NOTE:

1. Only Local Service Providers having Office within Bangalore need to submit their offers. 2. The tender/bids will be opened in the presence of tenderers or their authorized

representatives.

3. Tenderers should bring authorization letter/identification while attending opening of the tenders.

4. Tender fee of Rs.573/- in the form of Demand Draft/Banker’s Cheque from any Nationalized Bank can be submitted to us on all working days between 1400Hrs and 1600Hrs.

INSTRUCTIONS TO TENDERERS:

1. Interested Tenderers may, at their option, download the tender documents from website and submit offers along with prescribed tender cost (in the form of Demand Draft/Banker’s Cheque) as per details in the Tender Notification.

2. Interested Suppliers can obtain the Tender documents on request from Purchase & Stores Officer, Purchase Division, Liquid Propulsion Systems Centre, Bangalore-560 008, INDIA on payment of non-refundable tender fee as indicated above, on all working days between 1400Hrs and 1600Hrs.

3. Tender fee shall be payable only in the form of Demand Draft/Banker’s cheque drawn in favour of Senior Accounts Officer, Liquid Propulsion System Centre, payable at Bangalore. No other mode of payment for Tender fee is acceptable.

4. Service Provider’s name and TenderNo. shall be indicated on the back side of the DemandDraft/Banker’s Cheque.

5. While requesting for tender documents, please do not super scribe tender number and duedate on the envelope. Instead indicate “Request for Tender Documents”.

6. Detailed terms and conditions are furnished in the tender documents.

7. Demand Draft/Banker’s Cheque should not be dated prior to the date of advertisement/ Intimation/website. Separate requests and demand draft shall be sent for each tender document.

8. LPSC, Bangalore, will not be responsible for non-receipt of tender documents/offers due to Postal delay/loss in transit.

9. Quotations received without payment of tender fee will be treated as unsolicited. 10. The offer should be valid for a period of 120 days from the date of opening. 11. Quotations received after the due date and time will not be considered.

12. While submitting your offer please super scribe Tender No. and due date on the envelope,addressed to Head Purchase & Stores, Liquid Propulsion System Centre, HAL 2nd Stage,80 Feet Road, Bangalore-560 008.

13. If tender opening date happens to be Public Holiday tender will be opened on the next working day & interested Vendors may depute their Representatives to attend the PublicTender Opening.

14. Request for the extension of the due date will not be considered. 15. Service Tax Registration Certificate copy shall be provided. 16. PAN Card shall be provided along with offer.

17. Head, Purchase and Stores, Liquid Propulsion System Centre, Bangalore, reserves the rightto accept or reject any tenders in part or full without assigning any reasons thereof. 18. Late tender, delayed tender, fax quotation, email quotation and unsigned offerswill not

be considered.

19. In case, if the party is claiming exemption of payment of tender fees under NSICS/MSME, the offer shall accompany with the certificate issued by NSIC /MSME otherwise offer will not be considered.

20. “Offers/quotations from Vendors who have not agreed to furnish Security Deposit or Performance Bank Guarantee towards warranty/guarantee” will be summarily rejected/excluded, without assigning any reason thereof’.

Annexure-I

Techno Commercial Bid

Comprehensive Annual Service and Maintenance Contract (CASMC) For Ductable Split A/C Plant, Package, Split, Cassette A/C units at LPSC (B)

1. Proof of experience for having carried out works of similar nature in the

past 1 year.The agency should have under taken comprehensive annual

service and maintenance of ductable split A/C plant of about 42 TR capacity, package A/C units of about 49.5 TR capacities, split A/C units of about 149.5 TR and cassette A/C of 27TR which include providing A/C for clean rooms, laboratories and offices.

1.1 1 work not less than 80% of work magnitude mentioned above. 1.2 2 works not less than 50% of the work magnitude mentioned above. 1.3 3 works not less than 40% of the work magnitude mentioned above.

2. Completion Certificates: Furnish copy of work completion certificate for the

mentioned works supported by TDS (Tax Deducted at Source) certificates.

3. Financial performance of the company: Furnish copy of IT returns for 3

years.

4. Company staff profile:Furnish details of company staff with experience

under different categories such as technicians, engineers, etc.,

Note:

1. All the supporting documents furnished for the above to be attested by Gazetted Officer or Notary Public.

2. The detailed technical bids with conditions to be read understood fully and signed with seal indicating compliance. Do not indicate cost/price in these documents.

3. Price bid is provided separately and to be filled both in figures and words with signature and seal.

MAINTENANCE SCHEDULE TO BE FOLLOWED

SCOPE OF WORK FOR SPLIT, CASSETEE AND SPLIT PACKAGE AC UNITS 1. MONTHLY

The following checks are to be carried out: 1. Cleaning of filters, outdoor and indoor units. 2. Checking and tightening all electrical connections.

3. Checking for condensate drain in particular, from indoor unit of package/split/cassette A/C and remove the blockage and repair leakages, if any.

2. QUARTERLY

In addition to the monthly checks, the following checks are to be carried out:

1. Check compressor mounts for any undue vibrations or cracks, replace if necessary. 2. Check the performance of compressor, replacement of compressor if found defective. 3. Carry out leak test for refrigeration circuit and plug the leaks, if any.

4. Examine condition of starters if found any fault is to be replaced with suitable item. 5. Check operation of H.P. /L.P. cut outs & thermostats. Take corrective action,

wherever required.

6. Open fan section cover. Check belts for wear & tear. Replace, if necessary. Check bearings & alignment of belt drive and take corrective action.

7. Clean the finned surface of condensers & cooling coils and do chemical cleaning, if required.

8. Ensure proper operation of motorized dampers.

9. Cleaning of Micro filters & fresh air filters (frequency of cleaning may be enhanced). 10.Check the fans & blowers. Replace if necessary.

3. YEARLY

In addition to the monthly & quarterly checks, the following checks are to be carried out: 1. Carry out leak test for refrigeration circuit and plug the leaks, if any.

2. Carry out electrical Megger test.

3. Check power consumption of all motors and take corrective action for major deviations.

4. Carry out chemical cleaning of Evaporator & Condenser coils. 5. Painting of outdoor units.

6. Greasing of all motors.

7. The insulation of copper tubes if found damaged, same should be re-insulated and replacement of drain pipes as and when required.

SCOPE OF WORK FOR DUCTABLE SPLIT AIR CONDITIONING PLANT: 1. The following equipment parts of the AC plant are to be repaired/replaced during

the Annual maintenance Contract.

1.1 Check the compressor and its spare parts, compressor motors and its coupling.

1.2 HP/LP cutouts, Condenser motor pumps, chiller motor pumps.

1.3 Electrical connections, maintenance of relays and gauge panels.

1.4 Microprocessor based VFD drive and relays relating to this, Air Handling Units (AHU) & its blower motors including main blower motors.

1.5 Humidifier heater coil, electrical contactors, fuses, individual isolating switch (SFU), over load relays (protective relays).

1.6 System operating individual starter, terminal connectors, etc.

1.7 Replacement of defective Freon gauges.

2. Monthly preventive maintenance/service and attending to any number of breakdown calls whenever necessary within 4 hours.

3. Scope of Comprehensive Maintenance for monthly, quarterly, half yearly and yearly basis:-

3.1Scope of work for monthly preventive maintenance:- I. Electrical and other Works:-

a) Check of all relay setting, loose contacts, switches, isolators etc., of the electrical panel of the plant.

b) Checking and setting of humidifiers.

c) Checking and setting of heaters.

d) Checking of electrical panels.

e) Checking of voltage and currents.

II. Other requirements:-

a) Checking of gas leakage if any. If necessary top up of refrigerant to be made.

b) HP/LP pressure tests.

c) General cleaning and servicing like belt tension checks, adjustment etc.,

d) Checking of all pressures.

e) Checking all pressure gauges, temperature and other indicators etc., of the plant.

3.2 Scope of work for quarterly preventive maintenance:-

3.1.1 Cleaning of air filters. 3.1.2 Greasing of motors.

3.1.3 Electrical panel board maintenance.

3.3 Scope of work for half yearly preventive maintenance:-

3.1.4 Cleaning of AHU coils.

3.4 Scope of work for yearly preventive maintenance :-

3.4.1 Painting of the plant.

1. The Maintenance/repair/servicing of Air conditioning plant include inspection, repair, servicing, and over hauling, labour, cleaning, corrective and remedial measures, setting right the malfunctions of the system etc., so as to keep the plant in good working condition.

2. The maintenance Contract includes replacement of necessary spare parts, both mechanical and electrical and includes consumable like Refrigerant, oil, greases, etc., In addition, the contractor has to provide Nitrogen gas and Freon gas cylinders for charging/top up etc.,

3. Repair of air ducting louvers, air handling units, thermocouple insulation of all piping system of the plant, touching and painting of repaired portions only, overhauling compressor , replacement of heaters, servicing of pan humidifiers etc., are included in the scope of maintenance.

4. Only genuine & original parts as per the existing parts shall be replaced by the Contractor.

Terms and conditions:-

1. The CASMC is for a period of 2 Years.

2. The successful bidder is required to furnish bank guarantee from scheduled bank for 10% value of the contract amount for the entire tenure of the contract duration prior to taking up work as security deposit.

3. The payment will be on quarterly basis i.e., once in 3 months.

4. Carrying out Preventive maintenance schedule as per LPSCB/ISRO, for ensuring the satisfactory performance as recommended shall be carried out and results obtained/ details of works done shall be documented in the prescribed logs duly countersigned jointly by the contractor’s personnel and the authorized representative of LPSCB/ISRO

5. The materials required for replacement of defective parts must be supplied by the Contractor. All the materials should be of Original Make.

6. All labour charges required for removal and fixing/replacement of AC fittings will be done by the Contractor.

7. Before carrying out any work, work permit to be taken from concerned personnel.

8. Violation of safety norms may lead to termination of contract.

9. In case of any complain/breakdown, the contractor’s staff should attend the same within 4 hours of intimation.

10.The contractor shall employ experienced and technically qualified man power to carry out Maintenance activities.

11.The maintenance of all the Air conditioners should be carried out through a regular maintenance schedule. All breakdown repair works shall be taken up immediately by the contractor to avoid disruptions in Air Conditioning. The scheduled and unscheduled activities carried out are to be recorded in the specified logs.

12.Logbooks/registers to be maintained at the LPSCB/ISRO premises including attendance, incidents, assets, emergency contacts and AC equipment logs. These have to properly and duly filed by the Maintenance staff and got endorsed from LPSCB/ISRO authorized personnel on a daily basis.

13.Taking all necessary actions to maintain the plant & A/C units operating satisfactorily.

Annexure-VII

GENERAL TERMS & CONDITIONS FORTENDER ENQUIRY NO. BA07 201400658101

1.0 TYPE OF CONTRACT:

The proposed Annual Maintenance Contract shall be of Comprehensive type. 2.0 Period of Contract:

The Contract shall be valid for a period of 2 years. However it shall be open to LPSC to terminate the Contract at any time during its currency by giving ONE MONTH’S notice in Writing.

3.0 Fall Clause:

Service Charges quoted by the party shall be no event exceed the lowest charges at which party service for SPLIT AIR CONDITIONING UNITS of identical description to any other party during the period of this contract. If at any time during this period party reduce the Maintenance Charges to any other party, the party shall notify such reductions of Maintenance charges to the Purchase and Stores Officer, LPSC, ISRO Bangalore- 560 008 and from that time such reductions of service charges, shall stand correspondingly reduced in this contract also and Bill/Invoice should be raised accordingly.

4.0 Preventive maintenance:

Party shall perform Monthly/Quarterly/Half yearly/annually preventive maintenance

visits during the contract period of two years.

5.0 Breakdown maintenance:

Party has to attend to any number of breakdown calls per year, immediately within 4 hours of prior intimation during the Contract period.

6.0 PAYMENT TERMS:

Maintenance charges shall be paid after every quarter proportionately on completion of satisfactory service. However, at the end of each service, a Service Report duly signed by contractor, Indenter and Indentor’s Divisional Head shall be obtained from the user division to the effect that for All AIR CONDITIONING UNITS have been serviced and is working satisfactorily and shall be submitted to the Senor Accounts Officer, LPSC, along with your bill/invoice in duplicate with a copy to Purchase & Stores Officer. (Purchase)

7.0 In the event of damages to our property or injury to our personnel due to the

negligence of your employees, the responsibility shall solely rests with you.

8.0 The Department shall not be responsible for any injury to your personnel, or damage

to your property caused at our site.

9.0 Income Tax, as applicable shall be deducted from your Bill, at source.

10.0 Party shall furnish 10% of the order value as Security Deposit by way of Bank

Senior Accounts Officer, LPSC, before commencement of the work, valid till completion of Annual Maintenance contract period with a claim period of Six Months.

11.0 In case if any part/item to be taken to your premises for repair, then you have to

furnish equivalent value of Bank Guarantee from a Nationalized Bank or Scheduled Bank.

12.0 ARBITRATION:

Dispute if any shall be settled mutually, failing which it will be referred to a One Man arbitrator appointed by Director, LPSC in accordance with the Indian Arbitration and Conciliation Act 1996, whose decision shall be final and binding on both the parties. 13. “Offers/quotations from Vendors who have not agreed to furnish Security Deposit

or Performance Bank Guarantee towards warranty/guarantee” will be summarily rejected/excluded, without assigning any reason thereof’.

This part shall contain only the technical details and specifications together with technical catalogues. All commercial conditions shall also be indicated in this part. Deviations, if any, to our specifications shall be brought out very clearly. Tenderers shall mention point-wise confirmation with regard to Technical Specification and Commercial Terms &Conditions (Techno-Commercial) given in our Annexure-I & 1a. Price details should not be shown in this part.

The TECHNO-COMMERCIAL Part (Part-I) shall be submitted in a sealed cover duly super scribing as follows:-
