveillance point. The highest average daily levels of malodorous sulphur compounds recorded were 1.9 μg S/m3 in August near the town

centre and 4.5 μg S/m3 in October

in Vikarholmen.

The highest average hourly levels recorded were in June at both surveil-lance points: 8.4 μg S/m3 near the town

centre and 17.3 μg S/m3 in

Vikarhol-men.

Water

Untreated water sourcing

UPM Pietarsaari acquires untreated water for mill operations from the Larsmo Lake.

Total untreated water consumption at the pulp mill and sawmill was approxi-mately 48,250,000 m3, of which just

under 50% was used for cooling oper-ations while the rest served as process water at the pulp mill. The percentage of untreated water used at the Alholma sawmill is negligible, i.e. less than 0.1%. Discharges into the sea

The long-term goal is to maintain the 1999–2003 level for effl uent loads in spite of the increased levels of pro-duction. New targets have been set in 2014 for effl uent loads from the pulp mill in order to constantly improve oper-ations.

In February 2013 BOD7 exceeded per-mitted monthly level. This was caused by a leakage occurring in the collect-ing well for waste water durcollect-ing the con-struction of the new effl uent treatment plant. As a result, untreated waste water seeped through the former treated waste water ditch into treated waste water. Hence, the permitted monthly level was exceeded. This was the only time the

permitted monthly level was exceeded. When all permit parameters are consid-ered discharges remained well within per-mitted annual levels.

Compared with the fi gures for 2012, quantitative levels of waste water from the mill were slightly higher due to increased production.

Waste

The UPM Pietarsaari landfi ll site is located in the mill complex. Solid waste in 2013 amounted to 15,077 t. The level of land-fi ll waste was considerably less than for the previous year.

The amount of green lye sludge was less than for the previous year and it was also utilised at the test construction area of the landfi ll site.

Other waste fractions were utilised more effectively than before; less of these was transferred to the landfi ll site. Only levels of twig rejects placed in the landfi ll site were greater than for the previous year. Instructions at collection points for nor-mal waste and hazardous waste were improved. In 2013 new guiding signs were installed at waste collection points to comply with new instructions. 28 tonnes of hazardous waste was trans-ferred elsewhere for processing, including about 14 tonnes of lubricants and grease for recycling purposes.

Environmental parameters 2013

The environmental parameters in the table below are based

on the total production of pulp at the UPM Pietarsaari pulp mill and sawn goods at the Alholma sawmill. Parameters for production and consumption of raw materials and energy

are expressed in total fi gures for the UPM Group in the 2013 environmental report for UPM pulp and paper mills.

“Kokkolan ja Pietarsaaren seudun ilmanlaadun bioindikaat-toritutkimus vuonna 2012” (The 2012 bio indicator study into the air quality in and around Kokkola and Pietarsaari) was published in 2013. This study was conducted by Environment Research Centre of the University of Jyväskylä.

The study was carried out at 238 observation points located in 7 towns/municipalities (Kokkola, Kaustinen, Kronoby, Larsmo, Pedersöre, Pietarsaari and Nykarleby).

The aim of the bio indicator study into air quality was to obtain information about the spread of impurities in the air and their effects on species of plants selected for the bio indicators.

In this study the air-quality bio-indicators used were lichens growing on pine trunks, elemental concentration levels of pine needles and moss, and the elemental concentration levels and chemical properties of humus.

Moss species in the Kokkola and Pietarsaari area had changed slightly according to the average IAP index fi gures (see charts above). In the Kokkola, Pietarsaari and Pedersöre areas the features of certain species recorded were better than those from the previous study in 2006. The frequency levels of a few species sensitive to impurities in the air – e.g. horsehair lichens and grey and ash-based ‘parmeliopsis hyperoptae’ – had increased since the 2006 study.

Concentration levels of metals (except zinc levels) in pine nee-dles had risen slightly. Concentration levels of nitrogen, sul-phur and other nutrient chemicals had fallen. The study report is available at: http://www.pietarsaari.fi /index_fi .html IAP index bands for

Priority areas in environmental protection

The most important environmental goal for the pulp mill is optimised operating of the new effl uent treatment plant after its successful start-up.

Utilisation of all organic waste by 2016.

Improvement of energy effi ciency levels at the mill will con-tinue in compliance with the energy-saving agreement. At the Alholma sawmill the priorities are to increase energy effi ciency by ensuring full production operations, optimising the drying capacity and installing LED lighting along with the new battening machine in the summer of 2014.
